Town Board Minutes 01.16.2007
A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Rosemary Centi, Town Clerk, showed the following to be present:

Supervisor Runion welcomed everyone to the evening's meeting and asked for a motion approving the minutes of the December 19, 2006 Town Board meeting and the minutes of the January 4, 2007 Organizational Meeting of the Town of Guilderland.
MOTION #38  Councilman Bosworth moved to APPROVE THE MINUTES OF THE DECEMBER 19, 2006 TOWN BOARD MEETING AND THE MINUTES OF THE JANUARY 4, 2007 ORGANIZATIONAL MEETING OF THE TOWN OF GUILDERLAND.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

PUBLIC COMMENT PERIOD - NO PUBLIC COMMENT

 
AGENDA ITEMS:
 
PRESENTATION:  Center for the Disabled of proposed group home at 25 Velina Drive.
Supervisor Runion stated that they had received a letter from Center for Disability Services providing notification of intent to establish a 24-hour supervised living arrangement for five individuals with developmental disabilities within the Town of Guilderland. (P 10A)
He further stated that under the NYS Mental Hygiene Law, the only issue that they Board would be looking at was whether there was saturation within the Community of Guilderland in general.
The Center was very good at working with the neighbors and would be very open to any questions or concerns that they might have.
 
Alan Krafchin, President/Chief Executive Officer, outlined the proposal for the home and the specific nature of the proposed development.
A manager will be available five days a week to supervise the house.  There is also an
on -call system 24 hours a day 7 days a week.
 
Donna Lamkin, Chief Program Officer, explained the type of living arrangements that would be available and described the residents of the facility.
She stated that there would be 5 male residents ages 29 - 39 that were mentally handicapped.
 
Supervisor Runion asked if there would be any changes to the elevation for the house.
 
Mr. Krafchin stated that a garage bay might be converted to a bedroom.
Ms. Lamkin stated that they had just recently received architectural plans and was not quite sure.
 
Bill Stoecklin, 21 Velina Drive, asked the maximum age, the number of individuals that would be living at the site and the handicap.
Donna Lamkin stated that there would be 5 male residents ages 29 - 39 that were mentally handicapped.
 
Supervisor Runion stated that there was an in-law apartment and asked if the manager would be living there.
Ms.Lamkin stated that the manager would be living there.
 
Councilman Ricard asked about the number of staff and Ms. Lamkin stated that there would be 3 on - site with a nurse coming occasionally.  The driveway can accommodate 9 vehicles.
Supervisor Runion wished the Center well and thanked the neighbors who came out with their questions.

Supervisor Runion stated the pool house and pool deck were in disrepair and that the Town had applied for a grant that would help with the repairs.  The Board had discussed the repairs during the budget process and agreed to the work.
 
 
 
 
MOTION #41  Councilman Bosworth moved to ADOPT A RESOLUTION
THAT THE TOWN SUPERVISOR IS AUTHORIZED TO ENTER INTO A CONTRACT WITH THE NEW YORK STATE OFFICE OF PARKS, RECREATION, AND HISTORIC PRESERVATION IN CONNECTION WITH THE RECEIPT OF A GRANT APPROVAL IN THE AMOUNT OF $100,000 UNDER THE ENVIRONMENTAL PROTECTION FUND "PARKS PROGRAM."
FUNDS ARE TO BE UTILIZED IN CONNECTION WITH REHABILITATION OF THE POOL HOUSE AND POOL DECK AT TAWASENTHA PARK.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

MOTION #42  Councilman Ricard moved to AUTHORIZE THE SUPERVISOR TO SIGN AN AGREEMENT WITH HUDSON VALLEY COMMUNITY COLLEGE IN REGARD TO PARAMEDIC TRAINING.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

The Police Department uniform company is no longer in business so the Police Department has asked to go out to bid for new uniform pants.  The PBA has agreed to forgo their uniform allowance for this year in order to share in the cost.

Director of Parks, Dennis Moore gave the Board information of the new facility on Route 146.
Councilwoman Slavick asked about the size of the meeting rooms and how residents would have access to the facility.
Supervisor Runion stated that the facility would have a programmable keypad with codes that would change for each group using the facility.
 
Dennis Moore further stated that it would be for Guilderland residents only.
Councilman Pastore asked if the fees had been increased.
Supervisor Runion stated that they had.
