Town Board Minutes 06.05.2007
                                                                                                                                                                                                                  A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Rosemary Centi, Town Clerk, showed the following to be present:

Supervisor Runion welcomed everyone to the evening's meeting and asked for a motion approving the minutes of the May 15, 2007 Town Board meeting. 
MOTION # 136  Councilman Bosworth moved to APPROVE THE MINUTES OF THE MAY 15, 2007 TOWN BOARD MEETING.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

PUBLIC COMMENT PERIOD-

Norman Bauman, President of the Altamont Neighborhood Association, spoke to the Board of their concern for the Country Fest event. He stated that last year, the Village of Altamont had problems with traffic, loud noise and debris left by concert goers. He further stated that the residents were advised to stay indoors and to keep doors locked. He asked why the Altamont Fair Board does not come to Village Board meetings and give information regarding events. He asked that the Town look into the matter.
Supervisor Runion asked if they had spoken with the Village Board and the Village Mayor.
Mr. Bauman stated that they had but had been advised that the Town of Guilderland was in charge of permitting and the decision-making.
Supervisor Runion stated that the required Mass Gathering Permit was being reviewed.  Most of the information was being discussed between the Village and Town Police agencies and the Department of Transportation.
He further clarified that the Town receives no monies from the Fair. He stated that he would be willing to meet with them to further discuss the matter.
He had not had anyone complaining to his office concerning this event as yet and recommended having a petition circulate regarding the event.
He further stated there have been discussions about bussing cars from the Harriman Campus as a possibility.
Councilman Ricard confirmed that traffic was a significant issue with cars being in line for hours.
Stephen Reinemann stated he also had a concern with the out of control traffic problems and emergency vehicles getting through.
Supervisor Runion stated that there are no finalized plans and that these concerns would be taken into account when considering the issuance of a permit.
Councilman Bosworth stated that one of the reasons the Town had a permitting process was to
insure public safety and public health and asked that the Association have a meeting with the Supervisor and Board members.

MOTION #137  Councilwoman Ricard moved to APPROVE APPOINTING DAWN BERSCHWINGER AND LEAH OLIVER AS SENIOR KEYBOARD SPECIALISTS PER ALBANY COUNTY CIVIL SERVICE LIST.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

Item # 2 concerned adopting a resolution in support of a grant application of the Altamont Free Library for the renovation of the Altamont Train Station.
Barbara Quackenbush, Trustee of the Library, presented information explaining that the Library was in the process of applying for the Environmental Protection Act grant for 2007 Historic Preservation, in order to restore the historic slate roof and was asking for the Town's support of the application.  She thanked the Town for its previous support.
MOTION #138  Councilman Bosworth moved to ADOPT A RESOLUTION IN SUPPORT OF A GRANT APPLICATION OF THE ALTAMONT FREE LIBRARY FOR THE RENOVATION OF THE ALTAMONT TRAIN STATION.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:

MOTION #139  Councilman Bosworth moved to ADOPT A RESOLUTION AWARDING THE BID FOR FABRICATION AND DELIVERY OF A PEDESTRIAN BRIDGE AT TAWASENTHA PARK
 
RESOLVED,
THAT THE TOWN BOARD OF THE TOWN OF GUILDERLAND AUTHORIZES TOWN SUPERVISOR, KENNETH RUNION, TO EXECUTE A CONTRACT WITH CONTECH BRIDGE SOLUTIONS FOR THE FABRICATION AND DELIVERY OF A PEDESTRIAN BRIDGE TO CROSS THE NORMANSKILL IN TAWASENTHA PARK AT A COST OF $96,900.00.
CONTECH WAS THE LOW BIDDER AMONG THREE QUALIFYING BIDS SUBMITTED IN CONNECTION WITH THE PROJECT.
Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

Item #4 on the agenda concerning the establishment a no parking zone on the west side of Cornell Avenue from a point 180 feet south of the intersection of Route 20 continuing along Cornell Avenue to the intersection of Route 20. Tabled
 
Item #5 on the agenda concerned setting a public hearing on request of Hoffman Enterprises to re-zone 3905 Carman Road from Residential (R-20) to Multiple Residence (MR). Tabled
 
MOTION #140  Councilman  Ricard moved to APPROVE AUTHORIZING THE SUPERVISOR TO SIGN A COLLECTOR'S WARRANT FOR GUILDERLAND WATER DISTRICT IN THE AMOUNT OF $257, 177.68.  Councilman Bosworth seconded the motion and it was carried by the following roll call vote;
