Town Board Minutes 06.19.2007
                                                                                                                                                                                                                  A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Dorothy Lynch, Deputy Town Clerk, showed the following to be present

Supervisor Runion welcomed everyone to the evening's meeting and asked for a motion approving the minutes of the June 5, 2007 Town Board meeting.
MOTION #143  Councilman Bosworth moved to APPROVE THE MINUTES OF THE JUNE 5, 2007 TOWN BOARD MEETING.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #144  Councilman Bosworth moved to APPROVE THE PERMANENT APPOINTMENT OF DANIEL P. McNALLY AS A LIEUTENANT IN THE POLICE DEPARTMENT IN ACCORDANCE WITH THE ALBANY COUNTY CIVIL SERVICE LIST.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:

Item #2 on the agenda concerned the permanent appointment of Donald F. Jones as a Sergeant in the Police Department in accordance with the Albany County Civil Service List.
Supervisor Runion stated that there is a vacancy due to the retirement of First Sergeant, Bill Ward. There was also a second vacancy because Daniel P. McNally, who was a Sergeant, has been moved up to the Lieutenant's position.
Donald Jones was interviewed by the Promotional Review Board and by the Town Board liaisons to the Police Department.

Item #3 on the agenda concerned adopting a resolution approving the issuance of certain civic facility revenue bonds by the Town of Guilderland Industrial Development Agency to finance a project for Wildwood Programs, Inc.
Supervisor Runion read a letter from Counsel to the Industrial Development Agency giving background on the project. (P 154A)
There was no public comment at the IDA meeting as reflected in the minutes of said meeting.
MOTION #146  Councilman Bosworth moved to ADOPT A RESOLUTION APPROVING THE ISSUANCE OF CERTAIN CIVIC FACILITY REVENUE BONDS BY THE TOWN OF GUILDERLAND INDUSTRIAL DEVELOPMENT AGENCY TO FINANCE A PROJECT FOR WILDWOOD PROGRAMS, INC.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

Item #4 on the agenda concerned a request of Stuyvesant Plaza for an easement along Western Avenue for an underground electric line.
Counsel for Stuyvesant Plaza, Jim Schultz, presented a map of the proposal.
Also in attendance was Ned Costigan, representative for Stuyvesant Plaza.
The purpose of the easement was to provide better electrical service for the irrigation pumps at the Plaza and for better lighting for signs. Lighting would also be provided for when the proposed park in the area is eventually developed.
Supervisor Runion asked if this would be a non-exclusive easement and Mr Schultz responded that it would be.
MOTION #147  Councilman Bosworth moved to APPROVE THE REQUEST OF STUYVESANT PLAZA FOR AN EASEMENT ALONG WESTERN AVENUE FOR AN UNDERGROUND ELECTRIC LINE.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:

Item #5 on the agenda concerned approving the provisional appointment of Emanuel Shulman as Technical Police First Sergeant.  Supervisor Runion stated that this would be the position that would replace the retirement of Bill Ward.
A Civil Service test will be given in the future.
MOTION #148  Councilman Ricard moved to APPROVE THE PROVISIONAL APPOINTMENT OF EMANUEL SHULMAN AS TECHNICAL POLICE FIRST SERGEANT.  Councilman Bosworth seconded the motion and it was carried by the following roll call vote:

MOTION #149 Councilman Bosworth moved to APPROVE A RESOLUTION AUTHORIZING A GRANT APPLICATION FOR THE REFURBISHING AND UPGRADING OF THE GUILDERLAND PERFORMING ARTS CENTER. 

Resolved,

 
That the Town Board of the Town of Guilderland authorizes an application to the New York State Department of Parks, Restoration, and Historic Preservation for an Environmental Protection Fund grant under the Parks Program in the amount of $88,500 against a project cost of $177,000 for the purpose of refurbishing and upgrading the facilities at the Guilderland Performing Arts Center at Tawasentha Park.
 
 
 
I, Rosemary Centi, the duly qualified and acting Clerk of the Town of Guilderland of
Guilderland, New York, do hereby certify that the above resolution was adopted at a
regular meeting of the Town Board held on June 19, 2007 and is incorporated in the
original minutes of said meeting and that said resolution has not been altered, amended or revoked and is in full force and effect.
