Town Board Minutes 11/09/2006
A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Rosemary Centi, Town Clerk, showed the following to be present:

Supervisor Runion welcomed everyone to the evening’s meeting and asked for a motion approving the minutes from the October 17, 2006 Town Board meeting.



MOTION #219  Councilman Bosworth moved to APPROVE THE MINUTES OF THE OCTOBER 17, 2006 TOWN BOARD MEETING.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

PUBLIC HEARINGS:



7:30 PM – 2007 TOWN BUDGET



Town Clerk, Rosemary Centi read the legal notice.



Supervisor Runion stated that the Town Board has been working diligently on the 2007 budget with meetings with the various department heads.

He explained that the town budget is broken up into two areas; the “A” fund, which includes the entire Town of Guilderland and the “B” fund, which encompasses those areas outside the Village of Altamont.

The “B” fund is funded by revenues outside of taxes and consequently incurs a zero tax charge to residents.

The “A” fund tax rate will remain the same.

He also explained that a substantial amount of the taxes is funded through sources other than real estate or real property taxes.

Approximately $10 million dollars is realized through sales tax and approximately $1 million is received through mortgage tax.

This year the Town has been advised that Albany County will be handling future elections and will be passing the cost back to the Town.  As a result, the cost of the elections has greatly increased.  There will be a new item on the Town tax bill, which will be for the Albany County election mandate.  This amount will be approximately 9.5 % per $1,000 assessed valuation.

The highway tax rate is .98 per assessed valuation.

The floor was opened for public comment.  There was none.

MOTION #223  Councilman Bosworth moved to SET A PUBLIC HEARING AT 7:45 PM ON  DECEMBER 5, 2006 ON THE REAL PROPERTY TAX LAW 459 C WHICH IS THE EXEMPTION FOR DISABLED PERSONS.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:

Councilwoman Slavick explained the request for stop signs at the intersection of East Christina Drive, West Christina Drive and Jean Place. 

Mr. Robert Brown submitted a letter concerning the request.  Petitions were also submitted.

MOTION #224  Councilwoman Slavick  moved to APPROVE INSTALLATION OF STOP SIGNS AT THE INTERSECTION OF EAST CHRISTINA DRIVE, WEST CHRISTINA DRIVE AND JEAN PLACE.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:

MOTION #225  Councilman Pastore moved to APPROVE A RESOLUTION AUTHORIZING AND DIRECTING TOWN SUPERVISOR KENNETH RUNION TO COMPLETE AND SUBMIT TO THE OFFICE OF THE SECRETARY OF STATE A GRANT APPLICATION UNDER THE QUALITY COMMUNITIES GRANT PROGRAM IN THE AMOUNT OF $44,000 AGAINST A TOTAL PROJECT COST OF $55,000 FOR THE PRODUCTION OF AN OPEN SPACE INVENTORY, PRIORITIZATION MATRIX, AND OPEN SPACE PROTECTION STRATEGIES FOR THE TOWN OF GUILDERLAND.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #226  Councilman Bosworth moved to APPOINT JEFF VAN EPPS AND JOSEPH ABBRUZZESE  TO SERVE ON A JOINT COMMITTEE WITH THE TOWN OF PRINCETOWN FOR A STUDY OF ROUTE 20 CORRIDOR FROM DUANESBURG TOWN LINE TO ROUTE 158 IN GUILDERLAND. Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:
