ConCom Business – Volunteer
Present:  John Gray
J. Gray is interested in volunteering and the acquifer and will contact the Open Space Committee.   

ConCom Business – Parker River Clean Water Association
George Comiskie – VP
Richard Lombard boardmember.  Link between two towns.  Fish & Wildlife helped purchase 45 acres in Georgetown.  Blandings research.  State purchased 30 more acres.  Building partnerships with state agencies and research for fresh water turtles.   Counting the number of Blandings on the Georgetown soccer field.  They are applying for a new study,  including new nesting sites , and a bigger population study.  If nesting sites are found, they’ll monitor them.  Applied for a $45,000 grant.  If funding commitment between the 3 towns.  Georgetown offered $500 per year.  Asking Groveland for a monetary commitment.  Blandings turtles are on a threatened status.  Open Space money – 3 years - $250 per year.  M. Dempsey made a motion that ConCom commit to $250/year for 3 years towards the grant from Open Space Fund towards the Parker River Clean Water Grant Study Blandings turtle study.  T. Schaefer 2nd.  All in favor.  Unanimous.  

ConCom Business – Minutes
C. Keene made a motion to accept the minutes from January 13, 2010an 2010.  S. Benanti 2nd.  4 yes.   1 abstain.  Motion passed.   

Hearings:

Present:  Jim Manganiello
Hearing opened 7:35 pm
Commissioners discussed the area between the bus turnaround and Boxford line.  J. Manganiello wants the Commission to provide a NOI to the Town to be all encompassing  to protect the wetlands.  
C. Keene, S. Benanti, S. Benanti, and M. Dempsey went to the Selectmen’s meeting last month.  The  Highway Commissioner and police were in attendance as well.  J. Manganiello’s attorney  recommended the town file an NOI with ConCom.  M. Dempsey made a motion approve writing a letter to the Selectmen asking for the NOI filing for the area.  M. Dempsey will make recommendations of items to be added to the NOI.  C. Keene 2nd.  All in favor.  Unanimous.   Commissioners noted that issues that come under the Police and Highway Dept., ie signage, are not ConCom’s  jurisdiction and that his attorney should contact the Selectmen about those other issues.   Meeting closed 7:50 pm.

New England Power  
Present:  Matt Devlin, New England Power Co.  
Hearing opened 7:50 pm.  They had previously submitted a letter revising the plan dated February 1, 2010, for additional work.  Project is the area within and just outside the substation yard.  Matt Devlin submitted a map designating the proposed additional work at the King St. Substation.  Work includes clearing an additional 20’ of trees.  They plan to do the work mid-April.  He requested to waiver of submitting a formal amendment due to costs and timeframe.  Commissioners, however,  were concerned with the change in tree-cutting and plan to conduct a site visit.  New England Power will file for an OOC amendment for the trees.  M. Dempsey made a motion the ConCom approve inside yard work at the King Street Substation without an amendment to the existing OOC, but will require an amendment for the work to be done outside of the Substation yard, which includes additional tree cutting and 2 additional manta ray anchor guides.  T. Grim 2nd.  All in favor.  Unanimous.  Site visit:  Saturday, March 13, 2010, at 9:00 am.   Closed 8:15 pm.

Present:  Greg Hochmuth.  
Opened 8:15 pm.   Lot 1A – erosion controls reinforced.  T. Schaefer said a piece of equipment has been parked there for over a month, perhaps a loader.  Greg Hochmuth will call Tom Neve and make sure it’s parked outside the buffer zone.  Also noticed on the lot was a loam pile within the buffer zone.  T. Schaefer asked if they moving earth within the buffer zone?   He pointed out there is a seasonal restriction.    

The expiration dates for these lots are as follows:
Lot 1A – July 15, 2010.  
Lot 1B – July 15, 2010.
Lot 15, 23 Stonebridge Road – April 11, 2010.  
Site visit scheduled for:   Saturday, March 13, 2010, at 8:00 am.  Hearing continued to March 24, 2010.    

55 Main St. – Informal Hearing
Present:  Suzanne & Elkin Arredando
The Arrendando’s want to install a barn for horses.  The property is on the river.   The also want to install a culvert to go over the brook which is only from storm water run off.  The brook appears on wetlands map and is an intermittent stream.  They want the culvert big enough so a person can walk over it with a horse or a small tractor – 5-6’ wide.  T. Grim will conduct a site visit.  They were instructed to file an NOI because of the stream crossing and will need to follow Stream Crossing Standards by the Army Corps of Engineers if they decide to install a bridge.  Site visit, Saturday, March 13, 2010, 9:45 am.
