Selectboard’s Minutes
Tuesday, May 10, 2016 – 5:30 PM

5:30 p.m. The meeting was opened by Chairwoman Charig Bliss.

5:30 PM: Public Forum
Marline Paulsen provided a letter to the Selectboard outlining concerns about fireworks displays during the summer months on the dead end road that she lives on. She cited the town ordinance against display fireworks without a permit. The Board agreed to look into the issue that Mrs. Paulsen presented.
The Board began signing documents at 5:45pm. The Board then reviewed A/P Checks & Invoices.
5:45 PM: Kathy Valliere, Tax Collector
Chairwoman Charig Bliss welcomed Kathy Valliere to the meeting. The Tax Collector and the Selectboard reviewed the tax deed list. The Tax Collector requested that the Board enter into a non-public session to discuss a hardship abatement. On a motion by the Chair and a second by Selectman Atherton, the Board voted on a roll-call vote to enter into non-public session under RSA 91:A-3 IIc Reputation. At 6:42pm the Tax Collector left the non-public session. At 6:45pm the Board voted to exit non-public session on a vote of 3-0. It was noted that the minutes were sealed.
6:45 PM: Selectboard Work Session – Non-Public Session
The Board voted on a motion by the Chair and a second by Selectman Atherton to enter into non-public session on a roll-call vote of 3-0 for the purpose outlined in RSA 91-A:3II a the hiring of any person as a public employee. At 7:31 pm the Board voted to exit non-public session. It was noted that the Board has voted to extend an offer to a candidate for the DPW Buildings & Grounds position.
9:00 PM: Selectboard Work Session – contd.
The Board signed a WSI swim class sheet for Life Guard G.Wight. The lifeguard program was briefly discussed. The Board’s preference is for the lifeguards to rake the beach instead of having the Buildings & Grounds manager perform that task.
The Board discussed a letter from Avitar Assessing regarding the potential for the Assessing Standards Board to adopt several recommendations from the NH Dept. of Revenue (DRA) regarding Uniform Standards of Assessing Practices (USPAP) standards. Avitar believes that recent suggestions by the DRA for changes to the assessing standards will be costly to municipalities. The changes could require the town to have to solicit appraisals for certain types of properties, such as utility companies. This will have a negative impact on Greenfield’s tax revenues if the changes are adopted.
Next the Board reviewed a list of 9 properties for auction. Selectman Marshall reviewed each of the properties on the large tax cards in the meeting room. The Board noted the location of each property, and the assessed value. At the end of the review the Board agreed that the properties should be advanced to the auction house for next steps. These include the following properties:
R3-41, R3-46, R3-47, R4-13, R4-23-2, R4-60, R6-30-5, R6-36, R7-36.
Next Selectman Marshall provided a brief update on the solar program that he attended.
The Board discussed the best time to hold staff evaluations and agreed that the agenda for 5/17 should provide time to discuss and resolve the summer schedule, as well as provide a calendar of dates for evaluations.
Adjournment
The time being 9:20pm the Chair Charig Bliss moved to adjourn. Selectman Marshall seconded. All were in favor, and the motion carried 3-0.
The meeting adjourned at 9:20 PM.
The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
