Selectboard’s Work Session Minutes
Thursday, March 10, 2016 – 5:00 PM

The meeting was called to order at 5:00 PM by Chair Karen Day.

5:00 PM: Carol Burgess, Recycling Center Supervisor

At 5:00 PM the Board welcomed Recycling Center Supervisor Carol Burgess to the meeting. Supervisor Burgess asked the Board to re-hire Bill Gaudette who has been out on a short leave. Request was approved by consensus among the Board members. Next Supervisor Burgess advised the Board that she has located a matching grant program that would allow the Recycling Center to purchase a large 10,000 lb scale, which would be used for weighing bales of recycling product and possibly weighing CD refuse. Selectman Atherton commented that there has been the concern voiced to him that without a scale there is the potential for undercharging people at the town’s expense. He explained that some people have complained to him about the lack of a scale and the fear they are being overcharged. But, he said the same could be said for the town undercharging so purchasing a scale would alleviate questions all around. It was noted that the application process was brought to the Board after the public hearing on the 2016 budget so it wasn’t something they could add to the warrant, but the 50% cost was low at around $1,500 and  the Board could use end of year monies to purchase the scale as the end-of-year approaches. Supervisor Burgess said that the town of Peterborough and Monadnock Disposal both charge a rate of .09 cents a .lb for residents to dispose of construction/demolition and bulky waste. Greenfield residents pay the .09 cents a pound when they go to Monadnock Disposal.

On a motion by the Chair the Board voted to authorize the Town Administrator to execute grant application documents on behalf of the Recycling Center. The motioned was seconded by Selectwoman Charig Bliss and passed on a vote of 3-0 in favor.


5:30 PM: Selectboard Work Session

The Board held a brief discussion on appointing a Fire Chief per the vote of Town Meeting in 2015. It was noted that the election was originally for two years, but the town voted to make the position an appointed position starting in 2016. After a brief discussion the Chair motioned to appoint current Fire Chief David Hall, to the appointed position. The Fire Chief will serve at the will of the Selectboard and be paid a stipend for the position. The motion was seconded by Selectwoman Charig Bliss and passed on a vote of 3-0 in favor. The Board signed an appointment form for David Hall as Fire Chief, to be sworn in by the Town Clerk.

The Board signed a wastewater bill abatement form for 12 Slip Road, which is now owned by the Town of Greenfield. There was a discussion that outlined the need of the town to hold a public hearing and remove 12 Slip Road from the list of owners because the town is a tax exempt entity.

The Board reviewed and approved non-public minutes from 3/03/2016.  The Board reviewed the minutes of 3/03/2016 and made corrections, which will be available at the next Selectboard meeting for review.

The Board reviewed the Town Warrant and the selectboard’s workbooks for Town Meeting. The Board requested several documents be added to the workbooks for the Selectboard’s reference.


7:30 PM: Documents for Review/Approval

The Selectboard signed A/P Checks, A/P Invoices and a Wastewater Check. An Order for Removal was tabled pending review by Town Counsel.

Adjournment

On a motion by the Chair, and a second by Selectman Atherton, the Board voted to adjourn. The motion carried 3-0. The meeting adjourned at 8:15 PM.
The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
