Selectboard’s Work Session Minutes
Thursday, July 09, 2015 – 5:00 PM

The meeting was called to order at 5:02 PM by Chairwoman Karen Day.

5:02 PM: Fire Chief David Hall
At 5:05 the Selectboard Chair welcomed Fire Chief David Hall to the meeting. Chief Hall outlined a new fire technology that had recently been utilized with success in Peterborough. The product is called “FIT”, which stands for Fire Intervention Technology. The product is a large disc that carries fire suppression retardant within it. The disc can be thrown or placed such that the fire suppressant is triggered at the point of the fire and personnel are not in harms way. The suppressant is designed for enclosed spaces such as interior and basement fires. The advantage is that they can be kept in a vehicle and police or first responders can deploy them immediately on scene, well before the fire department vehicles arrive. The cost is approximately $850 when purchased with other fire departments at discounted pricing. The
Peterborough fire was out by the time that the fire department arrived. So rather than a fire continuing to build while the department responds, a fire can be reduced or snuffed out before the department arrives.
Next the Chief and Selectboard discussed the potential for locating a regional training center “burn building” out back of the Recycling Center. The discussion covered the benefit to Greenfield and the surrounding communities. The ability to use a burn building on the weekends is a great benefit to volunteer fire departments. The closest burn building otherwise is in Concord and they have a Monday – Friday schedule, which means an entire department has to coordinate time off from work to attend. This isn’t feasible and to some degree represents some of the friction between volunteer and professional fire fighters. The Recycling Center has a large hill behind the mini-mall structures. This hill could be leveled to provide sand and gravel and then utilized for the building location.
Lastly there was a discussion of Facebook and Social Media policies in the Town Personnel Policy and at the Fire Department. There have been some issues with social media brought to the attention of the Chief by members of the fire department.
6:40 PM: Selectboard Work Session
The Selectboard reviewed Ordinances of the Town of Greenfield as they pertain to Oak Park and the beaches. A review of the seatbelt ordinance and ordinances involving dog leashes was discussed. The police department has a criminal code for dogs and the Board requested a copy of the language.
The Board discussed swim lessons and asked the administrator to call neighboring towns to see if there were any WSI instructors that would like additional hours at Sunset Lake Beach. The Board requested Carry In/ Carry Out signs be posted at the beach. The Administrator indicated that they had been posted and new beach rules have been printed and laminated for 2015. These are both posted on the beach hut and the lifeguards chair.
7:00 PM: Documents for Review/Approval
The Board reviewed and signed A/P Invoices, A/P Checks and Wastewater Checks. The Board signed corrected Meeting Minutes of 6/25/2015. The Board signed a cemetery deed provided by the Town Clerk. The Board signed off on an award for the Town Administrator to attend the NEGFOA conference in the fall. The award was a scholarship to attend for free and includes lodging and meals.
Adjournment
On a motion by the Chair, and a second by Selectwoman Charig Bliss, the Board voted to adjourn. The motion carried 3-0. The meeting adjourned at 7:17 PM.
The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
