Selectboard’s Work Session Minutes
Wednesday, March 25, 2015 – 4:30 PM

The meeting was called to order at 4:30 PM by Chairwoman Karen Day

4:30 PM:  David Hall, Fire Chief

At 4:30 PM the Selectboard welcomed Fire Chief David Hall to the meeting. Chief Hall discussed the areas in town where road names and past history have combined to make it a challenge for first responders to respond to rescue and fire calls. Specifically there are confusing places in town where the road names change without good signage and some places have confusing transitions between roads. As an example Francestown Road appears to go to Francestown but actually has a hard right hand turn onto what people refer to South Francestown Road. Francestown road, as it refers to Route 136 changes over to Greenfield Road outside of Francestown. South Francestown Road, which is actually the real Francestown Road has a wooden sign that looks homemade at the end on the corner next to the Davidson house. Another town road that poses potential problems for first responders is Dodge Road. The bridge is out on Dodge Road so if the responders go to the wrong end of the road the detour could take 15 minutes or more to backtrack and go to the other end of the road.   

The Selectboard discussed the issues with Chief Hall. Chief Hall admitted that he didn’t see how to make a change in the near term, so he wanted to involve the Selectboard in order to ask them the questions: How do we go about changing the names, what is the process? There followed a discussion about the introduction of the 911 system which required road name changes. Sawmill road was once Bennington Road but the 911 program had wanted to prevent any confusion with Old Bennington Road. There is precedence regarding the name change for first responder use, but the Selectboard and the Fire Chief were not exactly sure how to move forward. It was further explained that the Selectboard has the Building Inspector/Code Enforcement Officer name new houses in the 911 database, and the best procedure would be to involve the CEO with the 911 program to see what he could suggest.

5:25 PM: Work Session

The Board reviewed the new hire paperwork for P. Greene recently hired for the position of Heavy Equipment Operator. A motion was made to set the salary at $15.00 an hour for the first 90 days, with a raise to $16.00 an hour after a positive 90 review. Motion was seconded and passed 3-0 on a vote taken by the Chair.

The Board voted to meet at 5PM on April 1st and do a walkthrough of Driscoll Road. The Board voted to cancel the April 8th meeting and move the meeting to April 9th. The Board voted to move the meetings to Thursday nights starting at 5PM.

The new meeting time and day to be posted prior to the new meeting date on April 9th.

Adjournment

On a motion by the Chair, and a second by Selectwoman Charig Bliss, the Board voted to adjourn. The motion carried 3-0. The meeting adjourned at 8:00 PM.
