Selectboard’s Meeting Minutes

The Selectboard reviewed and/or signed the following items:

Chair Davidson opened the meeting at 5:30pm. The Board signed AP invoices, AP checks, Wastewater Checks, and Oak Park rental agreement and a letter to the government domain name registrar.

4:30 PM: Work Session

The Board opened a work session to update the Chair about the July 16th meeting. After several minutes of deliberation it was decided that the Board would hold a non-public session to discuss personnel related issues. Selectwoman Day moved to enter into a non-public meeting. Selectwoman Charig Bliss seconded the motion. The Selectboard voted as follows: Selectwoman Davidson Aye; Selectwoman Day, Aye; Selectwoman Charig Bliss, Aye. At 5:35 the Selectboard entered non-public session on a roll call vote of 3-0. At 6:22pm the Selectboard voted to exit non-public session on a vote of 3-0. The Board noted that it had made the decision to post a non-public session for Thursday, July 24th at 4:30 PM in order to meet with the DPW Supervisor to discuss a road condition study report compiled by Selectboard members.

Following the non-public session Selectwoman Day and Selectwoman Charig Bliss described their conversation with Road Foreman Neal Beauregard to Chairwoman Davidson. The Chair had been absent on the night of the meeting with the Road Foreman. Mr. Beauregard filled in for the DPW Supervisor, as Supervisor Murray was taking vacation time. Selectboard members Day and Charig Bliss agreed that the conversation had provided a lot of needed information. The Selectboard discussed the history of how the highway department became a DPW in Greenfield and that it is still in transition. The Board members acknowledged that day to day non-road related tasks can take time away from road maintenance; especially on gravel roads. The Board discussed changes that they would like to implement in a future meeting with the DPW Supervisor.


The Board discussed the need for improving planning with respect to gravel road maintenance; including ditching, grading, and drainage work. The Board discussed the amount of time that is needed to effectively maintain all of the Town’s gravel roads. The Selectboard recognizes that DPW tasks that pull the crew off the roads, while important, have to be scheduled in order to allow a concerted maintenance effort to occur. The Board discussed the 4/10 work week and the consensus was that they were in favor of a 5/8 work week. It was determined that the Board would instruct the DPW Supervisor to begin a 5/8 work week starting the week of August 4th. The Board discussed having the DPW Supervisor meet with the Town Administrator on a weekly basis to improve planning on projects and maintenance.

Adjournment

On a motion by the Chair, and a second by Selectwoman Charig Bliss, the Board voted to adjourn. The motion carried 3-0. The meeting adjourned at 7:07 PM.
