Selectmen’s Meeting Minutes
Saturday, April 5, 2014 – 10 a.m.

The meeting was called to order at 10:10 a.m. by Chairwoman Davidson.

Mr. Murray outlined the plans to remove sand and gravel from the site starting on April 14, and extending up to 20 days. Mr. Murray explained that the driveway will be slightly to the right of the temporary current road. A large tree has been removed for this purpose. He also explained that the final elevation will be about 10’ below the current ‘bottom’ of the excavation area. Brush from the clearing will be piled and burned each year when the weather is suitable, with notice to the region’s fire departments and forest fire wardens. Wood from the site will be used to heat the DPW barn.

Reclamation of the terrain will be done as soon as an area is permanently vacated. Mr. Murray said he will work forward from the back of the site in order to begin recovery of the terrain as soon as possible. Mr. Murray noted that any open, dangerous area will be fenced in orange and the whole excavation area will be marked No Trespassing. The recreational trail that passes through the site already has been relocated away from the excavation area.

Residents expressed their interest in having a cost breakdown for the work each year; there was considerable discussion about what information should be included in the breakdown and how detailed it could be. The selectboard will ask Mr. Murray to maintain an accounting of basic costs, with details to be determined by the selectboard. That accounting will be made available to the public.

Mr. Murray noted that a blacktop apron will be placed at the interface of the entrance road and  Route 31, in accordance with state regulations; the state has agreed that this work may be done at the completion of this year’s gravel removal to afford plenty of time for it to set without being disturbed.

The selectboard noted that it reserves the right to have the DPW re-enter the site during this year if emergency sand/gravel is needed.

Adjournment

On a motion by Chairwoman Davidson and a second by Selectwoman Day, the Board voted to adjourn. The motion carried 3-0. The meeting adjourned at 11:10 a.m..

The minutes are final when approved and signed by the Board of Selectmen. A signed copy is on file in the Selectmen’s office.
