Selectmen’s Meeting Minutes
Thursday, December 19, 2013 – 4:30 PM

The meeting was called to order at 4:30 PM by Chairman Wimpory.

§       Draft Town Budget – 2 Year Comparison 2013 & 2014

4:35 pm: Police Chief Brian Giammarino – Employee Evaluation - NP

The Board of Selectmen met with Police Chief Giammarino. Chief Giammarino was delayed due to an arrest that occurred right at 4:30PM.

On a motion by Selectwoman Day and a second by Selectwoman Davidson the Board voted  on a roll call vote to enter non-public session under RSA 91-A II a, Employee Evaluation and Compensation. The Board voted Chairman Wimpory Aye, Selectwoman Day – Aye,  and Selectwoman Davidson – Aye. The Board entered non-public session at 4:55 PM. The Board voted to exit the session at 5:30 PM and seal the minutes.

5:30 pm: Police Department Update

At the conclusion of the personnel evaluation, the Board and Chief Giammarino discussed the Police Department’s needs for 2014. A discussion about the necessity to add a third full time police officer was held. Chief Giammarino was questioned by the Selectmen if Greenfield had reached a point where a third full time police officer was necessary. Chief Giammarino answered that the town had been ready for a third officer for a number of years. The amount of calls-for-service is high compared to other towns that have more officers on their roster. The town had a good run with its part-time officers but lately the part-timers have found full time positions in other communities. The subsequent hiring process for part-time officers has proven to be difficult. The Board agreed to put the full time officer wages into the 2014 budget and bring the position to Town Meeting in March.

6:15 pm: Unanticipated Funds

At 6:15PM Chairman Wimpory indicated the need to accept unanticipated funds. The funds were from PRIMEX from the 2011 healthcare pool. The amount of the funds was $4,240. 18. On a vote of 3-0 the Board of Selectmen voted to accept the unanticipated PRIMEX funds.

6:30 PM: Document Review and Approval

The Board of Selectmen began a line by line review of the budget. The Board asked the Administrator to follow up on the following:
·       Double check with Mike Borden, Building Inspector about the 2014 revenue projections for the Building Inspector budget
·       Follow up with the Cemetery Trustees regarding the cemetery fence warrant article to see if the fence could be completed in stages (more than one year)
·       Check with the Town Clerk if Deputy wages could be reduced to $1500
·       Check with the Fire Department on the following changes:
o       Break out Emergency Management charges
o       Reduce Equipment Replacement to $3000
o       Add $2500 to Expense Reimbursement
o       Add $2500 to Training
o       Reduce Gas and Diesel by $500
o       Add $1000 to heating fuel
o       Fire Department new total: $81,350

7:10 pm: Non-Public Session with Forester Allen

At 7:10 PM the Selectmen met with Karla Allen who requested that a non-public session be held. On a roll call vote to enter non-public session under RSA 91-A II c, Reputation. The Board voted Chairman Wimpory - Aye, Selectwoman Day – Aye, and Selectwoman Davidson – Aye. The Board entered non-public session at 7:10 PM.

The Board voted to exit non-public session at 7:23 PM. The Board noted that the minutes were sealed.

7:25 pm: Conservation Commission

At 7:25 the Board of Selectmen and the Conservation Commission Chair, Carol Irving met together with Town Forester Karla Allen to discuss stewardship plans for Town owned forested land. Carol Irvin, Chair Conservation Committee, indicated that the Conservation Committee had met on December 4th and the consensus is that the committee is in support of having stewardship plans drawn up for the three properties. The committee understood that the USDA recently withdrew support for municipalities receiving USDA grants. If that were in fact true, the committee was interested in supporting the stewardship plans through Conservation Committee funds. After discussion it was agreed that the Conservation Committee would present the stewardship plans to the Board of Selectmen before they are finalized so that the selectmen have the ability to provide input into the goals outlined in the report. The session with the ConComm Chair was closed at 7:40 PM>

7:40pm: Budget Work Session

Chairman Wimpory indicated that he had received an urgent text and that he would have to leave the meeting. Selectmen Day and Davidson resumed work on the 2014 draft budget. The Selectmen went line by line through the remainder of the Department Heads’ proposed 2014 budget, and discussed each line. The Selectmen were joined by Library Trustees Neal Brown, Jami Bascomb, and Bruce Dodge. The Selectmen and the Library Trustees discussed the library budget. The Administrator was asked to send the Employee Evaluation form used by the Selectmen to evaluate employees, over to the Library for use by the Trustees. The Trustees agreed to reduce their suggested pay increase for the part-time librarians from 4% to 3%. At the conclusion of the discussion with the Trustees, the Selectmen reviewed the remainder of the budget.
The Selectmen requested the following changes:
·       Remove revenue line for ConComm
·       Reduce Parks Dept. Revenue to $300 from $500
·       Increase Recreation Revenue to $3,000 from $1,000
·       Change Recycling Charges from $7,000 to $8,000
·       Change Recycling Revenue from $10,000 to $8,000
·       Change McCanna Fund payment to $20 from $200
·       Increase Town Hall Rental Revenue to $2,000 from $1.000
·       Change Executive Education/Conventions to $250 from $500
·       Reduce Financial Admin. Education/Conventions to $100 from $150
·       Reduce Financial Admin, General Supplies to $100 from $250
·       Reduce Financial Admin. and Tax Collection Computer Equip. lines
·       Reduce Highway Protective Clothing from $2,500 to $1500
·       Reduce Highway Tree Trimming from $2,000 to $1,000
·       Reduce Parks & Rec. Electricity from $1,000 to $900
·       Reduce Parks & Rec. Heat (Propane) to $0 from $600
·       Asked for explanation for the increased copier costs under Other General Gov.
·       Set the Recycling Center Warrant Article for Glass Removal to $4,860

It was agreed that these changes would be reviewed with Chairman Wimpory during the December 30th budget work session meeting. It was noted by Selectwoman Davidson that apart from certain instances she was not in favor of raises across the board for all employees.

Adjournment

On a motion by by Selectwoman Day and a second by Selectwoman Davidson the Board voted to adjourn. The motion carried 2-0. The meeting adjourned at 9:00 PM.
