Selectmen’s Meeting Minutes
Thursday, March 21, 2013 – 4:30 pm

The meeting was called to order at 4:30 PM by Chairman Wimpory.

4:30 PM: Review and Approval of Documents

At 4:30 PM Chairman Wimpory opened the meeting. It was recognized that with Selectwoman Day’s re-election there should be a vote cast for the position of chairman. On a motion made by Selectwoman Day and a second by Selectwoman Davidson the Board voted 2-0 with one abstention to have Selectman Wimpory continue as Chairman of the Board of Selectmen.  The Board signed A/P invoices, Payroll Manifest and Payroll Checks, the MS-2 and reviewed a forbearance agreement.

The Board determined that the forbearance agreement was not the document required for the agreement on R4-23-1. The Board requested a separate document be drafted.

During the document review session the Board of Selectmen discussed Town Meeting and specific ways that the Board could improve the flow of information to the residents from the Board and the department heads. It was noted by Selectwoman Davidson that there had been positive and negative feedback about Town Meeting and Selectwoman Davidson stressed that the residents who called her had expected more interaction from the Board on the warrant articles.

Selectwoman Davidson asked that the Minutes note that on April 4th at 6:15pm and April 6th at 9:15am there would be a water Zumba class held at Crotched Mountain.

The Board briefly discussed the time cards for the upcoming payroll week and noted that while the timecards have improved, it would be useful if the DPW workers would put a note in for each day that outlines the road(s) they worked on, or the projects that worked on each day.

The Board reviewed proposals from four companies regarding the replacement of the Town Office oil tank, installation of a new tank, and a note from Supervisor Murray outlining the need for an environmental tank inspection at the Town Office during the month of March. Supervisor Murray has made the suggestion that rather than pay for another inspection of the underground tank, the Town could remove the underground tank a year early (which would also save on maintenance calls) and install a new oil tank in the basement. The Board briefly discussed the notice from the State that mandates the removal of the underground tank by 2015. Also discussed was the fact that the underground tank was the cause of a furnace outage during winter of 2012, due to sludge build up. The Board reviewed the quote from Arrow Equipment $1280 to install a new oil storage tank in the Town Office building and a quote from American Tank Management to document the removal of the 2000 gallon underground storage tank for the NH Department of Environmental Services. The Town of Greenfield DPW will perform the excavation and backfill. American Tank Management quote is for $1890. A previous quote for the complete removal of the underground tank by a certified company was in excess of $5000 (not including the new tank). The total out of pocket cost for the removal and installation of a new tank is $3170 not including the cost for DPW to excavate and backfill the site. On a motion made by Chairman Wimpory and a second by Selectwoman Day the Board voted 3-0 to removed the underground storage tank and install a new oil tank in the basement of the Town Office, and to use funds in the General Government Buildings; Buildings and Maintenance line item for this purpose.

Lastly, on a motion by Chairman Wimpory and a second by Selectwoman Davidson the Board voted 3-0 to hold meetings every other week starting on April 4th, 2013. The meeting scheduled for March 28th is cancelled.

5:45 PM:

At 5:45 PM the Board welcomed Chief Brian Giammarino to the meeting. Chief Giammarino discussed the upcoming year for the Police Department and provided a couple of brief words about Town Meeting. The Chief informed the Board that part-time officer Frank Shea had recently taken a full time position with the Town of Hancock. The Board was very enthusiastic about this news. The Chief explained that for the first couple of months officer Shea would be removed from the part-time rotation to allow him to settle into his new position but that later in the year the Chief anticipated that he would put him back in rotation as a part-time officer for the Town of Greenfield.

6:00 PM:

At 6:05 PM the Board was joined by Kathy Valliere, the Tax Collector. A discussion took place about the best way to handle a recent request by Rich Goodwin for a hardship waiver on interest due to back taxes. The Board had suggested that they would be willing to waive a portion of the interest, but not all of the interest, in recognition of full payment on past due taxes. The Tax Collector outlined the way that the software handles receipt of payments to principal and interest and explained what she would need to receive from the Board. On a motion by the Chair and a second from Selectwoman Davidson the Board voted 3-0 to provide a promissory note to Rich Goodwin for a portion of the outstanding taxes, in the amount of $1,209.63.
The Board voted on a motion by Selectwoman Day to provide Chairman Wimpory  signing authority on the promissory note with Rich Goodwin and on a letter to the Tax Collector as outlined in their conversation. Selectwoman Davidson seconded the motion and the motion passed 3-0.

Adjournment

Chairman Wimpory moved to adjourn the meeting at 6:20 PM.  Selectwoman Day seconded the motion. The motion carried 3-0.
