Selectmen’s Meeting Minutes
Thursday, September 13, 2012 – 4:30 pm

The meeting was called to order at 4:32 PM by Chairman Wimpory.

4:30 PM: Review of Documents and Correspondence

At 4:30 the Board began reviewing documents. The Board discussed the possible retirement of Peter Hopkins from the post of Moderator due to his pending move to warmer climates. The Board requested that the Administrator verify the process for appointing a new moderator. A brief discussion about payroll was held and time cards were reviewed for accuracy. Selectwoman Davidson expressed that the Department of Labor has guidelines as to how the time cards should be filled out and wanted to ensure that employees were filling their timecards out correctly. Also it was important that DPW keep a daily calendar of their work so that they can refer back and keep track of what was accomplished in different parts of town.

5:25 PM: Town Clerk Dee Sleeper / Voting Booths

Dee Sleeper, Town Clerk came before the Board of Selectmen with feedback on Tuesday’s election. The Clerk indicated that there were concerns about the voting booths. She had found a 10 unit folding set that would solve for some of the issues that the older booths were experiencing. There needs to be one booth for every 100 people on the checklist and the town has reached nearly 1000 registered voters. The current setup is old, takes up a lot of storage space and is not expandable. The advantage of the folding unit would be that it meets the requirement for booth space (the town currently meets the number with added table space) and is easily foldable. She indicated that she had room in her budget for the expenditure.

5:30PM: Resident requested meeting

The 5:30 appointment did not arrive. The Board reviewed the agenda and invited Lee LeBlanc to speak to her issues scheduled on the agenda for 7:30pm. Mrs. LeBlanc observed that in 1997 Southern New Hampshire Services (SNHS) had spoken to residents of Greenfield at Town Meeting and had committed to providing residents of Greenfield enrollment priority at Greenfield Commons. In her recent experience this was not happening and she had come before the Board to discuss the commitment by SNHS and whether the Selectmen knew anything more about the enrollment policy at Greenfield Commons.

6:30 PM: Neal Brown Greenfield Recycling Center

Neal Brown, Greenfield Recycling Center Committee Chairman came before the Selectmen. He presented the Recycling Ordinance, previously discussed with Diane Boillard and the Board. A discussion took place and the Board indicated that it was interested in receiving a final layout of the Recycling Center and traffic pattern for the building, complete with best place for the burn pile and the metal pile. The Recycling Center Ordinance was passed to the Administrator for review. The Board indicated that it would review the ordinance at a later date.  

7:05 PM: Non-public Meeting with Becky Hudson and Paul Freeman

Paul Freeman and Becky Hudson came before the Board and asked for a non-public meeting. The Board deliberated over the request and it was determined that the Board should have a non-public under 91:A 3 II, c Reputation. On a motion by Chairman Wimpory and seconded by Selectwoman Day a roll call vote was held with 3 ayes and 0 nays. The Board of Selectmen entered into a non-public session. At 7:52 the Board voted to come out of non-public session. It was noted that no decisions were made and no actions were taken.

7:55 PM: Tax Collector Kathy Valliere

At 7:55pm Kathy Valliere, Tax Collector came before the Board with a list of deeded properties to discuss. The Board reviewed the list and affirmed that their duties were to handle the list impartially and expeditiously.  

8:30 PM: Generator Update EMS Supervisor John Gryval, Fire Chief Loren White

John Gryval, Emergency Management Supervisor and Loren White, Fire Chief came before the Board to discuss the status of the Town Office generator. The State of NH had only recently received monies that were requested for last year. Now that the monies were available the State has reviewed the Town of Greenfield’s generator request. The Department of Safety contact had been to the Town Office and done a walkthrough of the exterior and provided several pointers about the size and layout of the proposed generator installation. The idea of a generator that would meet the needs of the future were discussed as well as the option to have more than one portable generator for hooking up town buildings in case of another sustained power outage. After the Town Office building the next buildings that needed a  dedicated standby generator were the Meeting House, then the Library, and finally the Waste Water plant. It was also noted that these buildings, if installed with transfer switches, would be easier to service with the portable generator(s).  


Calendar Changes:

Starting on October 4th the Selectmen’s meeting will be held every week on Thursday evening at 4:30PM.


8:46 PM: Adjournment

There being no further business, Selectman Wimpory moved to adjourn the meeting.  Selectwoman Davidson seconded.  The motion carried 3-0.
