Public Hearing

Kullgren opened the Public Hearing explaining the purpose of the hearing. Greenfield Corner Properties, LLC (GCP) would like to increase their seating of the coffee shop from 28 to 60. A letter from, Waste Water Supervisor, James Cruthers was provided, indicating there is sufficient capacity on the system for increased usage.
Resident, Adele Hale asked about the recent need for Mr. Cruthers being at the site recently.
Administrative Assistant, Davidson explained Mr. Cruthers periodically needs to pump the system. With the heavy rains we have recently experienced, Mr. Cruthers was checking and pumping the system.
Dave Hall was in attendance to represent the GCP; Hall asked if there would be an opportunity for provisional increase usage to 75 seats without the need for another public hearing? He reiterated they are asking for a seating increase of 32 seats at this time.
Kullgren responded that the Board would need to hold an additional public hearing for any additional seating, further stating if they want 75 seats that is what they should ask for.
Hall thanked Kullgren and said they will stay at the increase to 60 seats from 28 seats.
Resident, George Rainier asked considering flows are down, has anyone taken into consideration two buildings are not occupied at this time, and further asked if Long Block is using the maximum capacity? Rainier continued by stating everyone would like to see a restaurant but the Selectboard needs to be cautious of the lack of flow at this time. He would hate to see the system get overloaded.
Kullgren said they appreciate Rainier’s comments and that is why Mr. Cruthers was asked to provide his opinion.
Rainier reiterated that while flows are below average now, the board should review the current flows, possible increases and take everything into consideration.
Chairman Kullgren closed the Public Hearing at 7:20 pm.
Motion:
Day motioned to approve the additional changes for the Greenfield corner properties to increase restaurant to 60 seats, to add a 7-bedroom apartment, retail, office etc., and to further reduce the quarterly charges to the remaining users on the system.
Day rescinded her motion.
Kullgren motioned to accept the changes to increase the capacity of the Greenfield Corner Properties for the wastewater treatment plant per the Greenfield Corner Properties proposal, dated May 19, 2011.
Seconded by Wimpory.

Voted: 3-0 in the affirmative.
