Selectmen’s Meeting Minutes
Thursday – October 7, 2010  – 6:00 pm


Present: Chairman, Jarvis Adams, IV; Selectwoman, Karen Day;
Absent: Selectman, Aaron Kullgren
Minutes:  Debra Davidson, A.A.
Call to order: Chairman Adams called the meeting to order at 6:00 pm.
 Appointments:
6:00 – Moe Belmore & Patty Donovan – Mr. Belmore & Ms. Donovan were before the Board of Selectmen to discuss Mr. Belmore’s tax situation and further discussed options that could help with the situation.  Ms. Donovan discussed the homestead exemption and options relating to that exemption.
Selectwoman Day wants to research this and discuss this with the Tax Collector, Kathy Valliere before she makes any decisions.
Adams discussed options that are available at this time, giving an example that the farm stand is one of the options.  Adams is not comfortable abating the taxes.   
More research will be done before any decisions are made.
6:30 - AA Update:
o       Spirit – Department Heads and Selectmen should be submitting articles.  Selectmen will provide a memo to Department Heads asking for articles to be submitted in each Spirit.
o       Budgets – Selectmen reviewed budgets as proposed to date.  Brief discussions followed.  Assessing Services will be placed out to bid.  A few budgetary items were pointed out to the Selectboard; no decisions were made at this time.  
o       Mileage – Discussion regarding mileage followed.
o       Local Government Center Conference – Administrative Assistant encouraged the Board to attend this conference if they are able to.
o       Joint Loss Management Committee – The JLMC held a meeting on Tuesday, October 5, 2010.  The meeting went well, the Committee will continue to meet on the first Tuesday of each month until safety matters are brought up to speed.  Selectmen are encouraged to attend the meetings if they are able to.
o       Slip/Forest Road properties – Year to date figures were provided.  Legal fees were discussed.  Selectmen will write a letter to Upton & Hatfield discussing their concerns regarding the legal fees.
o       

o       Scott Douglass – Marshall Arts Program – Selectmen discussed this program.  Selectwoman Day recommended Mr. Douglass provides a woman’s self-defense program before any other programs are approved.  A letter to Mr. Douglass will be sent.
o       Step Class – Administrative Assistant discussed she had a conversation with Kathy Perra, a certified Step Aerobics instructor.  She would like to start a program in Greenfield.  She is the part-time Recreation Director in New Ipswich and is currently attending school to obtain her Masters in fitness.  She currently teaches aerobics at Crotched Mountain but would like to start a program through the Greenfield Recreation Department.  Discussion followed.  Ms. Perra will be scheduled for the next Selectmen’s Meeting to discuss this further with the Board.
7:35 In accordance with RSA 91A:3 II (a) – personnel- motion was made by Adams  to enter into a non-public session. Seconded by Day.  Voted 2-0 in the affirmative.
8:04 pm motion by Adams to enter out of the non-public session.  Seconded by Day.  No discussion.  Voted 2-0 in the affirmative.  No decisions were made.
8:05 – Tax Collector, Kathy Valliere – Discussed tax deeding matters.

September 23, 2010 Selectmen’s Meeting Minutes were accepted as written.

Other Matters:
o       Mail - Miscellaneous mail was reviewed
o       2011 Budgets - Preliminary Budget was reviewed
o       Personnel Policy Updates – Selectmen tabled this item until they review the document more thoroughly.
o       Meetinghouse Steeple – Adams reported he has spoken to Rob Codman and it was reported the wood around the exterior of the steeple is rotted.  The painters will not be painting the rotted portion of the steeple.  Adams suggested we look for grant money to do the necessary repairs of the steeple.  This will need to be revisited and placed out to bid.  Selectmen instructed the Administrative Assistant to look up steeplejacks and see who can do the project or at least give the Town an idea of what needs to be done.
o       Heating System – Adams discussed the heating system is going forward, and that Keating is doing a very good job.


o       Buzzer System – Day mentioned that several months ago Chief Giammarino was going to look into a buzzer system for the Town Office.  Day instructed the Administrative Assistant to see what progress Chief Giammarino has made on this.
o       Meetings – Selectmen will begin weekly meetings again.
Adjournment:  With no further business, the meeting adjourned at 8:25 pm.  The next scheduled Selectmen’s Meeting is Thursday, October 14, 2010 at 6:00 pm.
