Selectmen’s Meeting Minutes
Thursday – February 12, 2009 – 6:00 pm
Present: Chairman, Aaron Kullgren, Selectman, Jarvis Adams, IV; Selectwoman, Karen Day
Minutes: Administrative Assistant, Deb Davidson
Call to order: Chairman Kullgren called the meeting to order at 6:00 pm.
Adjournment at 6:30 to enter into the budget hearing
Reconvene at 9:45 pm to continue the regular Board of Selectmen’s Meeting.
Appointments:
6:00 – Selectmen met with Road Agent, Duffy Fox & Recycle Supervisor, Matt Blanchard – The Board briefly discussed each departments proposed budgets, no changes or decisions were made.
The Board discussed Duffy’s resignation. Fox stated he is confident that it will be the end of June – Duffy will provide Deb with his written notice of resignation shortly.
Discussed the FEMA representative was going to be here on Tuesday, to review the figures to date.
Selectmen discussed the school budget with John Gryval – Selectmen were glad the town portion of the school budget will go down by $27,192, they did comment they would like to see more cut from the budget. However, they will be supportive of what is being presented.
At 6:30 pm. Kullgren motioned to enter out of the regular meeting and to begin the Budget Hearing. Seconded by Day and Adams. Voted 3-0 in the affirmative.
9:40 pm Kullgren motioned to enter out of the Budget Hearing and to reconvene the regularly scheduled Selectmen’s meeting. Seconded by Day and Adams. Voted 3-0 in the affirmative.
9:45 pm – Selectmen met with Chief Giammarino to discuss a matter regarding PILOT negotiations. Giammarino understands the reasoning behind the Boards decision.
Giammarino discussed that the US Marshals and a NH joint fugitive task force – Giammarino discussed his history with the US Marshals and asked the board to sign a memorandum of understanding, which is an understanding that in the event of a federal crime taking place in the town of Greenfield, the town will receive funds. Selectmen signed the memorandum.

Minutes of 2/5/09 Selectmen’s Meeting were approved as written.

- A/P Checks
- A/P invoices
Discussion regarding if the Town Report should include delinquent taxpayers – Deb was instructed to review old town reports, 10-15 years ago, to see if this was voted to print every 2 –3 years. Either way, the Board voted (3-0) to print delinquent taxes as of whatever date the 2009 Town Report is printed. It is strongly believed all taxpayers have a right to know who is behind on their property taxes.
Old Business:
Update on Carbee property – Deb updated the board in stating that she spoke with Peter Bennett, the appraisal is complete, and negotiations of a sale will be taking place on Monday. Attorney Bennett will notify the Town before next Thursday as to how the offer goes.
New Business:
Rymes Lighting – Whereas the lights were not fixed last week, Deb spoke to Tom Rymes, who assured her the lights would be fixed next week.
Peterborough Youth Soccer – Mike Henry called and would like to rent the soccer field for practice and games April or early May through June, they would be using the field on Saturday’s and/or Sundays for approximately 1 ½ hours – 5 games total - $250.00 too much asking if the Board would consider adjusting the fee? $150.00 would be $750 for the 5 games. They wouldn’t need bathrooms, they will use the port-a-potties. This matter was tabled until next week.
Adjournment: With no further business, at 11:00 Chairman Kullgren motioned to adjourn the meeting. The next scheduled meeting will be held on Thursday, February 19, 2009 at 6:00 pm.
