Selectmen’s Meeting Minutes
Tuesday – September 2, 2008 – 6:00 pm
Present: Chairman, Aaron Kullgren; Selectwoman, Karen Day; Selectman, Jarvis Adams, IV

Call to order: Chairman Kullgren called the meeting to order at 6:00 pm
Appointments:
6:00 Peter Hopkins was present and discussed changing his hours that are open to the public starting November 1st. His new hours will be 4:30 –6:30 on Wednesday.
6:15 – Hazardous Mitigation Public Hearing – Chairman Kullgren called the hearing to order at 6:15
Order of Business:
Planning Board Representative – Selectman Adams discussed the Planning Board is currently short a few members. He further discussed he has a personal situation that will cause conflicts on the 2nd & 4th Monday of each month, Adams is reaching out to the other board members. Discussion followed. Selectwoman Day stated she would be willing to become the Selectmen’s Representative for the Planning Board.
Recreation Committee – Brief discussion followed. Selectmen asked Deb to contact Conrad Dumas to see if he would like to be appointed Chairman of this committee. If so, they would like him to come before the board to see who has approached him thus far so the central office can draw up the appropriate appointments.
Other matters:
Selectmen reviewed the miscellaneous mail.
Selectmen would like to try and work on the Parks & Recreation job description on September 6, 2008
Budgets need to begin being worked on.
Annual reviews will be scheduled on September 30th, for Duffy & Deb; October 7th for Matt & Brian. Deb was asked to e-mail a PDF of the employee evaluations to the Board.
Budget season reminder will be sent out to Department Heads within the next week. Staff should be prepared to discuss their first draft of 2009 budget proposal on October 28th.
With regards to the budget season, Selectmen would like Deb to see where the Planning Board & BudCom are regarding their task force items. There will be a meeting scheduled the week of the Sept. 29th for the task force, after reviewing calendars, Thursday October 1, 2008 at 7:00 pm. was the evening that works for the Board of Selectmen. Appropriate memos will be sent out.
Meetings for the coming months were briefly reviewed.
Kullgren discussed the office should start to think about putting together the annual report
Mr. & Mrs. Williams road concerns were briefly discussed; Kullgren asked if this matter was ever resolved with the Road Agent. Selectman Adams responded stating that he and Duffy addressed this matter, reporting this had been addressed earlier in the spring. Present at the meeting was the Road Agent, Duffy Fox; Selectman, Jarvis Adams & Mrs. Williams. Duffy has brought the road up to higher ground.
Lake View Circle – Lengthy discussion regarding what the Town should do with this situation as far as a couple residents not having adequate road frontage. Discussion of hiring a surveyor, the ZBA did grant the variance for the Cloughs, however the problem of frontage still has not been resolved. The Vaihinger property has the same problem, which needs to be resolved. Deb was instructed to get recommendations from neighboring towns. Check with LGC to see if the town is responsible for the survey or is the landowner. What if they go to sell the land, and they don’t have the right of way. Should a letter to the property owners be mailed, is the burden of proof on the property owner.
Selectmen would like to begin receiving weekly update from Matt regarding where the recycling is regarding percentage.
Deb was asked to contact Kurt Grasset to discuss how it works for Hancock combining the DPW & Recycle departments.
Adjournment - With no further business the meeting adjourned 8:00 pm., the next scheduled meeting will be Wednesday, September 10, 2008 at 6:00 pm at the Library Meeting Room.
