Selectmen’s Meeting Minutes
Tuesday – January 29, 2008 – 6:00 pm



Present: Selectwoman: Karen Day; Selectman:  Jarvis Adams, IV
Absent:  Chairman:  Aaron Kullgren
Administrative Assistant, Debra Davidson taking minutes
The meeting was called to order at 6:20 pm.
Appointments:
6:20 – Recycle Supervisor - Matt Blanchard
Matt reported everything is going great at the center.  
Dock plate – Matt was able to purchase a dock plate from Duffy’s son for a cost of $250.00 – Matt has submitted a payment request form for reimbursement, Matt provided Deb with an invoice to attach to the payment request form.
Composting Toilets – Matt asked how big of a volume unit should be purchased.  After some research Matt stated he will need to budget approximately $1600-$2400 for the toilet, then he will need to budget a small amount of funds in building maintenance to build something to house the unit. Deb & Matt will get together and review the budget making changes accordingly.   Discussion followed as to what would be best options.  Consumer report is a good place to research what is the best unit would be.  Karen suggested Matt contact Dave Degler who would know what would be a good direction.
Forklift – Matt reported the forklift is not working well the transmission is skipping in and out. He needs to get the forklift repaired, he will look into this.
Future recycle - Adams discussed with Selectwoman Day that he spoke with Bennington Selectman, Joe Cuddemmi who mentioned how Bennington recycles.  Everything in Bennington is put into 30-yard containers; they do a tandem hauling and only have a charge for one pull.   Selectmen discussed the possibility of Greenfield recycling paper in a different way than what we currently do.  Matt would like to recycle white paper and have a window specifically for the white paper.  Various options for the future of the recycle center were discussed.
Scrap metal pile –  Matt indicated he would be working on the organization of the scrap metal pile as soon as possible.  He has some good ideas and will try to market the product more efficiently.



6:50 – Chief of Police, Brian Giammarino –
Computers – The recent computer problem was discussed – Chief Giammarino stated he takes full responsibility for this problem in his effort to save money.  Giammarino further explained what the problems have been resulting from hardware being incorrectly setup.  Ultimately, he will need to increase the computer support line item.  Selectmen supported this request.  
Police ID – Chief Giammarino has received back the identification from Officer Foster.  Selectmen read the letter received from Foster, as well as the letter written to Foster from Chief Giammarino.  After reading the letter Selectwoman Day felt it appears there is a misunderstanding.  Giammarino explained he thought at the time Foster resigned that Foster should have the badge.  He had worked for the Town of Greenfield almost 10 years, and then after some thought Giammarino did not want the badge & wallet holder to be retained by Foster.  At that time he did ask for them back, which has prompted the letter that was sent to Foster, resulting in the final return of the badge, holder and police identification.  
Budgets:
2008 Budgetary Items – due to recent computer issues there is a need to increase the police computer support line; increase recycle budget line contract services, building repairs & maintenance.  Reducing the Fire Dept. budget $3100.00.  
Other Business:
Mail - Selectmen reviewed the miscellaneous incoming mail
Accounts Payable - Selectmen signed the A/P invoices & manifest
Credit Card Application – Selectmen reviewed a memo from Treasurer, Katherine Heck requesting the Selectmen consider a “Town of Greenfield” credit card.  This would provide better utilization of town funds, more accurate record keeping and allowing department heads the relief of utilizing personal cash until reimbursed.
Private Road Policy- Selectman Adams reported at the planning board meeting they discussed the private road policy.  He further explained the open space policy and these new larger subdivisions would require outside approvals.  Peter Hopkins indicates no building permit can be issued on a private road, thus the private road policy needs to be amended to say something that any road accepted and approved by the planning board in a new subdivision will meet requirements to have building permits issued.  Selectmen will discuss this with John Teague tomorrow.
With no further business the meeting adjourned at 8:00 pm.  The next scheduled meeting will be held in non-public session with town counsel, a private work session at 5:00 pm.  The following meeting will be held on Thursday, February 7, 2008 at 6:00 pm.
