Selectmen’s Meeting Minutes
Tuesday – January 8, 2008 – 6:00 pm



Present: Chairman, Aaron Kullgren; Selectwoman: Karen Day;
Call to order: 6:00 pm
Administrative Assistant, Debra Davidson taking minutes
Appointments:
6:00 – Recycle Supervisor – Matt Blanchard – Progress is moving forward at the recycle center, there have been no big changes yet to date.
·       Skid Steer – Kullgren discussed that in 2006 the previous Supervisor asked for a forklift at Town Meeting, which did not pass.  In 2007 he wanted a skid steer.  Kullgren asked Blanchard for his recommendation on this piece of equipment. Recycle Supervisor, Blanchard replied that a skid steer would be a more efficient piece of equipment, but he would like to speak to the Recycle Committee and discuss vision for the center before purchasing any new equipment.  Kullgren replied that the Board of Selectmen was in agreement that a skid steer was a good idea, but funding was not available when the equipment was requested.  The Board would like a long-term vision plan presented at this time.
Blanchard stated he wants to know what the residents would like.  He has had good feedback from residents so far, but again would like to wait until 2009 before presenting any warrant articles.  He agrees a good plan and support needs to be in place to have the center done correctly.  Selectmen discussed ways of getting residents excited about recycling, and further commented they were glad to know Blanchard is looking to residents for their input.
·       Heating – Blanchard reported the heating costs seem to be more efficient with him keeping the thermostat set at 55 degrees.  He keeps the temperature set at 55 all the time; he would like to reduce the heating line item to $500.00, down from $1,000.00.  He hasn’t even used close to ½ tank since he started, there seems to be quite a bit of used oil that it brought to the center for his use.  Residents are very supportive.
·       Hazardous waste day – Blanchard stated that $500.00 is not going to be enough funding for this program.  He explained to the Board how options for the program work if we continue with Keene.  Keene is very accommodating; they will separate the waste for you.  No decisions were made at this time, Blanchard wants to research options a little more before making a recommendation to the Board of Selectmen.
·       Annual Waste Report – Administrative Assistant told Blanchard the annual waste report, requested by the DES is in his mail slot to be completed and returned.
·       Composting Toilet – Blanchard is still looking into this; there will need to be $1,500.00 put back into the budget for the purchase of one of these units.  Selectmen asked him to purchase it as soon as possible and to remove the port-a-potty.
·       Increase of Recycling - Kullgren commented he would like to see the Town of Greenfield’s recycling increase to 50%, up from the 18% we are currently at.  Discussion followed about customer service, the flow of traffic at the recycle center and possibly having Dave Degler from the NHDES come to talk with Blanchard and implement different ideas that would be beneficial for Greenfield.
·       Spirit – Blanchard was encouraged to write an article for the next issue of the Greenfield Spirit. A photo of the new employees will also be included.
Selectmen thanked Mr. Blanchard for coming and giving them an update.
Budgets:
Review Budgets – Selectmen did not have an opportunity to review or work on the proposed 2008 budgets, they will schedule the first hour of the January 15th meeting as a work session only.
Other Business:
Planning Board – Selectmen discussed the 11/15/07 memo from the planning board – Selectman Kullgren commented, he understood the Selectmen’s decision was to have the code officer uphold the ordinance.  Minutes will be reviewed and a memo sent to the code officer.
Broken Streetlamp – While being contracted by Verizon, an On Target employee hit and broke the top of one of the streetlamps on the corner of Forest & Francestown Road.  Administrative Assistant, Davidson reported she spoke with the supervisor of the project, Mr. Tim Labrecque, who indicated the Town should repair the lamp, send the invoice to him and he will assure payment.  A letter will be mailed to them reiterating the conversation between Ms. Davidson & Mr. Labrecque.  Ms. Davidson will have the lamp repaired as soon as possible.
Fender Bender – Administrative Assistant reported a vehicle drove into the F550, while Road Agent Fox was plowing.  It was reported to our insurance carrier who indicated we should have it repaired and then they will get the funds reimbursed from the insurance carrier of the person who it the truck.
Sign correspondence – Selectmen signed correspondence for Attorney Chubrich; Donna Robertson; three abatements & the payroll manifest.
Misc. Mail – Selectmen reviewed the miscellaneous mail.
Resignation – Administrative Assistant Davidson submitted her resignation from the Town Energy Committee
With no further business the meeting adjourned at 6:45pm, at which time the Selectmen will go to the Meeting House to count ballots.  The next scheduled meeting will be held January 15th, 2008 at 6:00 pm.
