Selectmen’s Meeting Minutes
Tuesday – Sept. 4, 2007 – 6:00 pm
Present: Chairman, Aaron Kullgren; Selectwoman: Karen Day; Selectman: Jarvis Adams, IV

Call to Order: Selectman Kullgren called the meeting to order at 6:00 pm
Appointments:
6:15 – Road Agent, Duffy Fox –
Fox met with the Board of Selectmen to update them as to what has been happening within the Highway Department.
· FEMA -The Town has received approximately $135,000 from FEMA
· Gravel - Crotched Mtn. recently notified Fox they would not be donating the gravel they had previously offered to the Town of Greenfield. They will be keeping it until their projects at the mountain are complete. Fox went on to say the town would now have to purchase some gravel. Fox asked if the board wants to review the budget and set a limit to the amount of gravel he can purchase or what would they want him to do.
Selectman Adams stated we need the gravel and Fox knows what needs to be done, Adams stated he would trust Fox with his judgment.
Fox stated that he had heard the Budget Advisory Committee has commented they have a source to purchase gravel for ½ the cost of what the town is purchasing it for. He would like the Selectmen to look into this. Selectman Adams stated he would contact Myron Steere to see what they BAC has to say. He will report back to Fox once he has spoken to Mr. Steere.
Assistant Davidson commented that the Board needs to remember that Francestown Sand & Gravel have been very good neighbors. Not only do they provide us with gravel at reduced rates, they have done a lot in the town at no cost to the town. During the April flooding they made sure the highway department had all the gravel needed by 7:00 am, this type of service needs to be taken into consideration when determining who is a good vendor to purchase town gravel through.
· Loading Dock - Fox stated that the highway crew is going to start clearing the loading dock area. They started today and will continue moving forward until it is complete.
· Cemetery Water - Gary Russell has been working on the water at the Greenvale Cemetery, it should be finished shortly.
6:30 – Parks & Rec., Molly Anfuso –
Anfuso met with the Board to update them as to the happenings within the Parks & Rec. Dept.
· Groundskeeper Contract – Anfuso discussed the groundskeeper contract. Everyone was in agreement the contract looked fine.
Decision: The Board unanimously approved the contract as written. The bids will be due on Monday September 24, 2007 to be opened at the Selectmen at their meeting on September 25th, at 6:30 pm.
· Evergreens at Oak Park – Anfuso discussed the evergreens near the gazebo were cutback the day of the Blue-B-Que. It was noted that Doug Hutchinson & Jeremy Gagnon had trimmed them; Molly was not aware of this and wondered who authorized this. Anfuso went on to say this trimming has caused a problem for the exposed woodwork. Assistant Davidson stated she knows someone who needs community service and will ask him to treat the woodwork. Discussion followed.
Anfuso asked if the trees should come out or not.
Selectman Adams will contact both Hutchinson & Gagnon to see what their intentions were and discuss what we can do going forward.
· Town Programs - Discussion on the future of the football program, baseball program etc. followed. No decisions have been made at this time.

Other Business:
· Spirit Ads - Selectmen discussed the advertisement for the Spirit. The Selectmen will have the final say on ads, the ad should be paid for via the Administrative Offices, they will not deposit checks until the ads have been approved, no ads will be accepted if not paid for first.
· Community Roundtable – The roundtable discussion is scheduled for September 16, 2007 at 4:00 pm. The topic for this session will focus on recycling.
· Cemetery Trustees – Assistant Davidson discussed to have more than 3 trustees; the change must go to the town for vote.
· NH The Beautiful Grant – Assistant Davidson reported the original grant application stated the DPW would build the loading dock; there is no need for the project to go out to bid, there is no risk of losing the grant by having the DPW build the dock.
· Treasurer Position – Motion by Selectman Kullgren for the Board to regretfully accept the resignation of Linda Nickerson as town treasurer. Seconded by Selectman Adams & Selectwoman Day. Voted Unanimously. A further motion by Kullgren to appoint the Deputy Treasurer, Katherine Heck as the new Town Treasurer. Seconded by Selectman Adams & Selectwoman Day. Voted Unanimously.
· Old Lyndeborough Mtn. Rd. – Loam has been delivered to Mr. & Mrs. Nadeau. Before any further work will be completed on the bridge, the highway crew is waiting for Fox to go to the DES and have it determined if the Town can make waterways into a class A stream. Assistant Davidson recommended a letter be sent to Mr. Nadeau regarding the dredge & fill. She further suggested Selectwoman Day craft the letter. Selectmen asked Assistant Davidson to check if there are any easements on the deeds for the property of Mr. Nadeau.
· Joint Loss Management Committee – A tentative meeting is scheduled for 9/11/07 at 8:30 am; the purpose of the meeting would be to review the Library. The Selectboard is welcome to join us.
· Monitoring wells – Assistant Davidson updated the Board that the monitoring wells located at the wastewater sight are scheduled to be decommissioned on 9/13/07 – Road Agent Fox is to supervise the decommissioning.
· Supervisory Class - Deb reminded the Board she is scheduled to be out of the office tomorrow, she will be at in Concord at the Local Government Center.
· Perambulation – Deb encouraged the Board to review the perambulation records. Meeting is scheduled with Lyndeborough BOS for Monday, September 17 - at 6:00 pm in the Greenfield Town Office.
· Wood donation – Assistant Davidson discussed she received an e-mail from Crotched Mountain; they indicated they have approximately 20 cord of wood to get rid of. Deb recommended they donate it to the Greenfield Woodbank. Deb recommended donating some of the wood to an elderly man in town who burns wood. Selectwoman Day suggested Deb contact Neal Brown and discuss this with him. Deb will do this when she is back in the office on Thursday.
· RFP Assessing Services – Selectmen approved the RFP for assessing services, Deb will mail them out tomorrow.
With no further business the meeting adjourned at 7:15 pm. The next meeting is scheduled for Tuesday, September 11, 2007 at 6:00 pm
