Selectmen’s Meeting Minutes
Tuesday – July 31, 2007 – 6:00 pm

Board of Selectmen, Chairman:  Aaron Kullgren; Selectwoman:  Karen Day; Selectman:  Jarvis Adams, IV

Call to Order:  Selectman Kullgren called meeting to order at 6:00 pm         
Appointments:
6:00 – Recycling Committee (T.R.C.), Frank Pelkey (G.R.C.) & Duffy Fox (D.P.W.)
·       Loading Dock:  Review loading dock specs as presented by the Town Recycling Committee.  Selectmen Kullgren read the bid specs aloud, that were presented to the B.O.S. by Neal Brown of the T.R.C.  Pelkey explained how the loading dock would sit behind where the mini-mall is now and will have the storage trailers permanently placed.  Eventually the compactor and demo dumpster will be moved into the middle of the yard and the traffic flow will be changed.  Pelkey stated, we have 35 days left until October 31st to get our money from N.H. The Beautiful.  Duffy has moved the loam pile and the buildings will be moved over.  This will stop the traffic from blocking the way between the mall and the building.  Dan Wolaver put in a lot of time staking out the boundary lines.  The flow of traffic will change in the future.  The demo dumpster will be about 3 feet in the ground, so people can use it easier.  
Selectman Kullgren asked, are there any other Board questions?  Selectwoman Day asked if the plan could be adjusted to move things around.  Pelkey stated, yes.  They could move things around if they need to.  He is going to clean it all out, so people can see the improvements.  They have one bid already for $7,958.00.  Brown asked has the bid been submitted for publication?  Selectman Kullgren responded no.  That is why we are here.  Fox asked who is supplying the fill.  The contractor or the Town?  The bid says all fill to be provided by the Town.  Brown figured out we would need 300 yards of fill.  Fox says they have 50 yards of glass.  Does the town have anything suitable?  Discussion followed about the stockpile behind the Town Office building. Selectman Kullgren asked how much would the fill cost?  Fox stated a couple thousand, if the contractor hauls it in.  There is no such thing as dirt-cheap anymore.  Pelkey stated we have $1,500 left over from the storage trailer costs.  Selectman Kullgren asked can we make the bid with the material optional?  What would the cost be using the Town’s fill? Fox said it is worth about $4/yd x 250 yards is $1,000.  Then we would have to truck it there. Give us a bid for the loading dock and the cost of the material separate.  That would be his recommendation.  Selectwoman Day asked if they could get the fill from behind the buildings.   Fox said that if you dig in the back, you would get into drainage issues.  Fox would like the area layed out and taped on the ground, have a truck go and make sure a truck can get in there to use it.  Selectman Kullgren agrees it would be a good idea.  How long will it take to get bids?  2 or 3 weeks.  The completion date should be included.  It should take 4 days to complete the work.  Pelkey was asked are the concrete cubes acceptable?  He would rather have a full foundation.  Selectwoman Day says what ever is put in the paper should be very specific.  Fox says we need PVC sleeves in the concrete for railings and chains to block things off.  The Board wants Fox to check the specs before it goes out to bid.  He has a lot of good ideas.  They should consider snow removal on the dock.  You can’t plow up there.  Selectwoman Day said so we can’t use it this winter.  No, we have a snow blower or you could shovel.  They discussed the footings.  
The Board wants the T.R.C. to provide the bid specs.  The minutes and the words coming out of Duffy’s mouth will be written into the specs.  Fox said most loading docks have a shock absorbing bumper.  You can put that on afterwards.  Selectman Kullgren wants them to put together a good spec.  The Board does want to see the ad before it goes to the paper.  Discussion followed on getting the ad into the paper.  It will be done either tomorrow by noon for the Thursday paper or Monday by noon for the Tuesday paper.  
·       Recycling Charges - Brown gave the Board a copy of the new brochure to look at.  Selectwoman Day does not like the lilac color.  Brown noticed we are missing a fee for florescent bulbs.  There is a cost so there should be a fee.  Pelkey stated they can bring it to Keene with their hazardous waste.  If they bring florescent bulbs there, they can take it home or be charged .50 cents a foot. Pelkey and the Board were told by the T.R.C. that East Coast Recycling is coming to the next meeting and will go over their prices to haul stuff away.  Pelkey said we have already set up electronics recycling with Crotched Mtn.  They are willing to work with us at no cost.  Selectman Kullgren asked if there was anything else on the price list to discuss? We need to be careful that you don’t raise it too much.  People do pay taxes and expect services.  We need to keep with the surrounding towns prices.
·       Part-time Recycling Attendant job opening -  Pelkey told the Board that Angelo is done the 31st of August.  We have got to hire somebody.  Pelkey thinks it is time to look for another full time person.  We should look for someone to learn and get a license.  They discussed that 2 Highway Dept. employees have their license already.  Pelkey said if they come on payroll at the Recycling Center it would be O.K.  They could be used as a fill in.  Duffy can’t afford to lose anyone.  Selectmen asked how many hours are we talking about. Pelkey said you have the open to the public hours and bailing time.  Plus you have got paperwork to do.  Brian Wakeman is interested in the job.  He works for himself.  If you hire a young guy, you could loose him.   If you hire somebody that’s retired he won’t last long.  You have to have a high school education and years of experience.  There are different Classes of Operator’s licenses.  Selectman Kullgren state that we need something in writing from Angelo before we proceed.  We can still stay with a part-time person until the end of the year.  There is $7,900 left in part-time wages.   Brown says advertise and see what happens.  Some jobs are hard.  
·       Update on other matters at the G.R.C. Money handling policies and procedures -  Frank discussed how the money could be handled.  He’s going to recommend to people to give checks.  Discussion on how Frank will submit the money he collects to the Town Office.  Selectwoman Day said there is a big gap under Catherine’s door.  It could be slid under the door.  Shaw said that is not O.K.  It needs to be handed to the Treasurer and they need to sign off on it.  Pelkey said a drop box would work.  Shaw said it has to go to the Treasurer.  Selectmen asked how do other Towns do it?  Shaw was asked by the Board to call Peterborough and Antrim and ask how they do it.   Someone asked can Frank just bring it to the bank.  Shaw said no.  Department heads cannot make deposits into the General Fund.  The Treasurer should do that.  The T.R.C. submitted some forms to the Board.  It was in the Spirit, that we are starting the new procedure on September 1st.
·       Contract for the trash hauling -  Pelkey told the Board that the 1st of the year the contract is up.  We can have a 3-year extension.  The Board unanimously would like it to go out to bid.  Frank will give the Board copies.  Selectman Kullgren would like to see all of the proposals when they come in.  Start the process now.  Pelkey said we usually go 3 or 4 years on a contract.  
·       Brown showed the Board an ordinance that says the Town has to do mandatory recycling.  The Board has seen this already.  It was a temporary ordinance.  But it doesn’t have an expiration date on it. Shaw said she thought it meant, if you use the Town’s facility you have to do mandatory recycling, but you don’t have to go there if you want a dumpster or something at your house.  Selectman Kullgren asked Brown if he understood.

Review Selectmen’s mail.  
Kullgren ask if we had received the memorandum from John Teague on the Landmark case.  The paperwork was in the Selectmen’s mail folder.  The Board can come in and read it anytime.
An email was forwarded to the Board by Gill Bliss reference the Lyndeborough town line.  The area is French Road on Rose Mountain.  There is also an issue on Gulf Road.  
Greg Nadeau (Not on the Agenda) -  Mr. Nadeau came in to set up an appointment.  He had spoke to Selectwoman Day by phone earlier today.  He would like to schedule a site walk of his property.  He showed pictures of the amount of sand that he has been moving.  He says the culvert is not functioning.  It is going up hill.  No water is going through the culvert.  The bridge is an issue.  The Board and Fox will meet at the Nadeau property, this Thursday morning at 8:00 am.  
Old Lyndeborough Mtn Road Bridge - The Board would like Shaw to find out from Duffy if the State has checked out the bridge.  Selectwoman Day said she was told that they have already started logging.  The trucks are going over the bridge. The Board wants to get it in writing from the State.  Have they started logging?
Logging trucks - Shaw was asked to copy the letter written to Hardwick from the Board, for Thursday or scan it and email it to the Board.
Junk Yard Ordinance draft was looked at.  Selectman Adams thought we would have to change our Zoning Ordinance.  That is why it would have to go to the Planning Board first. Selectman Adams called Peter Hopkins to ask him about the ordinance. Hopkins will send letters to property owners who are in violation.  Hopkins will show the Board the letter before it goes out.
The Board talked about the Waste Water meeting that will be next Tuesday August 7th.  Selectman Kullgren said per the Waste Water Ordinance they have to meet every 2 years to discuss the costs of the system.  Shaw showed the Board the spreadsheet that is used to calculate the user fees.  The income and expense report was reviewed. Shaw was asked to copy the spreadsheet and W.W. report to the B.O.S., so they can see what people actually pay.  We do have a letter from a resident asking questions.  Selectman Kullgren would like the answers to the questions before the meeting.  
Next Agenda: Parking lot lights and striping

The meeting adjourned at  8:31pm.  Selectmen will meet at Mr. Nadeau’s on Thursday morning.
