Selectmen’s Meeting Minutes
Thursday - April 19, 2007 – 12:00 noon

Present: Selectmen - Selectwoman, Karen Day; Chairman, Aaron Kullgren; Selectman, Jarvis Adams, IV
Administrative Assistant, Deb Davidson taking minutes
Selectman Kullgren called the meeting to order at Noon
Many of the town employees, volunteers & committee members were present for this meeting.  
The Administrative Assistant brought up a few housekeeping items to discuss.  
·       GFD wants to use the Meeting House on June 9, 2007 for an appreciation night for their department.  Deb asked if they had to fill out an application?  Jim Plourde said he would just to have it on file.
·       Sabbath Saturday – the GCCC has scheduled the meeting house for the first Saturday of each month.  This should be noted, not to double schedule events.  (i.e. if Roadside Roundup is rescheduled due to the flooding, the Meeting House will not be available the first Sat. of May)
·       Memorial Day Parade – Jim Plourde stepped up and has agreed to head up the parade this year.  
·       Ambulance – unpaid bills – we are not a collection agency, however we need to get this $29,000.00 collected.  This will be on the agenda in the future for discussion with Molly & Jim as to what our options could be.
·       Road Side Clean-up will be post-poned until Saturday, May 5th.
·       Recycle Center will be closed until Thursday, April 26th – it will be open between the hours of 7am – 7pm.  The reason for the closing is due to the additional heavy equipment and the liability of having people in and out of the area.
The meeting began with Aaron discussing the appreciation he has for all of the emergency personnel, the highway crew and everyone who pulled together during the emergency flooding that recently took place.  He stated he was proud to have such a good team in Greenfield.
Duffy started the departmental discussion by discussing:
·       Road Update - Most of the road are at least passable at this point.  He is not sure about when FEMA will be available.  He ordered 25-30 loads of gravel at 5:30 on Monday morning; it was gone before Monday afternoon.
·       Loader – we received the new loader on Friday.  The first week there ware 250 miles put on it.  The Highway crew is very appreciative that this passed at town meeting.
·       Backhoe- the hoe just broke – the inner boom has come undone, they will be doing the repairs, hopefully the will be complete this week.
Town Clerk, Dee Sleeper –
·       General Office - She stated that between the minutes & stacks of papers, she commends Fran for sticking it out and continuing to help her with town clerk duties.
Recycle Center, Frank Pelkey –
·       Hazardous waste day is all set up – Greenfield residents can go 23 times /year to Keene.  The cost is $20.00 each time they bring hazardous waste.  They can bring 5-8 gallons each time.
·       LGC list – the violation list provided by the Property Liability Dept. of the Local Government Center of the Recycle Center is all most complete, Selectmen will have a written report within a week.
·       Center closure – Frank is supportive of closing the center until Thursday, April 26 at 7:00 am.  
Parks & Rec. – Molly Anfuso
·       The GIVers & the P&R are trying to bring back the “wing ding”.  All organizations in town are participating, is very exciting, they will be incorporating blueberries.  The first wingding is scheduled for July 28th at Oak Park.  There is a meeting tonight at 7:00 pm.
·       Rescue Dept. – very good crew – they are required to have at least 2 EMT’s – Greenfield is very fortunate to have such skilled workers.  She has established a new “master list” of schedules, this is in hopes of allowing people to know if they have to respond or not, being volunteers they can’t always respond, if they know someone is on the schedule it allows for everyone to be on the same page.
·       She wanted to thank everyone who helped out during the crises over the last few days.
Fire Warden – Charlie Stephenson
·       Grant – they received a $15,000.00 grant from US Fish & Wildlife – they are using the funds for protective gear
Budget Advisory Committee – Norman Nickerson
·       Looking forward to working with the new board – wants to work with all the departments.
·       Thanked Duffy on his supporting the loader
Selectman Kullgren asked that it be noted, the BOS will be giving the BAC tasks throughout the year.
Fire Chief – Jim Plourde
·       Chargers & pagers are ordered; they will be here within the next week or two.  He ordered a smart charger with the extra money
·       Continue to look for new volunteers, they are always welcomed

Bookkeeper – Catherine Shaw
·       Catherine thanked the fire department for help when the town office basement was recently flooded.  The basement was flooded from the storage room all the way to the police chief’s office.  Spike Wildes cleaned it up, he was very helpful and it should be noted.
Library Trustee – Maryanne Grant
·       She asked about how many EMT’s did we need.  Molly answered this question for Mrs. Grant.
·       Feels there could be better communication between the town & the trustees
Code Officer – Peter Hopkins
·       He wanted it on the record that he works with several towns and he would like it noted that the Greenfield “office ladies” do a great job.  They work with departments and are always willing to help.  
At this time Selectman Kullgren offered everyone pizza and suggested everyone mingle.
With no further business the meeting was adjourned at 1:30 pm.
