Selectmen’s Meeting Minutes
Thursday – March 15, 2007 – 5:45 pm
Present: Selectmen - Chairman, Conrad Dumas; Selectman, Aaron Kullgren; Selectman George Rainier
Appointments:
5:45 – Peter Hopkins – Peter was invited to discuss Town Meeting – before the Board began discussing Town Meeting procedure, Peter asked to discuss the following:
Peter asked about the property on Higgins Lane, which he would like some guidance from the Board of Selectmen on. The property splits with George Lane on one side and Higgins Lane on the other. There was a cottage that sold due to foreclosure, the new purchaser fixed the cottage and then it was discovered the cottage was not on the land the people purchased; the new owners purchased land that was vacant. There were a variety of errors that led up to this situation; consequently the owners have a vacant lot, and an approved septic plan from the State. A month or so ago they requested a building permit, at first Peter didn’t see a problem, however he recently realized that this land is located on a private road therefore he cannot issue a building permit. Peter recommends they get a variance through ZBA since it
is on a private road. This is a unique situation and he doesn’t think they should not be allowed to build.
Selectmen are in agreement with a variance via the ZBA and support Peter recommending this to the owners of the property.
Peter discussed the alleged amendment that has been rumored to be produced at town meeting regarding our assessing firm. Peter stated this is not something to be discussed at town meeting, and he will not let the debate take place. Selectmen are elected to make the prudent decisions on behalf of the town, not elected to have the voters tell them what firms to contract or not contract.
As always, the meeting will be run via Roberts Rules.
Secret votes are going to be an option at town meeting; it is also rumored that most of the warrant articles will be asked to have a secret vote. The request needs to have 5 signatures of registered voters who are present at the meeting.
Discussion followed regarding warrant articles and how/who would be addressing each article.

Theresa Creighton – no longer qualifies; you must reside in the residence that is receiving the exemption.
On-going matters:
WW monitoring wells – Selectmen asked that this remain on the agenda until it is resolved
Flood Plain Ordinance – Selectmen asked that this remain on the agenda until it is resolved.
Town Trash Pick-up – Selectmen asked that this remain on the agenda until it is resolved
Recycle Brochure – Selectmen asked that this remain on the agenda until it is resolved
Town Meeting – Final preparation for town meeting –
With no further business Selectmen adjourned the meeting at 6:20 pm. The next scheduled meeting is Thursday March 22, 2007 at 5:45 pm.
