Town of Greenfield
Selectmen’s Meeting Minutes
       Thursday – February 15, 2007 – 5:45 pm

Present: Selectmen - Chairman, Conrad Dumas; Selectman, Aaron Kullgren; Selectman George Rainier
Appointments:
6:00 – Jim Trenz – Mr. Trenz discussed the possibility of doing registrations via the Internet with the State.  He discussed this is done in other areas (i.e. Massachusetts) and he would like to see if it could be done in Greenfield.
Administrative Assistant had discussed this with the Town Clerk who stated she is working towards finding a cost effective way to do this, the cost to set it up is approximately $10,000.00.
Discussion followed, Selectmen suggested Mr. Trenz discuss this with the Town Clerk and/or bring it up on the floor at town meeting.
Other Business:
o       Misc. Mail –
o       Minutes – Selectmen reviewed & accepted the minutes of 2/8/07 Selectmen’s Meeting as well as the 2007 Budget Hearing minutes.
o       P/R & A/P invoices
o       Letters –  
o       Selectmen signed a letter to John Teague requesting details about any litigation that has taken place in 2005.  This information is for the auditors.
o       Selectmen reviewed the letter from Bob Plourde discussing the Trustee’s position.  Administrative Assistant had spoken with the Hancock Administrative Assistant regarding how Hancock handles their burials, discussion followed on this matter.  Selectmen would like to meet with the Trustees before making any changes.
o       Flood Plain Ordinance – The Administrative Assistant discussed the Planning Board never adopted updates, and the changes are not on the ballot.  This is very serious as FEMA could choose not to include Greenfield in any FEMA funding and/or residents who live in the flood plain could have their flood insurance dropped.  Jennifer Czysz from the Office of Energy Planning, Town Counsel and the Administrative Assistant discussed this, it has been determined the Selectmen will have to hold a special town meeting, however the Planning Board will need to have all the information prepared to be adopted.  The Planning Board will have to hold hearings & start from scratch.  Ms. Czysz is sending a letter to the Selectmen regarding her concerns about this matter.
On-going matters:
o       Flood Plain Ordinance – Selectmen asked that this remain on the agenda until it is resolved.
o       Utilizing Town Counsel – The Administrative Assistant brought to Selectmen’s attention the Town Ordinance that states “when using town counsel you must first submit a request to contact him through the office of selectmen”.  This allows the Board of Selectmen to be kept up to date as to what is going on legally within the town, as well as track the expenses.  Though there are several legal matters at hand, however the Planning Board has large legal expenditures already.  Discussion followed that Selectmen could remind the committees to use the LGC before calling for town counsels advice on some of the issues.
o       Waste Water Expense & Income – The auditors discussed these figures are supposed to be shown within the budget. It is a wash and is no expense to tax payers; the report is not in the town budget for this year.  At the advice of our Auditing Firm, we will work on setting this up for 2007.
o       Tax Collector Job description – Review with changes; the job was posted on the website & in the Ledger/Transcript this week.
o       WW Treatment Facility – The questions from Selectman Rainier regarding Jim Cruthers letter of January 8, 2007, were addressed.  The monitoring wells will be replaced no later than March 1, 2007.  Selectmen signed the Engineering proposal.
o       NRRA – Frank asked for permission to vote at the NRRA special meeting on Wed. Feb. 28th at the LGC, his vote will be against New Frontier Industries (a recycle plant for plastics) to take an additional $60,000.00 from members of NRRA.  He has provided you with a copy of the resignation from Liz Bedard, the letter from Rowley & Associates & a copy of the authorization for his vote. Selectmen approved this request.
With no further business Selectmen adjourned the meeting at 8:00 pm.  The next scheduled meeting is Thursday, February 22, 2007 at 5:45 pm.
