Selectmen’s Meeting Minutes
Thursday – June 8, 2006 – 5:45 pm
Present: Selectmen - Chairman, Conrad Dumas; Selectman, Aaron Kullgren; Selectman George Rainier
Selectman Dumas called the meeting to order at 5:45pm

Appointments:
6:00 – Mark Cilley – Upgrade to Muzzey Hill Rd. –
Mr. Cilley recapped what took place when he came before the Selectmen in November. At that time he wanted to upgrade 1100’, since then they have rethought their plan, they are now only wanting to upgrade the road 700’. The wetlands permit has been submitted and returned to the town. Mr. Cilley asked if the Selectmen will allow part of the tree removal before the permit is actually in hand? The DES can have up to 75 days to review the application and they would like to get started on the project.
Selectmen discussed that no trees can be cut on a scenic road without first holding a hearing. A scenic road hearing will be scheduled on June 22, 2006 at 7:00. Selectmen will spend 15 minutes on the road plan next week. The 5 acre parcel subdivision has changed to 12 acres, basically split in ½ so no future subdivision can take place.
Action: Selectmen would like to have the minutes of November available and be prepared to review this next week.
6:15- Code Officer, Peter Hopkins –
· Update on code violation(s) – Hopkins explained the earlier this week, he and a representative from the Dept. of Environmental Services, went to the property that has a questionable septic to review the situation. It is very obvious, there is no septic. There are two options for this property, either the Town can begin the process to begin vacating the premises, or install a system.
It is to be noted, the Town has worked with this family for three years to rectify this situation, they are not complying with any requirements. This is a serious health matter and needs to be addressed.
Hopkins suggested that he ask Town Counsel for the appropriate procedure, then have a meeting with the family and discuss the situation and what action the town is going to take.
This property still has no foundation, and it is unknown if the water is potable.
Hopkins noted that this property is not being condemned, however the property owners are being told that the property must have a legal septic system, a foundation under the trailer and potable water. This will need to be addressed as soon as possible.

· Flood Maps – Hopkins reported that he went to the Peterborough libraray last evening for a class put on by FEMA regarding the FEMA map modernization program. New maps are available for review, the Town has 90 days to review them. At the end of August the Town needs to get a copy of the maps from UNH. Deb will contact them and get the maps. Once the maps are accepted UNH will publish the maps and we will be able to purchase them. However, Selectmen must adopt the maps first with a formal vote. The appeal period is August – November. By the year 2007 communities must adopt the maps.
· Building – There is a new house on School House Road being built – Hopkins reported the foundation was over the setback by 3 feet. Hopkins stated that this shows the certified plot plan is important. The options for this builder are to appeal to the ZBA or move the foundation. The builder moved the foundation.

· Abatements – Linda Bruno; Ian Guthrie
· Forbearance agreement – Ernest Corey – Tax Collector, Laurie May provided a forbearance agreement for Selectmen to sign. Mr. Corey will be in next week to sign the agreement, as well.
· Loan Documents were signed. Ocean National, interest at 4.64%, provided the loan for the 2007 F550. The loan is for $75,000.00, with payments for 3 years.

· Bond Loan - Motion by Selectman Dumas to authorize the issuer of the Bond Anticipation Note to enter into the Loan Agreement, and to further authorize them to sell the bond to the NH Municipal Bond Bank. Seconded by Selectman Rainier. No discussion.
Voted: Dumas, Yes; Rainier, Yes. Voted Affirmatively
· Oak Park Application – Greenfield Drawbar Club submitted an application to rent the park on September 15, 16, & 17; Oak Park Committee submitted an application to rent the Park for the Blue-B-Que on August 26. Selectmen signed both applications.
· WW Applications – GCCC; Ierlan; Hall; Reardon submitted their hook up applications.
· WW System – Selectman Rainier reported the tanks were full as well as the chamber. With only one person hooked into the system, this should not be happening. It took over 6 hours for the pumps to drain the tanks. Selectmen would like a meeting for next week with Mr. Carbee. Administrative Assistant was instructed to research the home that was torn down as well as the Nickerson’s to determine how much use those properties were to be assessed. Also, she should research what will a banquet facility be assessed for usage.
· Trails Association - The Trails Association would like to do a bulk mailing to encourage membership in the association. They would like permission to use the Town Postal Permit. Selectmen discussed this briefly. They approved the use of the Town Postal Permit for this mailing. They would like the names of the members of the Trails Association on the letter, this will allow residents an opportunity to know who is involved with the Trails Association.
· Cupola – Bill Harper spoke with the Administrative Assistant this week, they will begin the repairs to the cupola within two weeks.
· Assessments – letter to several mobile home owners will be mailed, notifying them of errors in their assessments that have been corrected. Selectman Dumas stated he would like Assessor, John Duhamel to draft a new abatement letter for Albert Burtt, with correct information that will include his point of view. Selectman Rainier agreed with this.
· CIP – Budget Committee would like a copy of the Capital Improvements Plan.
· Selectman Rainier discussed the fact the ZBA had a hearing on the Landmark Development. The ZBA denied the appeal. Landmark wanted to put through a subdivision road between two small wetlands, only allowing 31 feet of space between the waters, a subdivision road needs 32 feet, and also would have a 25 foot wetlands buffer, they do not have enough frontage.
With no further business the Selectmen adjourned the meeting at 7:00 pm. The next scheduled meeting will be Thursday, June 15, 2006 at 5:45 pm.
