Selectmen Minutes 02/09/06
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman, Conrad Dumas
Administrative Assistant, Debra Davidson taking minutes
Appointments:
No appointments were scheduled, Selectmen will have a working meeting only.  The Board spent time finalizing documents for the Public Hearing scheduled for 2/16/05 at 7:00 pm.  

On – going matters:
WW Hook ups -
Church Lease – Review changes presented – Selectmen were not supportive of changing the hours of use on Sunday.  It shall remain in use for the Church until 1:00 pm on Sunday unless notice to the Town of longer need.

·       Letters –
o       Peterborough BOS – Selectmen drafted a letter to Peterborough Selectmen regarding the speed on Old Bennington Road.
Budget Items:
Review Proposed Warrant:
LCHIP: Discussion regarding writing to our State Legislative Rep., requesting them to consider another round of LCHIP grants.  Currently there is consideration being made to not allowing another round.  Selectman Rainier indicated he had already done this.
Old Town Office Building – Possible rental for Crotched Mtn. using the space for a day program for the students was discussed.  This was discussed in 2005; Leah Conway has been put in charge of the program now. Some considerations to think about are the cost of rental?  Renovations?  If Crotched Mountain did the renovations would Selectmen consider a reduced rent? This will be further discussed at the February 23, 2006 Selectmen’s Meeting if Ms. Conway can attend?
Williams – Selectmen discussed a letter received by Silas Little regarding Vicki & Roger Williams.  No decision was made at this time; discussion with John Teague will determine decision.
Sweet – Discussion regarding the culvert at the end of the Sweet driveway.  Sweets believe the town is responsible for the culvert; this has been taken care of by the Highway Dept. and will be discussed with the Road Agent.  
Tax Dollars - Selectman Rainier discussed how he would like a pie chart disclosing exactly where tax dollars go…town, county, school, state etc.  It is hopeful this will help some residents to see where their money is going.
ConVal articles and the voting percentage were discussed -
Budget Committee:  Aaron Kullgren, BudCom Chair discussed the warrant article submitted by the BudCom for $170,000.00 for an engineered study of the roads, as well as $120,000 for 2006 road reconstruction.   In accordance with RSA 39:3 this warrant was not submitted in a timely fashion.  Mr. Kullgren requested the Selectmen to submit the article as one of their articles.  Selectmen discussed this and determined they were not comfortable doing this at this late date.  They discussed there was enough information for them to support a bond at this time.  Mr. Kullgren indicated he understood their position, but he was not happy with the fact this bond article would not be voted on at this year.
Decision: Motion by Selectman Dumas to change the proposed bond warrant article to be a warrant article for $50,000 to support an engineered study of the roads.  Seconded by Selectman Rainier.  Voted unanimously and in the affirmative
With no further business, meeting adjourned at 8:30 p.m. The next scheduled Selectmen’s Meeting will be Thursday, February 16, 2006 at 5:45 pm.   The “Mini Town Meeting” will be held at 7:00 pm, directly after the Selectmen’s Meeting.
