Selectmen Minutes 01/19/06
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman, Conrad Dumas

Department Heads
5:45 – In accordance with RSA 91:AII3 (a ) Motion by Selectman Rainier to enter into a non-public session.  Seconded by Selectmen Brooks & Dumas. Voted: Affirmatively
6:10 – Motion by Selectman Dumas to enter out of non-public and to further seal the minutes.  Seconded by Selectmen Brooks & Rainier.  Voted: Affirmatively.
Decision: Motion by Selectman Dumas to hire Kathy Vallier at $25.00/hour to train Patricia McClusky, implement liens, send out delinquent notices and further organize the tax collector office.  Seconded by Selectmen Dumas and Brooks.  Voted: Affirmatively.
Mrs. McClusky asked if the Administrative Assistant could order her the new tax collector book
6:10 – Code Officer, Peter Hopkins – In accordance with motion by Selectman Rainier to enter into a non-public session RSA 91:AII3 (c ) seconded by Selectmen Brooks & Dumas.  Voted:  Affirmatively
6:20 pm.  Motion by Selectman Rainier to enter out of the non-public session and to further seal the minutes.  Seconded by Selectmen Brooks & Dumas.  Voted:  Affirmatively
Decision: Hopkins will mail a certified letter the family providing a deadline of May 1, 2006 to bring their property into compliance with town zoning ordinances.
6:30 – Wage & Benefit Committee - Recommendations – Aaron Kullgren, Greg Martus, Karen Day, Margo Bliss & Deb Davidson the Wage & Benefit Committee presented their findings of the last years research to the Board of Selectmen.  There will be a meeting with the Wage & Benefit Committee, Board of Selectmen, BudCom & town employees on February 2, 2006 at 6:00 pm, to present the recommendations to employees & BudCom.
There will also be a presentation on February 16, 2006 at 6:00 pm at the “mini town meeting”.
On – going matters:
WW Hookups – A letter was sent to Norman & Linda Nickerson, they had expressed a desire not to hook into the wastewater system.  Selectmen approved this request, however if they choose to hook into the system in the future there will be a large penalty.
Church Lease – No action at this time.



Other Business:
·       A/P – P/R - Approved P/R &/or A/P –
·       Boston Post Cane -  Motion by Selectman Dumas to present the cane to Estalyn Westcott who will be 100 years old this year. Seconded by Brooks & Rainier.  Voted:  Affirmatively.  Selectmen instructed the Administrative Assistant to contact Mrs. Ierlan and arrange a time to present the cane.
·       Minutes – Selectmen accepted the minutes of January 12, 2006 as written
·       Review Mail – Selectmen reviewed a letter from Ploughshare Farm asking for consideration of renaming “Hilltop Road” to “Plowshare Lane” – Selectmen were supportive of this, they will ask for reimbursement for the sign and notify Bureau of Emergency Communications. A letter to Kimberly Dorn of Lyris, Inc. notifying of the approval.  The Town will order the signage and Lyris Inc. can reimburse the Town.
·       Meeting House - Reverend Osgood reported the Mtg. House door was wide open on Sunday am – 6” of snow had to be shoveled out of the building. They also fixed the handicapped bathroom door – sign to say please secure door tightly should be installed at the meeting house on the entrance door to the kitchen and on the main door.  
·       Broken Window – One of the storm windows broke during the heavy windstorm during the week.  Frank removed the glass that was remaining in the frame, Brian picked up the broken glass on the ground.
·       Revolving Account – Selectman Rainier reported a discussion with Parks & Rec. Director, Molly Anfuso. She would like to use funds from the revolving account to repair the roof on the storage building at Oak Park.  Motion by Selectman Rainier to approve this request, Seconded by Dumas & Brooks.  Voted affirmatively.
·       ConVal formula change - Discussion regarding the formula changes proposed by ConVal followed.  A brief article may be put into the next issue of the Spirit explaining how the change will affect Greenfield.
·       Long Term Disability - Motion by Selectman Dumas to implement long-term disability effective immediately. Seconded by Selectmen Brooks & Rainier.  Voted Affirmatively.  Administrative Assistant was instructed to increase the budgets accordingly.  The total cost to the town will be $1,900.00
·       Letters –
o       Confirmation to Grappone Ford – Purchase of a highway vehicle pending town meeting approval
o       Norman Nickerson re:  wastewater hookup
o       Andrea Gilbert – change speed limit on Old Bennington Road


Budget Items:
·       Selectmen discussed preparing a warrant article for  $50,000.00 to repair the cupola at the town office.  Selectman Rainier and/or Administrative Assistant will contact Bill Harper for a sketch and details.
With no further business, meeting adjourned at 8:30 p.m. The next scheduled Selectmen’s meeting will be Thursday, January 26, 2006 at 5:45 pm.
