Selectmen Minutes 12/01/05

Department Heads:
6:00 – Recycle Committee – Roger Lessard, Miriam Lockhart, Bob Jennings; Recycle Supervisor, Frank Pelkey; Road Agent – Duffy Fox.
Selectman Rainier asked Mr. Pelkey and the Recycling Committee what they anticipate as the future of the recycling center?
Mr. Pelkey stated it is his long-term goal is to have a loading dock, more storage, and the ability to recycle electronics the proper way and to allow for growth.  He further stated he needs the trailers for storage to make adequate room for recycling.  He would like to see compost started, as well as additional employees working at the center.  He would like to complete his thoughts for the future of the recycling center in a piece meal manner rather than all at once.  He, of course, would like it all complete at once, but is more sellable in a piece manner.
Selectman Rainier asked what function is the committee with the growth of the recycle center?
Mr. Pelkey stated he speaks to the committee regularly. The committee has helped setup a program to recycle cellular phones and rechargeable batteries.  Again, recycling electronics needs a place to be stored.  Pelkey stated the recycle center is baling more than he anticipated, he originally anticipated 1 bale/week; he is actually baling 6 bales /week.  While open to the public he cannot oversee the public if he is inside - he needs to be outside helping those who need direction.
Selectman Dumas discussed the dock & metal pile is not resolved – that must be resolved before we can discuss any growth further.
Mr. Pelkey said he did not have the ability to build the dock this year.
Selectman Rainier asked about the tractor-trailer box in the yard, he was told a week or so ago this trailer was 1 bale away from being full.
Frank discussed that is true – the NRRA drops the trailer, Empire owns the trailer. Pelkey loads the trailer, calls NRRA and they come pick up the trailer.  
Discussion continued –
Recycle Committee Chair, Roger Lessard discussed he would like to visit the Peterborough Recycle Center and discuss recycling with Scott Bradford.
Recycle Committee member Bob Jennings discussed, as a committee member & a resident – he thinks there should be a master plan for the recycle center.  His opinion is that it should be designed by a professional to assure proper design, setbacks and DES requirements met.
Road Agent, Duffy Fox commented that he also has a need for paving at the highway, he thought they should do all the paving together.  Discussed costs for what can be paved for $60,000.00 and if everything is prepared appropriately it would be cheaper in the long run.
Selectman Rainier asked whom could the Town call to do a feasibility study?  Pelkey stated he has a book explaining how to set up a recycling center with suggestions from the DES.
Decision:  The Committee will look into NRRA and see what avenue can be taken for a feasibility study and/or CIP, they will report back to Selectmen in writing of the vision.
Mr. Pelkey stated he would like a sign notifying residents what the town recycles, as well as how to recycle various items.
Discussion regarding the trailers followed.
·       Freon recovery- Selectman Rainier discussed the AA spoke with Bonnie Koch of the NRRA who indicated the Freon MUST be drained from refrigerators. The NRRA will drain the units for $8.00/unit with a minimum of 25 units to be drained before they will come to our site.  Then we can strip them and recoup some of the expense by selling the aluminum.  She did not know how they were being removed without being drained.  It would be our responsibility if there were to be an accident and the freon caused damage of some sort.  Pelkey indicated the transporter told him they did not need to be pumped.  They will be pumped in the future.  NRRA will be contacted when there is enough to be taken care of.

Appointments:
5:45 –  Minutes - Catherine Shaw stopped in to discuss the changes made to the minutes from the Muzzey Hill Road hearing – Selectman Rainier asked to strike some of the statements that were typed in the minutes, change wordings etc.  Catherine reported that if items were being added they were included in paranthesis – Selectmen agreed to strike a few items from the public hearing minutes – those items are:               
6:58 – Church Lease - Micheal Sparling met with the Board to discuss the status of the future church lease – Discussion followed
Selectmen understood they had until 2008 to nail this down.  
Further discussion followed with a few concerns on both parts i.e. length of the lease, marriages of any/all residents, funeral services any/all residents.
Decision:  Selectmen will meet Wed. Dec. 14th at 6:00 pm to further discusst he agreement.  The deacons will arrive at 6:30 pm at which time the agreement and any concerncs will be discussed.

7:19 – RSA 91A:3 II (c)  Motion by Selectman Dumas to enter into a non-public- Seconded by Selectman Rainier
7:30 – Out of non-public – Motion by Selectman Dumas to seal the minutes – Seconded by Selectman Rainier
Decision: Mr. Geisel has requested one month of medical leave, Deputy Tax Collector will fill in for Mr. Geisel.  Avitar Representative, Nancy Watson will help train Mrs. McClusky and help to get tax bills out.
7:35 – Road Agent, Duffy Fox – To discuss the recycling center –Mr. Fox feels that many items aren’t what the town had been told they would be.  We shouldn’t compare Greenfield to Peterborough, we aren’t similar.  Lengthy discussion followed, no decisions were made.
8:14 pm – Treasurer, Aaron Kullgren – Mr. Kullgren suggested that since direct deposit has been initiated, signing the remittance to the bank or at least initialing them would be a good policy.  Selectmen agreed to do this.
On – going matters:
WW Hookups – An inspection of the pumps was scheduled for Wed., while at the site Road Agent, Duffy Fox & Selectman, Goerge Rainier found the pump had water in it.  Both Keith Pratt & Bob Daigel have been notified, there was a tank with a crack in it, it has been repaired.  Is going to be pumped by the Fire Dept., and then closely monitored.  There will not be any hookups required until spring.
Building Code Issues – Lakeview Circle – Grants – Nothing to report, waiting for the Code Officer.
Muzzey Hill Road Extension – We have not received any information from the wetlands board

Other Items –
·       Linda Dodge reported fallen branches at the old town office damaged a vehicle.  The trees are not on town property, however she thought maybe we could help the neighbors remove them.  Selectmen did not make comment to this.
Motion by Selectman Rainier to encumber $6800.00 from the 2005 Warrant – Warrant Article #8 was approved for paving at the recycling center.  Seconded by Selectmen Dumas & Brooks.  Voted:  Affirmatively
Administrative Assistant will contact SWRPC to investigate the possibilities of a CDBG for the Recycling Center & Highway garage upgrades.
