5:45 – Parks & Recreation, Molly Anfuso –
· Ground Keeping/gardening – With regards to the grounds keeping bid for last two years, the contract had been with Terry Jarest. It is up for renewal, Anfuso was asking if she should put the work out to bid again or renew the contract for two more years with TJ. She further asked what the Boards feelings are regarding the gardening. TJ has indicated he will keep the same budget and will pick up the wastewater site & the parking lot on Forest Road – Selectman Dumas asked to hear Ms. Anfuso’s opinion – discussed pros & cons of keeping TJ vs. out to bid again. Continuity, however gardening could be kept up a bit better -
Selectmen were unanimously supportive of continuing with TJ for two more years. The gardening will be removed and offered to a local person who has shown interest in the gardening and see how that goes.
· Trees – There are three trees at the meetinghouse that need to be removed. Duffy has agreed to take care of them. He will wait until the ground freezes. Selectman Rainier has several maples he will offer to the town and they can be planted in the spring. Anfuso stated that there is one tree at the Greenvale Cemetery that is dead and Duffy has offered to remove that one as well. Selectman Rainier commented that he would like to look at it before it is determined dead. Anfuso further discussed the silver maple in front of town office is in need of trimming, she has money in her budget and wants to know what the Selectmen feel about this.
Discussion followed, Selectmen were supportive of trimming the tree, but not to take it down entirely.
· Cemeteries – The question of seeding graves has come up. Is cemetery seeding something to add to cemetery budget? In past the gravedigger always threw seed down, if it doesn’t take no one goes back to fix it. Selectmen would like the cemetery trustees take care of it.
· Lawn fertilizer – discussion followed regarding the lawns needing fertilizing. The meetinghouse & the soccer field both need fertilizing. This should be done four times a year, and needs to be done by a certified person. TJ is not certified, what would Board like to do about this matter? Selectman Rainier stated first the soils must be tested – Anfuso will get a price from the person TJ recommended.
· Trick or Treat will be Monday, October 31, between 6-8 pm
6:15 – Oak Park - John Hopkins
· Propane Tank - Allen & Mathewson provided a quote for underground tank – purchase vs. renting was discussed. If the Town owns the tank we have the option of purchasing propane from who ever we want vs. if we lease the tank, we must use who provided the tank. Oak Park will pay for this purchase – After lengthy discussion it was determined to lease an above ground tank.
· Blue – B- Que - $7,000 was raised from this year Blue-B-Que. Thoughts of having a country music fundraiser in the future have been talked about. Nothing definite at this time.
· Masonry Work - The stones at the new Oak Park Building will be set in the next week or two.
7:05 pm - In accordance with RSA 91-A:3 II ( c) motion by Selectman Rainier to enter into a non-public session. Seconded by Selectmen Brooks & Dumas. Voted: Affirmatively
7:35 pm - Motion by Selectman Rainier to enter out of the non-public session and to further seal the minutes. Seconded by Selectmen Brooks & Dumas. Voted: Affirmatively
Decision: To encourage Chief Giammarino to move forward with this investigation
Appointments:
6:30 – Resident, Al Burtt –
· Property Assessments - Mr. Burtt expressed his dissatisfaction with his new assessment. He was curious as to why there was even the need for the statistical update when we had a total reevaluation in 2002. Selectman Rainier read a letter from the Dept. of Revenue Administration indicating that the update was necessary to bring the town up to the assessments to within the median. The equalized rate was too low as well. Mr. Burtt stated he is not sure about the quality of the work performed by Avitar, he further discussed inaccurate assessments. Mr. Burtt stated he feels the town is getting “hosed”. The Administrative Assistant
indicated if Mr. Burtt came into the office during regular business hours she would be happy to sit down with him and discuss his concerns in more detail. If there are inaccuracies in his assessment they can be corrected.
6:35 – Traffic Flow Public Hearing – everyone in attendance signed into the meeting.

Church Lease –
Barn Easement – Selectmen discussed this application from Jane O’Donnell, motion by Selectman Rainier to approve the request for this easement for the property located on Holden Road. Seconded by Selectmen Brooks & Dumas. Voted: Affirmatively
Decision: Administrative Assistant will work with the Assessor to determine the value and work on the agreement to be signed and recorded at the registry.

· Daffodil Bulbs – Conservation Chair, Karen Day is going to divide the bulbs among the various committees, this will allow them to start planting them. There will be about 2-300 left over for the WW site…
· Deb asked Selectmen for the correct address for the ww site – the address of 12 Depot St. was given to PSNH – However, the physical address has always been 795 Forest Road. Selectmen instructed the Administrative Assistant to use the number of 795 Forest Road.
· Wasp problem upstairs has been reported – Selectmen will address this at a later date.
· Budget issues: maintenance to be addressed in 2006 needs to be considered?
· Administrative Assistant was asked to contact Crowe Fence to see when they will begin the installation of the fence. It is still very wet on the site.
· Marlene Paulson letter was reviewed and discussed regarding shooting on the property across the street from her residence. Selectmen discussed this matter with Chief Giammarino. Chief indicated that nothing criminal is taking place, and further stated there is nothing legally that can be done about this situation. Chief Giammarino indicated he will continue to monitor the situation; he will also contact fish and game and discuss the possibility of their meeting with Mrs. Paulson. Selectmen would like Mrs. Paulson to receive a letter and a copy of these minutes once signed.
· Selectmen did not sign the agreement for window master, concerned of fund availability until years end.
With no further business, meeting adjourned at 8:30 p.m. The next scheduled Selectmen’s Meeting will be Thursday, October 20, 2005 at 5:45 pm. – with the exception of two appointments, no appointments will be scheduled allowing Selectmen an opportunity to work on the budget and other matters.
