Selectmen’s Meeting Minutes
Thursday – December 2, 2004 – 5:45 pm

Present: Chairman, William Brooks; Selectman; George Rainier; Selectman, Conrad Dumas
The meeting was called to order at 5:45 pm
Administrative Assistant, Deb Davidson taking minutes
Department Heads:
5:45 – Code Officer, Peter Hopkins – Mr. Hopkins would like to request a budget change.
·       Budget - Explanation of this change is because he needs to keep building file forever.  Deb asked if once an occupancy permit was issued, could the file be merged to the town office?  Peter said it could, but it will be very cumbersome.  Would like to set up a file folder system, by map & lot.  Would like to include this increase in his 2005 budget, it would like to increase general supplies to $400.00, and move part time wages up to $4800.00.  These funds will be specifically to make up this file system.  That is all Peter has.  
·       Septic Failures - Working on a couple septic systems, which are in failure.  Hopkins said he is working on getting them both straightened out.
·       Certificate of Occupancies – Recently issued a couple properties of White Pine Builders the co’s, as well as the Chandler property.
·       Property Inquiry – Selectman Rainier asked about the Chute property on Swamp Road.  Peter has spoken to someone about the property, informed the person that if a building were to be erected, he would ask for a soil scientist to map it out.
·       Gravel Pit Reclamation - Hopkins asked about reclamation of the recent disturbance of gravel on a property located on Cornwell Road. He was instructed to go before the Planning Board for direction.
Appointments:
6:00 – Mrs. Eileen Khouw  -  
·       Cavender Road – Mrs. Khouw would like to revisit the relocation of Cavender Road past their home – Mrs. Khouw stated they are at the same place they were when they originally came before the Board. They put the road relocation on hold.  They have contacted Smith-Harriman, the design has been brought to Concord, and the State sent them back to measure the various elevations.  They came back and she asked Mr. Harriman what was happening, he said they were going to begin cutting trees, and begin the process.  Nothing has moved forward.
Selectman Brooks stated, that he is the only abutter; he has no problem with this.  Selectmen discussed what has happened, explained what needs to happen. Time frame will be around January.
A Public hearing will be scheduled when documents are presented to the Selectmen for review.  Deb will gather the old information for Selectmen to review at the next meeting.  
6:15 – In accordance with RSA 91A:3 II (c) Chairman Brooks motioned to enter into a non-public session.  Seconded by Dumas & Rainier.  Voted Affirmatively.
6:30 PM – motion by Chairman Brooks to enter out of the non-public session and to further seal the minutes of the meeting.  Seconded by Rainier & Dumas. Voted Affirmatively.  No action was taken.
6:30 – Police Chief – Brian Giammarino – Chief Giammarino introduced Glenn Huff, a new part-time officer for Greenfield.  Officer Huff resides in Francestown, with his two daughters & wife.  Giammarino presented Selectmen with an appointment for them to sign.   They all welcomed Officer Huff.
On – going matters:
Recycling Bay – Recycling Bay update –  
·       Electrical –There was an electrical problem it was determined that there was a short in the line.  Mark Swain repaired the problem.  Made some recommendations.
·       Overhead door – The overhead door was not installed properly; the highway crew said they would take care of this in the near future.
·       Insulation – Selectman Rainier met with Mr. Shumway & Mr. Therrian of Crotched Mountain, they have generously offered to make a donation to cover the cost of the insulation.
·       Inspection – Selectman Rainier reported that it was not the DES that inspected the recycling center not too long ago, that it was the NRRA.  He further stated that the DES is going to be doing a complimentary inspection within a week or so.  They will work with us to correct any items that need addressing.
·       Budget – Mr. Pelkey has contacted Selectman Rainier and asked to make some changes to his proposed 2005 budget.  He has requested that we add Equipment Repair & Maintenance – and then increase it to $1,500.00. Increase Building Repair  & Maintenance to $1,250.  Increase part time wages to $3,000. The funds for the wire for the Baler will come out of Equipment Repair & Maintenance.  He would like to reduce: Vehicle Repair & Maintenance to $3,000.00; Selectmen removed the steel line altogether.






 
Other Business:
Minutes - Accepted the minutes of November 18, 2004 Selectmen’s Meeting as written.
Selectmen Approval –
·       P/R, A/P & Invoices
·       Application for Deb to attend the 2005 Supervisors Courses sponsored by Local Government Center/Antioch College.  Courses to begin in February.
·       Warrant dated November 30, 2004 for Barbara C. Harris tax bills.
·       Letter to Lyris, Inc. for PILOT request.
·       Memo to Parks & Rec. Director  – use of recreation door by gymnastic children & parents.  Not to use the town office door, remember to be quiet if they do come downstairs
·       Appointment for Glenn Huff as a part-time police officer

CRMC – Selectman Rainier visited with Mr. Shumway & Mr. Therrian earlier this week.
·       Lighting – the lighting issue has been addressed.  They have installed shields on the lights, which helps significantly to deflect the lights.  Created their own shields, as it was more efficient than to purchase shields through a lighting company directly.  
·       Septic – They are currently working on upgrading their septic system.  They would like to upgrade their system in anticipation of future growth of the facilities at the mountain.  
·       Conservation Easement – They discussed the fact they would like to put possibly 1000 acres of land into conservation easement in the future.  
·       Growth – They want to keep the town up to date with their anticipation for growth.  Any additions would be kept within the radius of the current road going around the current school.  Selectman Rainier encouraged them to meet with the Selectmen at some point to discuss their ideas in detail.
Mail –  Review misc. incoming mail –
·       Letter from Viki Williams – concerned about the meeting house policies, this has already been addressed.  Mrs. Williams was returned her rental fee.
·       Letters to Koenig & Waterhouse (re:  failed septic systems)
·       Natural Resource Network Study  – Deb asked if Selectmen would like her to pursue a study be done in Greenfield? Selectmen chose not to move forward with this matter.
Budget/Personnel Policies –
Approve updated personnel policies.   Changes to be considered
Benefits – an elected official asked if they qualify for health insurance? Deb checked with HealthTrust.  We need to have 75% participation. Selectmen instructed Deb to do a survey explaining that 75% of the elected officials would need to participate, give costs and ask them to please return the survey.
Paycheck availability (Change written to be Friday, 12:00 Noon) -
O/T – After 8 hours or after 40?  Even after employee has scheduled day off?  What about a sick day off? What about Holidays.  Selectmen discussed this and determined a draft verbiage for this.  They have not made any final decisions; they will review their DRAFT with Road Agent, Fox.
Selectmen worked on the proposed 2005 budget.  They reduced Gen. Gov’t. Buildings, asked that new budgets be submitted with 3% wages for everyone.  
PILOTS – You need to revisit the PILOT with LYRIS, Inc. – Do you want me to contact John Teague to discuss this or do you want to just handle it between yourselves and LYRIS?  Have file ready for next meeting.
Winter Parking – Mr. Carbee stated he wants to know about where to tell his tenants where to park this winter?  Can he tell them the municipal parking area where they parked last year?  Selectmen support this.
Recycle Tickets – I provided Leta Markham, Greenfield Commons Director, with a recycle ticket to be used for those elders who have items to dispose of but don’t have a vehicle.   Selectmen are not supportive of this, they asked why the elders don’t use the dumpster at the Commons?  Deb explained that one particular elder has “good things” she wanted to donate for recycling?  
Propane Tank – Selectmen asked Deb to look into the insurance regarding the possibility of the Town purchasing their own propane tank.  It wouldn’t make a difference, if it were underground, we aren’t covered.  If it is above ground it would be listed as “other items”, we have a $1,000.00 deductible in the event something should happen to the tank (i.e. vandalism etc.)
Selectman’s advisory committee – Selectman Dumas reported from the meeting held Wed. evening.  Currently the Articles of Confederation used by Conval currently need a 2/3 vote of entire district before anything can be changed.  Once a change takes place, it holds for 5 years.  Dublin suggested changing them to read we only need majority vote.  Discussion followed.  In the event that a decision is needed, Selectman Dumas asked does he use his best judgment or does he state he only represents 1/3 of Greenfield BOS, and needs to discuss with the board?  Further discussion followed.  
Decision:  In the event at the next meeting a decision is needed, Selectman Dumas has been given authority to make his best judgment, representing the entire board of selectmen with his decision.
