Selectmen’s Meeting Minutes
Thursday – October 7, 2004 – 5:45 pm

Present: Selectmen - Chairman, William Brooks; Selectman; George Rainier; Selectman; Conrad B. Dumas
The meeting was called to order at 5:45 pm

Department Heads:
5:45 Duffy Fox –
·       Fox stated that Jim Plourde & Clark Craig, III would be attending the next Level III Certificate program for recycling.  The cost is $50.00/person – The class they will attend will be held in Concord, in two weeks.  The applications will be faxed on either Monday or Tuesday of next week.

Appointments:
6:00 – Jarvis Adams IV –
·       Church Lease - Adams was representing the Church with the discussion being the future contract of the church – the current lease is up for renewal in 2009, it was originally signed in 1959.  Tom Mullins has drawn up a draft to for the Selectmen to review.   After the Board has an opportunity to review it, the Church would like the Selectmen to revisit the draft with the church and discuss the future lease.   
·       Emergency Panel at Mtg. House – Selectmen discussed with Adams keeping the walkway to the emergency panel at the Meeting House clear of any obstruction – an alternative location for the chairs, tables etc. will be established.   There is currently a sign that states “do not block walkway” which is not being noticed.  This safety concern has been brought to our attention by the Security Alarm technicians and the Fire Chief.
6:24 – Lee LeBlanc – R2- Lot 7 –  Mr. & Mrs. LeBlanc discussed the abatement they had been denied, May 20, 2004.  Selectmen had indicated they would have Jim Rice revisit the property.  They feel their property is being taxed unfairly, they indicated they cannot build on because they do not have the proper road frontage.  Selectman Brooks read from a letter to the Selectmen from Jim Rice – Discussion followed – Mr. & Mrs. LeBlanc were asked if they could  work out a right of way with Crotched Mtn.?  They responded that Yes, they have one already.   Selectman Brooks suggested that they file for another abatement, and if not satisfied with the decision, they have the right to appeal to the BTLA or Superior Court, but they cannot do both.   
Action:  A letter to be sent to Mr. & Mrs. LeBlanc reiterating the conversation, include an abatement application and further provide them with the time line for abatments.

Selectmen’s Advisory –
·       Meeting update - Selectman Dumas attended the Selectmen’s Advisory Meeting last night.  Topic of discussion at the meeting was surrounding the Dublin citizens passing a vote for a Special Town Mtg., the possible pulling out of the ConVal district.  It does not appear that they can get it going at this time with budget season etc.  A member of school board from each town will sit on the committee to study feasibility of this; it is a very large endeavor.  The vote was 105 yes, 75 no.  
·       2005 School Budget - Budget increases were discussed at the Selectmen’s Advisory Meeting, the school board was asking for feedback from towns to see what is an acceptable increase for a reasonable proposed 2005 school budget.  Dumas stated the rate of inflation seemed reasonable, but a flat budget seemed to be the thought.  Cost of living index is approximately 3.2%; people don’t want school tax to increase and to be as fiscally responsible as possible. The meetings lasted from 7-9 pm.  These meetings are very well attended and people are working hard, 6 of the 9 towns were represented. The meetings are the 1st Wed of the month.

·       Abatement – American Steel Properties, LLC – 2002 $7,383.51 to be refunded; 2003 $11,642.25 to be applied towards 2004 tax

Mail –  Review misc. incoming mail – letter from Town of Lyndeborough, the letter will be placed on file.
Avitar – Jim Rice asked if he could begin working on the 2005 subdivisions and pick-ups. Discussion followed, Selectmen did not approve this request.
Other – Selectman Brooks will not be in attendance on October 21st, Selectman Dumas will not be in attendance on October 28th.
With no further business, the meeting adjourned at 7:15 pm.  The next scheduled Selectmen’s Meeting is Thursday, October 14, 2004 at 5:45 pm.
