Selectmen’s Meeting Minutes
Thursday – September 30, 2004 – 5:45 pm

Present: Selectmen - Chairman, William Brooks; Selectman; George Rainier; Selectman; Conrad B. Dumas
The meeting was called to order at 5:45 pm

Department Heads:
6:00 JLMC – On behalf of the committee, Duffy Fox & Molly Anfuso reported JLMC findings for the 2004 year.  Fox was the 2004 Chairman of the committee, Anfuso was the secretary.  The committee met quarterly, a summary of the yearly minutes was provided for the Selectmen.  A summary of findings were the following:
·       Outside lighting at town office is insufficient.  A light has been installed on the flagpole, however the walkway is still an issue.  Eventually a ramp will be installed to replace the steps, it is hoped that adequate lighting will remain a priority.
·       Parking lot – It is difficult to see around the loam pile located on an abutting property when leaving parking lot. Unsure how to address this, other than ask if it can be removed or lowered.
·       Electrical outlet in the kitchen – unsafe location & no GFI – this was addressed
·       Water continues to smell, it is tested regularly.  Nothing has been found to be contaminated the water, it just smells.  No action will be taken
·       Injury log they would like to add to the log we have, allowing for a spot for department heads to sign that they acknowledge the injury.  
·       Emergency procedures municipalities need to have an evacuation plan.  Greenfield needs to get them in place.  In addition to that, a town emergency plan needs to be established.  
·       Reviewed the old findings list, all past issues have been addressed.
·       Playground safety issues are being addressed.
·       Sunset lake beach silt fencing is being addressed.
·       Anfuso & Fox said they would like to see a State inspector speak of their expectations, for the Town.  No action taken at this time.

Dumas suggested outsiders reviewing town buildings is a good idea. (i.e. Fox in the DPW area is great, but someone not familiar with the building might notice infractions, if you see them everyday they easily become overlooked)
·       Only one incident of injury in 2004, it was a head injury. An employee had fallen on the ice and hit his head.
·       Attendance of these meetings was down – library does not have any attendance or involvement with this; administration & police rarely attended.   Time of day is difficult, what works for some doesn’t work for all.
·       Officer Foster will be Chairperson for 2005cycle.
Foster spoke on the fact he would like to use the Spirit as a resource for discussing who the members of the committee are, what the purpose is and to further encourage residents to bring any safety concerns to any members attention.
6:15 – Parks & Recreation Director – Molly Anfuso
·       Open tree fertilization bids
Three bids were presented for the fertilization and herbicide spraying of town properties, to be completed this fall.  
        Landscape Support Services – $2,110
                Bartlett Tree – $2,010
                Keene Tree – $5,125
Motion by Selectman Rainier to award the bid for the fertilization of town properties and the herbicide to keep weeds of the track to Landscape Support Services or Goffstown.
Seconded by Brooks & Dumas.  Voted: Unanimously in the affirmative
·       Oak Park - Anfuso then wanted to discuss Oak Park.
John Hopkins was available for questions and/or comments.  John reported his is waiting for a final bill from the electrician.  The have gone over the budget appropriated, however Oak Park Committee has funds in their account and will vote to cover the difference.  Not looking to the town for any additional funds, just letting the Board of Selectmen know what is happening.  They will be purchasing some additional pots & pans, tables and other equipment that will help the kitchen to be more efficient.
Selectmen supported this.
Anfuso asked about the cleaning of the bathrooms?

Hopkins reported that the original plan had included $30.00/month for cleaning with McGurty Maintenance.  In the future, McGurty will be given a monthly summer schedule as well as, a key for the bathrooms.  They should go look at the building to have an idea what they will be taking care of.  Part of the contract will include anyone renting the building having to keep McGurty informed and paying McGurty directly for cleaning of the entire building.
·       Flea Market - Anfuso reported on the flea market she held over the weekend, she indicated the recreation department did very well.

On – going matters:
Recycling Bay – Recycling Bay update –  Selectman Rainier had spoken with Mr. Pelkey during the week about the expenses that will be associated with finalizing the building.  Selectman Rainier told Pelkey to do what he needed to finish the building.  Pelkey cancelled his appointment with Selectmen tonight, as he felt Rainier had answered his questions.
Other Business:
Minutes -  Selectmen accepted the minutes of September 23, 2004, Selectmen’s Meeting as written.
Selectmen Approval –
·       A/P & Invoices
Mail –  Review misc. incoming mail – The Town received a statement for an outstanding invoice from Underwood Engineer Inc.  This invoice for $40.00, was for the extra set of septic prints, which were ordered for Richard Delay at his request.  Selectmen will send a letter to Mr. Delay requesting payment be made directly to Underwood Engineers Inc.  
900 # Call – Review of the Telephone Bill reflects that on August 9 – at 10:54 am someone used the phone line 547-2782 to make a 900 call to a Sports line.  The call was $50.00 for one minute.  Catherine has contacted MCI, told them we had a work order for a block on our phone lines for such calls.  She was able to have the charges removed.  Deb asked Selectmen how, if at all, do they want to handle this?  They will bring it up at the next Staff meeting.   
Staff Meeting – Selectmen would like Deb to call and ask the library to attend the next meeting.  They have had a lack of involvement and not attended any of the meetings, Selectmen would like their input.

2005 Budget  - Selectmen began working on the 2005 proposed budget.  Discussion regarding salaries and benefits followed.  Selectmen would like to bring department heads in and discuss this with them.  Selectman Dumas suggested all line item for salaries are presented to the town with a 3% increase initially.
Deb will run a budget and include 3% increases for all salaries for next meeting.
Deb discussed possibly combining all insurances with the Local Government Center.  A combined price for all our insurances (STD, Health, Dental, Life, Property Liability, Workers Comp., unemployment) will be presented as a package.  Deb will get comparative price from PRIMEX, as well.
Personnel policies need to be updated ASAP.  If needed, changes to the figures for the insurances will be made to reflect the proper town/employee contributions.
Speed Limits - Selectman Brooks discussed his concerns about the lack of safety of Old Bennington/Cavender Road(s) – discussion followed between all three Selectmen.  Selectman Rainier stated the speed limit is currently as low as it can be. Selectmen will discuss this with Chief Giammarino; it is an enforcement issue and needs to be addressed.
