Selectmen’s Meeting Minutes
Thursday – September 9, 2004 – 6:00 pm

Present: Selectmen - Chairman, William Brooks; Selectman; George Rainier; Selectman; Conrad B. Dumas
The meeting was called to order at 6:00 pm
Bookkeeper, Catherine Shaw taking minutes
Department Heads:
No Department Heads are scheduled.
Duffy Fox, D.P.W., Supervisor came in to go over a few items.  
·       Sale of Old Truck - Fox has an offer of $10,000.00 to purchase the old truck.  He was told the trade-in value was $4,500.00-5,000.00 when he was buying the new truck.  He at least wants to get what he put into it last year.  He will put the truck out to bid next week.
·       The tree at Miner Road triangle will be taken down.  Molly was going to have someone look at it when they look at her work.
Appointments:
6:00 Jarvis Adams IV, Church Moderator – To discuss the meeting house cleaning.  Jarvis came in to go over the church’s concerns.  There problem is that the building is cleaned on Wednesdays, and A.A. is Wednesday night and then what ever else might use the hall after the cleaning.  By the time the church is there on Sunday, it can be pretty bad.  If the church cleaned the hall they would do it on Saturday night.  They clean the sanctuary on Saturday night.  
Board wants Deb to see if McGurty can clean on Sat.  We would have to let them know if something is scheduled for the town hall.  We will see how it goes.
6:15 Denise Hopkins – To discuss the possibility of the Celtic Festival remaining one more year in Greenfield.  Denise explained that they could not find another location anywhere in Southern N.H. as nice as Oak Park.  They would like to use O.P. again in 2005.  Discussion followed on the use of the park.  
The Board approved the O.P. rental and alcohol permit forms.  The forms will be given to the Police Dept. and then to Molly.  The event will be held on June 4, 2005.
On – going matters:
Recycling Bay – Recycling Bay update.  Selectman Dumas informed the Board of the latest. Discussions about use of the new bay, waste oil furnace concerns, the recycling office location and layout followed.  
The Board would like Frank to come to the next meeting.

·       Letter to Calvin & Linda Pero R6-6, Rainier informed the Board of the issues.

Follow-up:  
·       Benefits - This was not discussed at the last meeting.  Keep on Agenda.
·       FLSA Changes – This was not discussed at the last meeting.  Keep on Agenda.
Time Cards – It is extremely important that employees report ALL hours worked!  A justifiable reason for dismissal is not accurately reporting hours worked.  No one is authorized to instruct an employee to under report his or her time.  Town could get fined if over 40 hours are worked and OT is not paid.  If an employee is only supposed to work part-time, that is what they should work unless otherwise budgeted and/or approved.
Time Card Adjustments – Dept. Head & Employee must sign any adjustments to timecard
Classes – Employees do get paid to go to/from authorized classes.  In the event that a Department Head doesn’t let them leave early on another day, overtime pay will be paid if attending the class results in the employee working over 40 hours.  Department Heads need to pay attention to this.  (If an employee works within two departments, then overtime could be applicable)
Overtime Pay - Employee & Dept. Head can make a written agreement that if the employee worked over 40 hours one week/under 40 the following week (same pay period), the overtime pay will not apply until over 80 hours are reached.
Minimum Pay – ANY employee, who reports to work, gets 2 hours of pay, unless the employee has been called prior to reporting to work, and told NOT to report to work.  Example:  Power outage/heat outage etc., you send someone home, they get paid for two hours.
Pre-Employment – Felony record conviction should be asked for PRIOR to employment.  Is the potential employee under investigation of a felony should also be asked.  (It is a question on our application, but not everyone fills out an application) Criminal record and MV record checks MUST be done PRIOR to employment, not after hiring, as we do it.
Items you should know about – week of 9/6/04
·       9/6/04 at 10:00 AM & 10:30 AM the Fire Alarm at the Meeting House went off.  The monitoring company called Catherine at home.  What am I suppose to do when this call comes to me?  I did call dispatch to make sure they had sent someone.  (The fire whistle did not sound and I never heard sirens.  They use radios instead, unless no one responds.)  Dispatch said it was a malfunction.
9/7/04 Monadnock Security is sending someone to check the system.
9/8/04 M.S. technician came to fix the system.  Wires had been pulled out of the smoke detectors and fire alarm system to silence the alarm (by our firemen).  See work order in your mail folder.
Selectmen would like Loren White, Fire Chief to be at the next meeting.  There should be a procedure for when the alarms go off.  The list of people the alarm company calls needs to be revised.  Peter Hopkins should be on the call list.
·       9/7/04 Pelagia Vincent called and wants to know:  Who is responsible for cleaning up the horse poop on Forest Road and the sidewalk?  Is there a Town Ordinance or Policy?  She wants someone to call her back.
9/9/04 Mrs. Vincent called again.  Waiting for a decision.
Selectmen stated, there is no decision.  There is no ordinance or policy.  The horse owner should be responsible.  Dumas said, Deb should call Mrs. Vincent, it is her job.
·       9/7/04 Alison Wozmak reported that she couldn’t remove 2 of the light bulbs in the gym.  They just spin and won’t unscrew.  She is going to call her electrician.
She is almost done painting the bottom half of the walls in the gym.  She will be here late in the evenings working on it.
·       9/7/04 Diane Boilard of 30 Ice House Lane came in.  She received a letter from the State about Ice House Lane crossing the Rail Road tracks.  Who owns Ice House Lane?  She looked through all the abutting property files and only found mention of a Right of Way to the beach.
Ice House Lane is not a town road.
·       9/7/04 Duffy came in and asked me to insure the new truck.  All set.  We will be billed.
·       9/7/04 Nell Conkright would like to sponsor the Spirit.  Can she advertise for her Peterborough business and catering?  Can she place an adv. for her State Rep. campaign?  Needs response.
Nell can sponsor the Spirit and have a small blurb about State Rep.
·       9/8/04 The G.I.V.E.R.’s came in and met with Catherine.  They are working on Welcome Baskets for new comers to town.  They would like our input.
The G.I.V.E.R.’s are on the next agenda at 6:30 PM.
With no further business, the meeting adjourned at 7:45 pm.  The next scheduled Selectmen’s Meeting is Thursday, September 16, 2004 at 5:45 pm.
