Selectmen’s Meeting Minutes
Thursday – August 5, 2004 – 5:45 pm
Present: Selectmen: Chairman, William Brooks; Selectman; George Rainier
Meeting called to order at 5:45 pm

Department Heads:
6:45 – Recreation Director, Molly Anfuso –
· Oak Park - Anfuso reported to the Selectmen that Pop Warner is currently using Oak Park for football practice. The rental will be handled the same as the soccer was. Cheerleading is also going to be using the field. The organizations renting the fields have kept them in immaculate condition; they are very good with regards to the carry in-carry out policies.
· Herbicide - Inquiring as to who sprayed the herbicide at the track in the past? It was discussed that a company, now out of business, was responsible for that. She has been given the name of Jim Stacie from Bennington, he is a certified arborist. Selectman Rainier stated that The NH Extension might have a list of licensed arborists.
· Culvert at Sunset Lake - Duffy will do the work in September after the beach closes.
7:00 – Chief of Police, Brian Giammarino -
· Radar Unit - The older radar unit has broken, was sent to Concord to be fixed, will cost $250.00 to be repaired. The system is 15 years old; Giammarino doesn’t believe it is worth the funds to repair it. He would like to write a grant, which would provide matching funds to the Town. We do have two radar units, one is a borrowed hand-held, the other is an installed unit.
· Budget – Maintenance is up, car #2 is getting tired. Car #1 is still in great shape, needs new tires but other than that it is in good shape.
· Activity - Updated write-ups were reviewed; State Park has been keeping them busy.

6:00 RSA 91-A:3 II (c) - Motion by Selectman Brooks to enter into non-public session, Seconded by Selectman Rainier –
Parks & Recreation Director, Molly Anfuso; Gymnastics Coach, Alison Wozmak –
6:45 Motion by Selectman Brooks to come out of non-public and to further seal the minutes. Seconded by Selectman Rainier. Voted: Affirmatively
Decision: Anfuso & Wozmak will meet and discuss re defining the agreement and work out any concerns each of them may have.
6:15 – Nancie & George Shepard – Selectmen rescheduled the Shepard’s to a time when Peter Hopkins will be available. They have been rescheduled to August 19, 2004 at 6:00 -
On – going matters:
Downtown Project – The Waste Water policy was never formally adopted, Deb asked what the status of the policy is? Selectmen indicated it will remain on hold, bids will be open at 3:00 pm, Thursday, August 12, 2004.
Recycling Bay – Recycling Bay update – Selectmen would like to meet with Frank at the recycling Center at 5:30 before a Selectmen’s Meeting, and then invite him to the meeting after he gets off duty at 7:00 pm.
Cemetery Stonewall – no update

GASB 34 – Deb reported she has started working on a chart of accounts and in-putting our capital assets. Asset Manager, trial version for 30 days, if then we choose, we can purchase it for $278.00. John Lyford (Auditor) will be here on August 27th to review what has been done, pull deeds for town property, review purchase data of equipment etc.
Motion: Motion by Selectman Brooks to adopt the Capital Assets & Depreciation Policy written, Seconded by Selectman Rainier. Voted affirmatively.
DRA – Brief discussion regarding utilizing a cooperative assessor followed, as a possible option this will be researched.
UST Inspection – Upon the inspection earlier this week, there were three areas of deficiency that must be addressed by September 3, 2004. Deb will ask for quotes and recommendations from Allen & Mathewson & MB Maintenance. She will report back of her findings.
Notice of Litigation – 6:50 pm, Sheriff Estes presented Selectmen with a Notice of Litigation from David Cutter regarding access to his property located off a Class VI Road, the Road being referenced as the end of Thomas Road.
With no further business, the meeting adjourned at 7:34 pm. The next scheduled Selectmen’s Meeting is Thursday, August 12th, at 5:30 pm.
