Selectmen’s Meeting Minutes
Thursday – May 27, 2004 – 5:45 pm
Present: Selectmen: Chairman, William Brooks; Selectman;, George Rainier, Selectman, Conrad Dumas
Meeting called to order at 5:45 pm

Department Heads:
5:45 PM - Monthly Key Staff Meeting – Key Staff present included Road Agent, Wyatt Fox; Fire Chief, Loren White; Code Officer, Peter Hopkins; Recycling Supervisor, Frank Pelkey; Parks & Rec. Director, Molly Anfuso; Treasurer, Aaron Kullgren; Police Chief, Brian Giammarino; Conservation Chair, Karen Day; Bookkeeper, Catherine Shaw. Tax Collector, Robert Geisel arrived at 6:15.
Selectmen discussed the following:
· Time Card Accuracy –
· Website – Only two departments submitted information – the new website will be up and departments will be able to submit information after it goes live.
· Importance of signing A/P invoices on time – Catherine explained the importance of getting invoices in a timely fashion, the 2% discounts equates to about a 36% increased savings. This can be a substantial savings over time. We don’t always need the invoices themselves, using the packing slip if it has the price is sufficient, however purchases must be approved.
· Budgets – Reviewed budgets – The Fire Dept. has used 137% of its general supplies, Selectman Brooks asked Chief White to explain this. Chief White stated that he needs to spend more, he will transfer funds from another line item. He hasn’t really kept a close eye on it. Selectmen asked about the boat, White stated it is in Alabama being constructed. Will be shipped shortly.

· Highway is at 735% on the Machinery & Equipment ; Road Agent, Fox reported that this is due to the purchase of the broom, he further stated that the Town will be reimbursed with FEMA funds. Catherine Shaw asked when the Truck will be here? Shaw suggested that paying interest on equipment we don’t have doesn’t make sense. Fox pointed out that it always takes time for delivery of equipment that is built to order and that equipment can’t be ordered until approval of Town Meeting. There have been recent increases in the price of components for the truck and it is fortunate that the price has been locked in by our order. Fox stated he was
unsure of delivery date, the truck is being built in Texas. Will be able to answer next week, they will be doing a body next week.
· Recycling Supervisor, Frank Pelkey reported that the Town received the $3,250 grant for the fork lift from NH the Beautiful. He has ordered the Waste Oil Furnace to assure grant reimbursement from the Waste Oil program, however the furnace will not be delivered until the bay is complete. The current price is $4,500, plus hookup. The weather has not been in our favor for construction of the bay, it seems to be going slowly.
· Chief of Police, Brian Giammarino reported that criminal complaints have increased substantially. Last May there were only 9 criminal complaints, this year there have been 38. The complaints do vary; Motor Vehicle stops are just under 500, however tickets are significantly less than that. Chief Giammarino reported that for security/confidential reasons when confidential interviews are going on the police department should have an area where they can interview without interruptions. Giammarino suggested reorganizing the storage area and allowing for an interview table. It was agreed that would be a good option.
· Tax Collector, Robert Geisel reported that tax bills will be going out on June 1st. Geisel responded to the Auditor Report in that he would like to will discuss it another time at more length, however as far as the auditor comment of deeding properties, we can either continue to collect the 18% or deed the property. It is up to Selectmen.
· Bookkeeper, Catherine Shaw asked if we should get Code Officer, Peter Hopkins a pager? Hopkins said no, that he has a cell phone he keeps with him all the time. He would encourage us to give out his number. Or his home phone is another option.
· Code Officer, Peter Hopkins discussed the potential building lots in town, he believes these properties are very pricey and probably won’t move too quickly. He also discussed two Notice of V
· iolations that have continued. The residents are aware of their violations and have not taken any action

to correct the violation. These residents will be put on notice that they will be given 10 days to rectify the problem or we will begin court action. There are three different complaints of excess number of vehicles on these properties. He is taking action by sending the initial letter. There is also an ongoing health issue on East Road he is addressing.
· Conservation Chair, Karen Day discussed the Conservation Commission’s standing with the matter on Old Lyndeborough Mountain Road. Day has spoken with NHDES Rep., Bill Thomas he will be here next week to review the Old Lyndeborough Mountain Road. Day discussed the lot on Cavender Road (R3-39), she wondered if pursuing the wetlands violation is going to be followed through with or not. If this is going to take place the Town will need to have a soil scientist look at the soil and test the soil. The Board would like to pursue this, as they believe there is disturbed land directly up to the wetlands. A complaint will be filed with the DES. The 25ft buffer
has been disturbed, Code Officer Hopkins will contact the owner of the property and give him notice of this potential violation. Lastly, Day reported the newest issue of the Spirit is ready for review & if ok will go to print tomorrow.
· Planning Board Chair, Mike Kavenagh reported on Planning Board issues. He received a call from Dee French, Bennington Administrative Assistant, asking about the Robertson gravel pit. It was understood that there is a new excavation being started on the Bennington side of Bennington Road. Code Officer, Hopkins will go to look at the property and report back to Planning Board, the Town of Bennington & the Greenfield Selectmen. It appears they may be building a road over the deeded right of way. Maps were discussed, Kavanagh stated that lamanated maps with a hanger for the wall is approximately $1200.00. We are getting two sets of base
maps, wetlands overlays and property line overlay.
· Fire Chief, Loren White reported that the Fire Dept. will be doing parking to for the Celtic Festival. He would like permission to park overflow vehicles at the future waste water site. Selectmen granted this request, provided the wet areas are roped off. White also stated that he would like to do training on the back corner of the Winston Russell property, he asked if Selectmen have had an opportunity to review the site to see if the area is suitable for training? They have not, White and the Board will set up a time to review this.
