Selectmen’s Meeting Minutes
Thursday – February 12, 2004 – 5:45 pm

Present: Selectmen:  Selectman, Conrad Dumas Selectman, William Brooks; Selectman, George Rainier
Meeting opened at   5:45 pm

Appointments:
6:00 – Wesley Williams – Mr. Williams is a Lyndeborough resident who says he has a boundary dispute with the Town –  
Mr. Williams presented the Board of Selectmen with a series of maps and old deeds which he believes indicate that the town bounds are incorrect.  Deeds from 1800’s indicate the stone boundary marker was on the South side of Maiers Road, not the North side where it is currently placed.   Mr. Williams stated that he has evidence the town marker installed in 1922 was incorrectly placed, he believes it to be off by approximately 150’, when surveyor surveyed estate of George Hampton Jr., the mistake incorporated the error. Mr. Williams has contacted the surveyor who will not take care of  this matter voluntarily;  he has also contacted the  lawfirm who handled the Estate of George Hampton, the lawfirm stated they would like to see it corrected.  Attorney Callahan who stated if Mr. Williams could get the Selectmen to verify the marker is incorrectly installed, he (Attorney Callahan) would like to correct this boundary matter.  Benefits to Mr. Williams would be, he would then acquire land he does not currently have, the Von Mertons property would then be converted into his property.  The Von Mertons did not want to attend this meeting, however they would be willing to work with Mr. Williams if he could rectify the problem.  
Mr. Williams asked if this adjustment is made, can he then build a home on the lot. There is not enough road frontage to build, Mr. Williams indicated it’s a Class V Road – is there enough frontage then?  Discussion followed.
The Selectmen discussed the bounds with Mr. Williams, however Mr. Williams has not yet discussed this with the Selectmen of Lyndeborough.  If this is indeed the fact, then the Town of Greenfield would acquire some of the Town of Lyndeborough land.
Greenfield Town Offices will locate the preambulation book and review dates and/or degrees regarding this area of Town.
No decision was made at this time; this needs to be brought to the attention of the Lyndeborough Selectmen, and the Selectmen of the two towns need to meet to make decisions regarding what could/should be done.
Discussion between Selectmen followed – Attorney Mayer  of Upton & Hatfield discussed this situation with Selectman Rainier; it is not the responsibility of a resident to determine inconsistency with a bound, it is between the two towns.  
6:15- Phil  Vanasse – To discuss the Management Assessment Committee Report and the Article in the Monadnock Ledger –
Mr. Vanasse stated that the report from Mr. Mayhew was very one sided, and wondered why no residents were asked about the town office.  Discussion followed, the s stated they are not supportive of this report or the idea of a Town Administrator.  They think things are running fine in the office, Mr. Vanasse would like it if whomever answers the phone could identify his/herself.
Dumas gave the history of how the Town Manager Committee was established and what the purpose of this Committee was, he further indicated that the Board of Selectmen also are not supportive of the report that was sent out.  Mr. Meyhew did not discuss his findings with the Board of Selectmen, he did not interview all key employees, nor did he address any of the positive changes that have taken place within the Town over the past few years.  
The Vannesse’ were thanked for brining their opinions to the Board.

On – going matters:
1.      Budget –  Selectmen discussed the Public Hearing & the proposed 2004 Warrant.  They then signed the Warrant and the MS-6 (Proposed Budget)
2.      Dowtown Project – RFQ has been advertised in the Union Leader, Ledger & Transcript; a date of 2/27at 2:00 pm for acceptance was posted.  Deb or George will be at the Office for the acceptance of any proposals
3.      Septic Pump at Town Office –  The line between the pump chamber and the septic system was frozen on Monday;  when West Rindge Builders was here to replace the pump the frozen line was discovered.  Franks Septic Disposal came and pumped the chamber and the septic of 2000 gallons.
4.      Legal  –   Meeting with John Teague Thursday, February 26th at 5:00 – he will then meet with the Planning Board and the Selectmen directly after at 6:00.  Duffy should be present also, Selectman Rainier will notify Duffy.
5.      Wastewater policy – On going - will remain on the agenda until finalized
Other items:
1.      Minutes - Selectmen accepted the minutes of 2/5/04 Selectmen’s Meeting & Budget Hearing written
2.      Selectmen approved –
·       P/R Checks
·       Veterans Exemption Letter
·       Intent-to-Cut (Jennings)
3.      Assessing – Review and choose which properties that are coded “under construction” you would like to have re-assessed; these are all from the reval; $28.00/parcel.  Selectmen discussed this, though they did not make any decisions regarding which properties to send the assessor to or not.
4.      Old Meeting House – Molly Anfuso, George Rainier & Bill Harper went to the Town Office on Monday to discuss options for possible renovations for the building.  An estimate of $35,000 – the Selectmen will consider this option for the 2005 budget, further research will be obtained before any decision will be made.  A detailed proposal will be drawn up with actual figures before anything is presented to the Town.
5.      Tax Collector – George received a call from Upton & Hatfields office, they discussed with George that many attempts had been made to get figures from our Tax Collector.  They were concerned there was a lien in 1996 and there was no evidence that it was ever released.  Selectmen would like Bob Geisel on the agenda for the next meeting on February 19th.
6.      Town Clerk – The Town Clerk should be on the agenda, February 19, 2004, to discuss Warrant Article #9, as well as, Nancie Vaihenger has asked to be on the agenda that evening to discuss the Treasurer position
7.      PILOTS – Final payment for the 2003 PILOT from Crotched Mountain have been received
8.      E-Mails – Debbie was instructed to inform Selectmen of e-mails that come to the Town Office – She should not answer e-mails on behalf of the town without consultation from the board first.

9.      Appointed Auditors – Kent Vincent contacted Debbie today, February 12, 2004, wanting to set up a time to audit the books.  Debbie informed Mr. Vincent that the appointment he and Laurie May had was for auditing the 2002 books.  They did not ever contact any member of the office to do that.  Laurie has her name on the ballot, however Mr. Vincent does not, Deb indicated to him he could do a write-in campaign.  Further, the auditors need to also contact the Tax Collector, Town Clerk, Treasurer and the Bookkeeper, not just the Selectmen’s Office.
The next scheduled Selectmen’s Meeting is Thursday – February 19, 2004 at 5:45 PM – Catherine will be available to take the minutes
