Preliminary Meeting Minutes –

Members present:  RMarshall, JFletcher, PRenaud, KO’Connell, MCBliss and SChicoine

7:05 p.m. Minutes:
PRenaud began reading the October 27, 2014 minutes. Several spelling, punctuation and replacement of words were done. No substantive changes were made. KO’Connell motioned to accept the minutes as amended.  PRenaud seconded.  Vote unanimous in favor.

7:25 p.m. Greenfield Congregational Covenant Church Site Plan Review
RMarshall noted that he had been notified by Rev. Dan Osgood that the Site Plan Review application was not ready for presentation at this time and would be postponed until a future date.

RMarshall notified members that he was working on an article about the Charrette for the next issue of the Spirit and that the final Draft of the Charrette Recommendations from Plan NH had not arrived yet.

RMarshall noted that he had forwarded the missing sections on Solid Waste/Recycling and Community Septic to LMurphy at Southwest for inclusion in the Community Facilities Section.

·       Final tally of Charrette budget expenditures $1975.78-Budget of $2000

7:30 p.m. EDAC Broadband Report
PRenaud reviewed the recent completion of the Town-wide Broadband Survey conducted by the EDAC. He feels we have a valid survey of the community needs and desires and we are now ready to explore alternative solutions to meet community needs. AWood joined the discussion at 8:10 p.m.

8:33 p.m. Allrose Farm Continuation
RMarshall reopened the deliberation of the Allrose Farm Site Plan Review application. He announced that as a result of an e-mail exchange between he and Jason Reimer, Attorney representing Allrose Farm, they would not be prepared to continue the discussion this evening. The discussion will be continued until November 24, 2014, consistent with the original public notice.

8:35 p.m. Tree Trimming
Andre Wood informed the Board that he had not received a letter notifying him of Tree Trimming to take place on his property, as he had been led to expect. He noted that APatt had intended to send him a letter but did not and apologized to AWood for his error. A brief discussion followed about the intent of the notification process as originally discussed in April 0f 2012.

9:05 p.m. Potential Zoning Changes for 2015 Town Meeting
RMarshall asked the Board if there was anything we could do with language this year that may enable the use of cluster development in our Open Space Ordinance, something that was the original intent of the ordinance. The Board agreed to review the language of the Open Space Ordinance and have recommendations ready for our next meeting.

9:35 p.m. Adjournment
JFletcher moved to adjourn. K’Oconnell seconded. All in favor the motion carried.
