7:10 p.m. Minutes
PRenaud began reading August 25, 2014 meeting minutes. Several spelling, punctuation and replacement of words were done. No substantive changes were made.
7:40 p.m. Mail Received:
· Letter from BCM Environmental & Land Law, PLLC, Jason Reimers, Esq, representing Michele Perron requesting time on the October 6 Planning Board Meeting agenda
· Greenfield Building Permits Y-T-D 2014
· Invoice from Sterling Business Corporation for EDAC Broadband Survey (500) $147.80
· Invoice-Law Lecture Series: for PRenaud for 2 seminar attendances - $70.00
· Invoice from Jack Daniels for Charrette attendees room reservations - $487.23
7:50 p.m. Updates from RMarshall:
· Site plan review amendment public hearing scheduled for this evening has to be postponed because it wasn’t noticed correctly at the town office, website, or at the post office. This has been re-scheduled to September 22, at 8:00 p.m. If anyone has any comments or further changes, please let me know. We need to bring our regulations into compliance with the state RSAs.
· Tree trimming public hearing notices have to be published twice, per RSA. Our last public hearing notice on tree trimming was only published once, so two published notices will be in Tuesday and Thursday’s edition of the Ledger Transcript for the September 22 hearing at 7:30 p.m..
· RMarshall called LMurphy about her missing the change to the notification procedures for the Site Plan Review in her reviews of the Zoning Ordinance and Site Plan Review and Subdivision Regulations during CPG1. She explained she didn’t pick this up because she made the assumption that the town pays attention to any legal changes done each year. She expressed her regret in missing the notification change and asked how she could help. In a quick review of our Excavation Regulation, she noted many legal deficiencies since its inception in 1990. RMarshall asked APatt if the town counsel reviews any of our ordinances or regulations on a regular basis? APatt said
we don’t do it because of the cost of legal fees. RMarshall said the Board will try to set aside a portion of unexpended funds in our Legal/Consultants line this year to have legal review done on our Zoning Ordinance and our Site Plan Review, Excavation and Subdivision regulations done.
· JHopkins stopped by with questions about the charrette, especially about Oak Park. He advised that we are possibly going to lose the NH 100 race. It has always been a fund raiser for CMRC, but that fundraiser stopped this year. It could be a fund raiser for the town. Entry fees cover the cost of the race. RMarshall asked him to come to one of the input sessions at the charrette on Sept 26 or 27. RMarshall advised JHopkins to speak to the Selectmen about the race as well.
Charrette Update:
Dinner notifications were supposed to go out on Friday August 29, and they didn’t. RMarshall and he will get them mailed tomorrow.
RMarshall has had several discussions with Gordon Leedy, Chair of the planning charrette. Right now, the dinner on Friday night will be the big attraction. A newspaper article is being prepared announcing the charrette. An EDDM direct mail will be sent out to each household. JFletcher said from a direct marketing standpoint, getting the notification of the charrette should be sent the week of the charrette. A notice will be sent on September 22.
RMarshall shared a copy of the schedule and urged board members to attend Friday’s community dinner and one of the input sessions on Friday. The Community dinner (currently planned for 75) includes invitations to specific businesses in town, the charrette team, various community groups and Town Officers and Boards. KO’Connell suggested opening it to the public as well with limited seating available on a first come, first serve basis having interested residents call the town office to RSVP. JFletcher suggested an e-mail to those who are on the Town e-mail address book. Also more names were added to the invite list: PTO, Givers, Police Dept, Fire Dept, Greenfield Trails Assoc, DSleeper, CShaw, APatt, and KValliere.
RMarshall said he also needs a person or two to help being a ‘go-fer’ on both days starting at noon on Friday to Saturday at 4 p.m. He will be there throughout the charrette to provide support and trouble shoot. If members could volunteer some time, that would help. If any one has a time that they are free, let him know and he will prepare a schedule to assure coverage. There will be one more Planning Board meeting on September 22 to finalize the arrangements for the charrette.
JFletcher asked if there has been any response from solicitations from businesses in town for financial support. RMarshall reported nothing so far, but the letters only went out last week. RMarshall said the Board will be spending funds on snacks for Saturday morning. One lunch for 10 has been donated by Harvester Market. He figures that the total food budget (breakfast, a lunch and snacks on two days) will be between $200-300, with the exception of the evening dinner.
JFletcher suggested lawn signs to advertise the charrette. He’ll price them and let RMarshall know the price.
