PSNH Tree Trimming, Cavender Road

No members of the public were present.
6:30 p.m.-6:34 p.m. Cavender Road Bridge
Mr. Crane went over the installation of two new poles on the Hancock side of the bridge that then connected to a pole on the Greenfield side. Because of the new elevation of the poles on the Hancock side of the bridge, some minor trimming would need to be completed on the Greenfield side near the existing pole. Board members concurred with the need to trim.
6:36p.m.-6:45 p.m. 212 Cavender Road
Mr. Crane explained that PSNH regularly attempts to bring old installations up to code. In this case, a new pole has been installed to elevate the line to a private residence. When the new connection is made, some trimming would need to be done to free the line. After a few questions, Mr. Crane agreed that clearing would be conducted with the consent of the home owner as needed. Board members concurred with the need to trim as it would bring the connection into code compliance.

Preliminary Meeting Minutes –

7:00 p.m. JFletcher read the minutes of the June 25, 2012 meeting. Minor spelling and punctuation were done. No substantive changes were made. 7:08 pm MBorden motioned to accept the minutes as amended. PRenaud seconded the motion. All in favor, motion carried.
7:09 p.m. General Discussion
Conditional Use Inspection Fee Review
On groundwater conditional water inspection report, the fee was set at $25. PHopkins brought to the Board’s attention that all his fees were $50. RMarshall asked the Board if they wish to amend the fee to $50. After discussion, it was decided that more information is needed from PHopkins to justify the $50 fee. The issue was tabled.
RMarshall stated that a flat fee charge for public notice is $50. He noticed that costs charged by Monadnock Ledger Transcript are $61.50 for the Cornwell Road PSNH Hearing. He asked the Board if they wanted to change the fee rate that we charge? We don’t want the taxpayers to have to cover the additional costs.” After much discussion, the Board agreed to increase the cost. RMarshall will check to make sure that a public hearing isn’t needed to change fee.
7:32 p.m. Public Hearing PSNH Tree Trimming, Cavender Road
RMarshall explained procedures for public hearing to the audience and then asked DCrane, PSNH to summarize what will be taking place on Cavender Road.
DCrane, said that Cavender Road is a clearance issue in two different locations. PSNH has put in two new poles and that trees need to be trimmed to allow lines to be unimpeded. There were no questions from the Planning Board or the general public.
KO’Connell motioned to approve the PSNH request. MBorden seconded the motion. All in favor, motion carried in favor. DCrane will send check for the notices for May 21, 2012 and July 9, 2012 public hearings. RMarshall commented that approval is subjected to receipt of payment. Public hearing closed at 7:37 p.m.
RMarshall initiated a discussion about the fees for public notices in the local paper. He noticed a different price for the same sized notice, (Sawmill Estates). JFletcher explained the charges based on column inch rates.KO’Connell motioned that the newspaper advertising fee be changed to $61.50. After more discussion, it was decided to hold the motion until clarification on whether or not this change should be listed as an agenda item.
8:00 p.m. Public Hearing – Mitchell Subdivision, Sawmill Estates, Sawmill Road
At 8:17 p.m. Mr. Mitchell, applicant, failed to appear at the hearing. RMarshall apologized to audience for the non-appearance of applicant for Sawmill Estates Public Hearing. He noted to the audience members that if they are abutters, when this hearing is rescheduled, a notice will be sent to them.
SHubbard, Granite Town Real Estate provided a real estate tear sheet listing of the Sawmill Estates Road. As a representative of one of the abutters, she wanted the Board to have this information.
A discussion ensued about the timeline of the extensions (2) for Sawmill Road Estates and RMarshall will be contacting town attorney for guidance.
