Preliminary Meeting Minutes

7:02 p.m. Minutes
MSteere read the minutes of June 11, 2012 meeting.
Minor punctuation and replacement of words were made.  No substantive changes were made.
JFletcher moved to accept the minutes as amended.  PRenaud seconded. All in favor, the motion carried.

RMarshall met with Catherine Shaw to inquire if the town assessors look at property boundaries. She commented that they do not look at property boundaries unless changes have occurred on a parcel.

RMarshall has copy of final grant application for Community Planning Grant for anyone to review and stated that on the back of Roundtable synopsis they received tonight, is a chart listing tasks and costs associated with each task. These costs were used to determine the amount of grant needed.

7:09 p.m. Mail Received:

·       A letter from DSmith
·       A letter from PHopkins that was sent today in response to Smith’s letter.
·       A Greenfield Building Permits list from January 12, 2012 to June18, 201212
·       A Town and City magazine
·       An invoice from Monadnock Ledger/Transcript for the two PSNH Public Hearing notices and for a Public Hearing Notice for Sawmill Estates, total of $158.87
·       An invoice from Upton Hatfield: Review of the Conditional Use Application and the Annual inspection report form, total $34.00
·       Labels for Sawmill Estates public notices.  (SRossi is to mail out by Thursday.)

7:30 p.m. Master Plan Vision Review with Lisa Murphy

LMurphy brought a CD of all the pictures from the Master Plan Photo Shoot.

After much discussion and editing of the first draft of the Vision Statement, LMurphy will write the second draft for review at a later date. The Planning Board will make edits and send it back to LMurphy for the final draft.  Once the final draft is done, a public hearing will be conducted before final adoption.

RMarshall thanked LMurphy for her time and effort in working on the Master Plan.  

8:50 p.m. Piscataquog Watershed Land Conservation Plan.

LMurphy brought the latest update of the Piscataquog Watershed Land Conservation Plan.  Greenfield has a tributary, Rand Brook, that runs into the Piscataquog. The Planning Board has already adopted the original Plan and incorporated it into the current Master Plan. She would like the Board to consider adopting this revision and incorporating it into the Master Plan.   A Public hearing would need to be held before adoption. LMurphy said August 15 would be a good time for a response. RMarshall will schedule a discussion of this revision on July 23 and a Public Hearing to be held on August 13.

9:15 p.m. Community Planning Grant
RMarshall asked the Planning Board to look at the Task & Budget chart for the Community Planning Grant. “We should be hearing next week from the State committee after they decide who will be getting these grants.  I have a meeting with the Selectmen tomorrow night to go over this grant process and get their authorization to complete this application.  What attracted me to this grant, is that there an ordinance review  of our Zoning Ordinance, Subdivision Regulation and Site Plan Review Regulation which has not been done for some time. I would like for our ordinances to be reviewed for consistency etc.”   

SChicoine asked if anything was received from JSpringer.  RMarshall said, “No.”

MSteere moved to adjourn, PRenaud seconded the motion.  All in favor, the motioned carried.
