7:01 pm Minutes
Meeting opened by GMorris with reading the July 11, 2011 meeting minutes, concluding at 7:05 pm. Several spelling, punctuation and replacements of works were done. Substantive changes were:
Line 23: “require creation of a new driveway…” to read “He’d have to create a new driveway.”
Line 37: remove year long and add “application resolved.”
7:07pm JFletcher motioned to accept the July 11, 2011 meeting minutes as amended. MBorden seconded the motion. Vote carried in favor.

GMorris started listing the mail received:
- Revised driveway plan from RHowse, Infinigy engineering.
PRenaud recused himself from discussion of the revised driveway plans for the Zephyr Lake Road Cell Tower.
BMarshall read the Planning Board’s conditional approval to the Board to refresh the Board’s memory. GMorris noted to the Board that there wasn’t an abutters list or a set of mailing labels with plans which he requested from RHowse in a call prior to this meeting. Also he noted on Z5 there is a fair amount of disturbance to the land for the revised driveway.
JFletcher noted the slope of the driveway is broken down by section on Z6B, and shows where grade break stations are and that the driveway follows a new path which changes the location of the driveway. BMarshall doesn’t feel that this information warrants a public meeting. He does question if the revised driveway meets the Town driveway regulations. KO’Connell asked, “Can we reread the conditional approval?” BMarshall read the Planning Board meeting minutes of May 25, 2011with focus on line 45 (conditional approval criteria).
GMorris asked MBorden, “Does the left axis represent length or elevation and do we know the total length of this new driveway?” MBorden commented, “It is 920’ to the end of driveway. Originally, it was 490’. The length of the driveway has almost doubled and the highest slope on new driveway is 16%.”
GMorris read the driveway regulation (pg 4 sec M) stating a driveway greater than 19% will not be accepted. Also no more than 25% of driveway will have slope of 17%. A driveway longer than 300’ must have a turnout no farther than 50’ from the primary residence or building…Sec V.f(1). He also commented that the turnout is about 12’ by 25’.
BMarshall’s concern is that there should be another turnout on this driveway. It’s not very wide and if another vehicle is needed to go up this driveway, there is no means to allow that vehicle to enter. GMorris said to look at an area of disturbance at the building location, does this violate the 150’ buffer? At the top the same symbolism is showing disturbance area, and that is the same as on page Z6. Isn’t that new?”
GMorris said the Board has two options: we can debate this tonight, come up whole list of items that we can accept as a compliant plan or have them come in for a presentation. BMarshall said why doesn’t the Board identify what we are not clear on and have the applicant explain what they are with yes or no answers.
GMorris said should we respond in writing or have the engineer come in? BMarshall feels he would be better able understand the evidence, such as how many square feet of disturbed area with simple answers. MBorden is questioning the percentage of the curve, what is it? GMorris said he roughly estimated that the percentage of driveway slope is 12% or more for 1/3 of the driveway.
BMarshall said, “What information do we need to know about this plan that helps us to determine if it meets our regulations? List includes:
- No mailing labels or abutter list?
What is the total square footage of the disturbed area on the entire site?
What are they going to do to the significant disturbed areas, how are they going to be surfaced - with deciduous trees?
Is their proposal as shown here, going to disturb the 150’ tree buffer?
Z1 has incorrect abutters listed.
Are all the erosion controls represented on Z6 and Z6A?
- The Board is awaiting further compliance with #7 of our conditional approval.
- Buffer easement deed?
GMorris will compose a letter acknowledging receipt of revised driveway plan to JSpringer; cc AJ DeSantis and to advise of our concerns.
9:34 p.m. JFletcher motioned to continue deliberation as to the completeness of the revised driveway plan. BMarshall seconded the motion. Voted carried in favor.
PRenaud rejoined the mtg.

9:40 p.m. CIP
GMorris said that for the CIP he completed the town administration, the town clerk and tax collector. Wish list includes: parking lot lights, redoing the walk way to building, new office windows, fireproof cabinets, and larger office space for tax collector’s area, and new computers with new software, air conditioners for the offices. He also advised of DDavison resignation as town administrator as of July 29, 2011.
MBorden asked if he could check the septic plans for the Greenfield Historical Society
9:43 p.m. Resignation
GMorris announced he is resigning from the Planning Board as Chairman and as a full time member due to outside commitments. GMorris then turned the meeting over to MBorden, Vice Chairman.
9:45 p.m. MBorden opened the floor for nominations for Planning Board full time member per RSA 673.12. JFletcher nominated BMarshall to be a full time Board member. BMarshall recused himself from the vote. PRenaud seconded the motion. Vote carried in favor.
MBorden then opened the floor for nominations for Chairman. JFletcher nominated BMarshall. PRenaud seconded the motion. Voted carried in favor.
KO’Connell nominated GMorris as alternate to the Board. JFletcher seconded the motion… Vote carried in favor.
9:52 pm Adjournment
KO’Connell motioned to adjourn. BMarshall seconded… Vote carried in favor.
