Preliminary Meeting Minutes –

Members present: GMorris, BMarshall (alternate), PRenaud.
Due to a lack of members in attendance to make a quorum, general conversation was done by the attending members.
7:00 pm GMorris discussed a letter from State of NH, Office of Energy & Planning memo re: land use regulation updates, due back by 7/1/11.
BMarshall asked about site plan review…”In the PCC and all other discussions the Board had with Greenfield Properties LLC, we never discussed runoff issue The rise on the town road is already eroded without traffic usage, what is the Planning Board’s comment about the responsibility road runoff? Should the applicant mitigate subsequent maintenance or is the town going to have to maintain runoff slope is? With the owner paving his front parking area, shouldn’t he be paving this area?”
GMorris said, “That the Town could consider paving the runoff area should it become a problem, but the Planning Board can’t tell the applicant he should pave it or maintain it. at this point”
PRenaud asked. “If the Board could now ask that the runoff area is paved? Or are we too late?” GMorris said, “Yes, we are too late. The Planning Board should have made the paving as part of the conditional approval.”
PRenaud asked, “Is it possible the Select Board could impose taxes on the maintenance of that road?” “No was the response,” by GMorris and BMarshall.
BMarshall asked GMorris to pick a date for his transition from Chairman to Alternate. GMorris said that he was thinking of July 25 as the date for the exchange. He will make that part of the business for that meeting.
