Meeting Minutes – August 9, 2010

Members present:  MSteere, MBorden, BMarshall, JAdams

Vice-Chair, MBorden asked BMarshall, sit in for JFletcher.

MSteere began reading July 26, 2010 meeting minutes at 7:03, with JAdams continuing the reading of minutes at Line 139.

The following corrections/additions were amended to the July 26, 2010 meeting minutes:

Line 49: inserted the word "the," sentence to read as, “…asked for a 10 minute presentation from the applicants of the…”
Line 62:  inserted the word "report," and the word "be," sentence to read as,”…radio frequency report will be…”
Line 64:  inserted the word "the,"  sentence to read as, “…in relation to the tower on Gould Hill to show…”
Line 66 and 67:  removed phrase “from east of the compound there will be,” sentence to read as, “A new retaining wall will be 160’ from east edge of property…”
Line 70: added period at end of sentence
Line 88:  inserted the word "the," sentence to read as, “What will be the retaining wall height,”
Line 95:  spelled out KO’Connell’s name and inserted the following:  "KO'Connell asked, If tower was for a 4G network?”  KBreurer replied, “4G is not yet widely deployed in New Hampshire, so not it’s a 4G site." KO’Connell asked, “What is the typical user capacity of a 3G site?”  KBreurer responded "50 or more customers per section of antenna based on typical mixed usage of voice over IP and data traffic to be served, but it depends on what each customer is using.  With 2 antennae array 120 degrees apart and spillover from the third array on the hill’s side you’d be able to serve a little over 100 customers.”

At 8:00 pm, MSteere motioned that the July 26, 2010 meeting minutes be accepted as amended.  JAdams seconded the motion.  MBorden called for a vote which was unanimous.

BMarshall offered this point of order for upcoming hearings/meetings that all members of an application group be identified by name and role at each presentation.

At 7:40 pm MBorden asked that SMcDonough make her presentation.  She submitted a copy of application to State for a taxi business and after she had spoken with the town Administrative Assistant she was here for a PCC with Planning Board.  She currently has a license with the city Nashua as a taxi driver, and will retain that license until she is up and running her taxi service in Greenfield.

Her concept for the taxi service is to serve seniors citizens, shut-ins, the disabled, DUI drivers and drivers who need short service trips, as well as customers/clients for recreational activities, doctors appointments, court appointments, respite care to caregivers, cleaning services, and she will be networking with other human service agencies.  She currently is living at CMRC in a dorm room and that is where the business will be operated from.  She provided this service a year ago in Alaska.  She also provided a copy of her certification of Formation Application to the State of NH for Taxi service.

JAdams commented, “this is really isn’t a home base business as you don’t really have a physical home in the area.  So I feel that this would be a moot point in completing a full application for the Planning Board.”

BMarshall commented, “This would be a feather in our cap as this would show to the Town that we are trying to meet the needs of community.”  BMarshall offered that the application is online, “don’t let the big form scare you,” and at the beginning of the application you will see a small section stating that ‘no site review would needed,’ and the cost would be $10.

MBorden told her she should advertise in the “Greenfield Spirit.”

JAdams commented that the next selectmen meeting is 8/19 and she should check with the Town Administrative Assistant so that she could be put on the agenda.  PCC concluded at 8:30 p.m.

MSteere said that he will not be here on August 14the for the site review at 46 Zephyr Lake Road.

Mail received:  

SChicoine letter re: wetland reports for purposed  cell tower at 46 Zephyr Lake Rd:

“….wetland report makes reference to 2 tower stakes found of the property, and the wetland sketch shows the locations of those stakes.  While there are apparently 2 stakes on the property labeled Tower, neither stake is positioned at the currently proposed location of the tower.  The stake labeled Twr 1 on the sketch is shown as approx 190‘from the southern boundary of 46 Zephyr Lake Rd, and stake Twr 2 on the sketch is shown approx 130’ from the southern boundary of the property. The actual property location of the cell tower as shown on the latest site plan doc labeled Z2 is 464’ from the southern boundary.”

MSteere stated that this letter should be referenced at the August 23, 2010 meeting.
SChicoine is saying that the two stakes do not show the correct location of the tower in the AD Klumb report.  MSteere stated that it appears there is misinformation in the report bringing into question the credibility of report.

Selectmen meeting minutes from July 15, and 27, 2010

Letter from Bosen & Springer:  accept letter as a formal agreement for extension of time to 9/13.  MSteere suggested that an extension letter that states certain period of time, 60 or 90 days.

BMarshall stated that the Zoning regulations on page 28, “…6B- ground mounted wireless structures shall not adversely impact vistas and views...”  BMarshall commented the regulation is to protect the scenic beauty of Greenfield’s vistas.

*  Travel from center of Antrim, NH southbound on Route 202; check at Powder Mill Pond, Bennington; NH; Norway Hill, Hancock, NH; view at swamp south of Forest & Route 202 intersection looking east, and ConVal High School, Peterborough, NH,  paying close attention to the vistas/view of Wapack/Trail, Winn and Rose Mtns, North Pack Mtn

* Greenvale Cemetery: to check height over Gould Hill and Route 31 at Zephyr Lake at beach;  Yankee Farmer at the intersection of Route 31 and New Boston Rd;  Fletcher Farm Hill; look at Mt. Monadnock vista, Pack Monadnock, North Pack and Wapack Trail/Mtns

* Oak Park, Belmore Farm on Route 136, Knotwood Dr cul-de-sac; to check vista from North Pack, Wapack Trail and Rose and Winn Mtns

JAdams made the motion to adjourn at 9:19 p.m.  MSteere seconded the motion at 9:20 p.m.
