Meeting Minutes – April 26, 2010

Meeting opened at 7:05pm with GMorris commenting that the PCC for C. Lawton has been rescheduled to May 10th along with K. Carpenter’s PCC.
MBorden read the April 12, 2010 meeting minutes. Changes are as follows:

MSteere motioned that the April 12, 2010 meeting minutes be accepted as amended. MBorden seconded the vote. Vote unanimous.
GMorris noted that the final plats for the Trosky project were received. He also noted that the Board will review the plats after the PCC with the Historical Society.
Historical Society members present: Frank Shea, Lenny Cornwell, Lenny Weeks. GMorris explained that the PCC is an informational meeting only and is not binding by either party.
Frank Shea presented plans for a 30’ x 40’ barn to be built behind the Historical Society building. Sheldon Peynoyer, the original architecture, had incorporated the footprint for the barn on the original plat. Lenny Weeks stated that they want to build the barn into the bank. MBorden asked how close the barn will be to the septic system. Lenny Weeks responded approximately 10’. He also commented that no running water and no bathroom facilities will be in the barn, electricity only.
MBorden noted that the barn footprint was laid out in the original plat but he has a concern about elevation of the concrete wall. Lenny Weeks explains that a 4’ frost wall would be erected with 2’ above ground. Lenny Cornwell stated the purpose of barn would be for storage. Presently, that would include their 1928 fire truck, sleigh, hand ice saw. MBorden stated that a septic system can’t be up against a retaining wall. MSteere commented that the 4’ wall shouldn’t be a problem as the septic is 10’ away. Frank Shea said that PHopkins looked at this plan and doesn’t feel there will be a problem with its location near the septic system. Lenny Cornwell commented that a tin roof will be on the barn. Lenny Weeks want the barn to be rustic but
functional. No furnace or heat, but electricity would be installed for the fire alarm system. Lenny Cornwell said that the barn doors will be pull-out type; the windows will be board-shuttered so no illegal entrance can be made.
MBorden looked up the regulation about distance from septic system without perimeter drain and commented that the Historical Society’s plans are ok. GMorris commented that a site plan review may or may not need to be done, but an application from the Historical Society would need to be completed prior to any decision.

A discussion about Work Force Housing ensued. The consensus of the Board is that the current zoning ordinances do not prevent affordable housing in the town. JAdams will check with LGC to see if our present ordinances cover the proposed “work force housing.”
Discussion proceeded onto possible zoning inclusion of aircraft take-offs and landings, JAdams reported that there is a property in question has been clear-cut right to boundary line and that there is a windsock on property. However, it should be noted that no one, neighbors or town officials have spoken to the landowner if indeed there will be an aircraft taking off and landing on the property. MSteere said the Town should consider an ordinance relative to aircraft which includes a minimum acreage requirement, a validated sound test with meter from edge of property for noise levels, how an aircraft will change the character and value of neighborhood and any resident proposing a landing area on their property should be subject to a site plan review and possibly a special exception required by the ZBA. The Board is working pro-actively
towards putting an ordinance in place about aircraft take off and landing in Town of Greenfield. GMorris also felt that the Planning Board should designate a zone where it is appropriate for such an action. KO’Connell addressed the Board with several print outs about how various other towns in NH addressed the issue of private aircraft take-off and landings. KO’Connell will draft an ordinance to include hours of use, fall zone, frequency, minimum acreage, minimum elevation before clearing neighbor’s property, site plan review, and to make sure the word “may” is in wording. MBorden asked about impact fees for training the fire department should a crash occur. KO’Connell will have the
draft of this ordinance ready for the next meeting of the board.
GMorris commented that he would like to get the data in early this year for the forthcoming 2011 CIP. MSteere said that the departments need to prioritize “absolute necessity” vs. “wish list” items.
There will be a work party 5/10 after the PCC’s for K. Carpenter & C. Lawton should time permit.
