The meeting is called to order. MSteere reads minutes from July 13, 2009 meeting. Line 37 remove single quotation, line 51 change from the top of Norway Hill it could ‘not’ be seen, line 52 add ‘midway’ down the hill, line 72 correct spelling for Crotched Mountain, line 80 correct spelling of Francestown, line 97 capitalize SAnderson, line 98 correct spelling of Crotched Mountain, line 149 add language section 2.F.8., requires PB approval for an antenna width of more than 4 feet, line 172 add the PB has general discussion regarding ‘the process followed’.
MSteere moves that minutes be accepted as amended, BMarshall seconds, no discussion, all in favor, JAdams abstains, the motion passes.
7:25pm PCC for Ewing Lane R5 Lot 1
Susan Gosnell, property owner. The PCC is for a possible subdivision, the PB looks at the map and suggests that only a lot line adjustment with an abutting property would be possible.
7:38pm JAdams recuses himself and becomes a member of the public.
7:39pm PCC for JAdams Tax Map R1 Lot 34
The PCC is for a possible major subdivision. One of the lots involves 1.6 acres of dry land surrounded by wetlands. The question is will the dry area support a single house. According to the zoning ordinances it would be sufficient. The property abuts Barbara C Harris. This is in the General Residence district. GMorris consults the ordinances. Lot size shall not be less than 1.5 acres for each dwelling unit. Number 4 states not less than 2 acres for one dwelling. The PB states that the minimum is 2 acre per lot but 1.5 acre minimum for each dwelling, thus at least 3 acres would be required for a duplex. BMarshall suggests the PB reviews the language in these sections. 13.E.1 states that no wetlands may be used to satisfy minimum lot requirements except in rural agricultural
district. This does not have to be contiguous. The applicant must demonstrate that the lot is buildable. For another possible lot there would be a common driveway and a question is raised as to what is the dry land frontage requirement. For zoning, each lot needs 50’ of dry land plus the width of the driveway(s) if there was not a common driveway. KO’Connell states the intent of the ordinance was to create driveways without encroaching upon wetlands buffers. There is an existing driveway with an existing culvert however the existing use is for agricultural. This would involve a change in use. This situation is similar to the Mathewson property, a special exception was granted in that case. This situation is virtually the same. If the property owner can only subdivide into three lots, due to lack of dry frontage, the application would be for a minor subdivision.
8:20pm JAdams rejoins the meeting
8:21pm Meeting with Roger Williams to discuss with his concerns with the property lines as depicted on town maps, Ryan’s Farms map and US geological maps.
RWilliams discusses what he believes is a discrepancy with boundaries on the Greenfield/Lyndeborough town lines which affects the Ryan Farm subdivision. The PB feels that RWilliams will have to take action against the builder to resolve the issue. JAdams states that the BOS is working with Lyndeborough to try and resolve the discrepancy. The BOS discovered that there was an annex of lots around the property lines. The Lyndeborough town history may indicate the line is wrong. RWilliams needs to file an injunction and notify the PB so that building permits will not be issued for the property in question.
9:05pm Planning Board Business
The PB discusses the CIP. The PB breaks out the different departments and will contact each department head regarding any changes. The PB discusses the ‘report card’. The PB now discusses BMarshall’s proposal for a new site plan review application. GMorris discusses agenda for the next meeting. GMorris discusses a possible update to the PB notifications process. GMorris provides the PB with an update regarding the Delay’s Harvester Market and their discussions with the Griffing’s.

ZBA Application for special exceptions from New Cingular Wireless PCS (AT&T)
The PB discusses and reviews the New Cingular Wireless PCS (AT&T) application to the Greenfield ZBA for the following:
- A variance for V(2)(E)(1)(d) – height above tree canopy, ground mounted facility for 100’ monopole and
- A variance for V(2)(F)(9) – Mast type ground mounted facility (for monopole with external antennas.
- A special exception for V(1)(C) – for a tower, telecommunications facility and personal wireless service facility in the general residence district
MSteere moves that the PB recommends that the ZBA grants the variances for the antenna height above the canopy and from the mast type ground mounted facility to a monopole with external antennas and grant the special exception for a tower, telecommunications facility and personal wireless service facility in the general residence district. BMarshall seconds, no discussion, JAdams and KO’Connell abstains, the motion passes.
9:30pm MSteere moves that the meeting be adjourned, BMarshall seconds, no discussion, all in favor, the meeting is adjourned.
