JFletcher reads December 22, 2008 meeting.  MSteere moves that minutes be accepted as read.  MBorden seconds.  No discussion.  All in favor, the motion passes.

7:32pm  JHalper addresses the PB regarding the CIP.  Last year’s spreadsheets have been updated and costs have been adjusted by a 3% inflation rate.  Many departments replied with no change.  FD did not reply however JHalper updated their line items in the same manner as other departments.  JHalper requests ½ hour at the next meeting to discuss the CIP further.

7:40pm  KO’Connell and GMorris sign O’Donnell Subdivision plans, there are 5 copies plus the mylar.  GMorris will contact surveyor for 6th copy.
8:00pm Public Hearing for Regulations Changes
GRainier is present.
GMorris calls the public hearing to order.  KO’Connell states that the hearing was properly noticed.  The purpose of the hearing is for Subdivision Regulation changes to be voted upon by the PB and changes to the Zoning Regulations which will go before the town as a warrant article.   GMorris reads through the proposed Subdivision Regulation changes.  MSteere moves that the board approve the changes as written to the Subdivision and Driveway Regulations.  KO’Connell seconds, no discussion, all in favor, the motion passes.

The PB now addresses ‘Adopting a Small Wind Energy System Ordinance’.  GMorris provides some background information.  KO’Connell and MSteere feel that the CEO being the only person assessing the systems, it may be better to put them in the site plan ordinance rather than zoning ordinance.  MBorden points out line 86 which requires a site plan.  The PB enters into a discussion regarding if the ordinance should actually fall under a section under a site plan review.  GMorris suggests replacing lines 77 – 86 with language from Zoning Ordinances:  “B.  Application For Antennas, towers and alternative tower structures,” and that it remains part of the zoning ordinances but subject to site plan review and approval.    The PB discusses individual sections of the ordinances and makes several changes.  Changes will be presented at a second public hearing scheduled for January 26, 2009 at 8:00 pm.  

The PB discusses Outdoor Wood Fired Hydronic Heater Ordinances as section 11.  There are no additional changes.  MBorden moves that the Outdoor Wood Fired Hydronic Heater Ordinance be presented as a warrant article to the town.  MSteere seconds.  No discussion, all in favor, the motion passes.

The PB discusses the proposed changes to flood plain ordinances as provided by the state.  There is only a minor typographical change; this change does not require a re-hearing.  MSteere moves the changes are adopted and a warrant article is presented to the town.  JFletcher seconds.  No discussion, all in favor, the motion passes.    

There will be a second hearing for the Small Wind Energy Systems changes.  KO’Connell will notice the new public hearing.  The public hearing is closed at 9:30pm.  MSteere moved the meeting be adjourned, JFletcher seconds, no discussion, all in favor, the meeting is adjourned.
