Meeting Minutes for December 3, 2007
Start of Meeting
The meeting started at 7:23 pm. Members Borden, Carrara, Fletcher, Halper, O’Connell (entered at 7:40 pm), and Steere were present. Member Steere was designated to take member Morris’ place. Halper generously read minutes from the November 26th, 2007 meeting. Two corrections were made:
Under “9:24 pm”, strike “Member Steere takes his place for the remainder of the meeting.”
Under “10:28 pm”, change “Congressional” to “Congregational”.
Motion by Halper to approve the minutes from November 26th, with the above changes, seconded by Steere, all in favor.
Site Plan Review for Greenfield Congregational Covenant Church
The review, on a dark and stormy night, began at 7:35 pm. Member Borden disqualified himself for this agenda item because he is a member of the Church. Member O’Connell entered the meeting at 7:40 pm. Borden elegantly presented the proposal for the Church, which included:
The driveway is a unidirectional loop, one entrance and one exit.
The driveway will use the existing culverts.
The building will be at most 5,000 square feet, with offices, a kitchen area, and a meeting area.
O’Connell indefatigably stated that the review and public hearing was properly notified in the paper and that the abutters were notified by certified mail.
The public hearing was robustly opened at 7:47 pm. Bob Jennings, an abutter, inquired about lighting. Borden stated there is no lighting plan yet because the building has not taken form at this point; he will work on it and make a note on the plat. The Board discussed Site Plan Review regulations pertaining to lighting. Bob Jennings also asked about using the pond for geothermal heating of the Church building. Another abutter, Mr. Allgood, asked about the driveway entrance and exit locations. The public hearing was closed at 8:34 pm.
Carrara collected fees of $260.00 from the applicant. The Board asked questions, went through the checklist, and discussed the proposal.
The following deficiencies were noted:
Water flows, including pond.
Note for lighting plan.
Speed limit on driveway.
Note about snow being piled at the back of the building.
Motion by Halper to approve the site plan review for the Greenfield Congregational Covenant Church, seconded by Fletcher, all in favor. Borden will bring new plats on December 17th, 2007 at 9:00 pm so that the Board can review changes and sign the plats.
Site Plan Review for Plowshare Farm Inc
The review began at 8:40 pm. Dawn Tuomala from Monadnock Survey and Kimberly Dorn from Plowshare Farm represented the applicant. The two ladies presented a proposal for a nine bedroom building which would be home to residents and staff. O’Connell vigorously stated that the review and public hearing was properly notified in the paper and that the abutters were notified by certified mail.
The public hearing was soundly opened at 8:51 pm. No one from the public was present for the hearing. Carrara collected fees of $270.00 from the applicant. The Board asked questions, went through the checklist, and discussed the proposal. The public hearing was closed at 9:10 pm.
Motion by O’Connell to approve the site plan review for Plowshare Farm, seconded by Steere, all in favor. Tuomala will bring new plats on December 10th, 2007 at 7:15 pm so that the Board can sign the plats.

No mail. Motion quickly made by Steere to adjourn at 9:22 pm, seconded by Borden, all in favor.
