Members Present
Members in attendance were: Carrara, Borden, Halper, O’Connell, Morris, Fletcher and Alternate Steere.
Start of Meeting
The meeting was brought to order at 7:05 p.m. Chairman Carrara read the minutes from the meeting of July 23, 2007. the following change was made: Under "Major Subdivision for Mitchell on Sawmill Road" change "Olivia" to "Ogilvie"
Motion made by Morris to accept minutes as amended; seconded by Borden; all in favor.
NFPA-1142
CEO Hopkins discussed NFPA -1142, Standard on Water Supplies for urban and Rural Fire Fighting, 2001 Edition. Fire Chief Plourde arrived at 7:12 p.m. Hopkins noted that other towns adopt the policy to meet 1142 standards. Hopkins and Plourde would like to make review by the fire department and meeting NFPA 1142 standards part of the approval for subdivision. Discussion included:
Whether the Fire Chief is "Authority Having Jurisdiction" or has advise and consent.
Establishing guidelines for water supplies that aid in fighting fires.
Zoning ordinances vs. Regulations.
Whether standards should be mandated as subdivision requirements or requirements for building permit.
Variations due to Open Space developments, Multiple Unit housing and proximity to Fire Station.
Adding Fire Chief approval/consultation to subdivision checklist.
Fire Chief recommendation at Site Plan Reviews .
Mitchell Major Subdivision continuation on Sawmill Road
No one in attendance to represent Mitchell.
Borden moved to continue hearing to next regular meeting; Fletcher seconded; all in favor.

Discussion followed about lack of representation by Select Board and noted that board can appoint a representative that is an administrative official but not necessarily a member of the Select Board.

Member Halper discussed:
Departments should be made clear that, to the best of their ability, cost estimates should be researched prior to submitting CIP requests

Definitions of Priorities
Halper noted that, of the previous year's CIP requests, only 16% were deemed "Urgent" and only 78% were deemed "Urgent" or "Necessary" by the Planning Board.

Police: Carrara suggested adjusting cruiser payments to pay off cruisers every 3 years to flatten yearly capital expenses. Halper to discuss adjusting use of vehicles to change mileage to flatten expenses.
Fire: Replace Fire Engine #1. Carrara suggested establishing a capital reserve fund for each of three large vehicles. Carrara to talk to Plourde about viability of used fire truck to improve buying cycle. Carrara discussed outsourcing administrative paperwork instead of full time chief.
Town Clerk/Tax Collector:
Morris suggested researching new town facility. Halper read letter from Tax Collector.
Administration:
Library:
Discussion included purchasing computers, individually to flatten capital expense. Research needed on necessity and cost of repairing slate roof. Carrara will investigate. Research needed on necessity and cost of fixing wet basement.
Parks:
Discussion ensued about splitting cost of removing playground equipment and purchasing new equipment.
Highway Dept:
Discussion followed about bonding cost of fixing road vs. CIP cost over many years.
Highway Facilities:
Need research on costs. Research Trackless requirement.
Recycling:
Research needed on paving and building. Research on purchasing used Skid Steer or 50% funded by grant.
