Greenfield Planning Board Minutes
October 30, 2006

Members Present: Vice Chairman Halper sat in for Chairman Carrara, members Morris, Fletcher, Rainier, O’Connell and Borden

The meeting opened at 7:05 pm.

Minutes of 10-23-2006:
Minutes were read and accepted at 7:12 pm with the following changes:

Sixth paragraph under Landmark Planning, the letter from McLane, Graf, Raulerson & Middleton was dated October 13, 2006

Minutes from York LLC Site Walkthrough were read and accepted at 7:15

7:15 Started Review of Open Issue List

Item 3: Site Plan Review regulations, only goes before the Board; keep on list but low priority for now.

Item 4: Issue formal statement on Class V & VI roads, the board agreed to not issue a formal statement but continue to take road upgrades on a case-by-case basis.

Discussion of the Open Issue list was suspended in order to continue the deliberation of the York River LLC.

7:30 Deliberation of major subdivision on Old Bennington Road by York River LLC

Scott Gauthier of York River LLC and Bill Davidson of Meridian Land Services attended representing the applicant.

Member Rainier raised the issue of the existing buildings and ransom trash on the site.  Mr. Gauthier responded that much of the trash has already been removed and will continue to be cleaned up over time.  The existing house will most likely be removed.  The pole barn may or may not be removed.

Member Rainier recommended lots 14-2 and 14-3 share a common driveway.  Member O’Connell also stated that Old Bennington Road was classified as a scenic road.  As such, any tree cutting for the driveways will require approval from the Select Board

Member O’Connell was concerned about the driveways being constructed in accordance with the town regulations.  Note 12 on plat states that “All driveways shall conform to the Town of Greenfield Driveway Regulations.”

Motion was made by member Borden to approve the York River LLC major subdivision of 4-lot property on Old Bennington Road.  Member Morris seconded motion.  Member Rainier reiterated his concern regarding the driveways on lots 14-2 and 14-3.  The motion passed with four ayes and one nay.

Item 5: Definitions of Minor and Major Subdivision, member Fletcher will pursue.

Item 6:  Wetlands Setback/buffers,
Member Fletcher presented the Wetland Conservation District Ordinance from the Town of Rindge for review.  Member Fletcher will continue to research the topic based on soil types and present a recommendation to the board.

Item 7:  Accessory Dwellings, Give it a lower priority

Item 10: Lot Dimensioning, member O’Connell will suggest some language to the board.

Item 13: Excavation Regulation, member Rainier and member Borden will look into if time permits.

Item 15:  Consistency of driveway, common driveway and road regulations, member Halper will look into and make recommendation to the board.

Item 16:  Board’s ability to create non-conforming lot for conservation easement,
member O’Connell will call LGC to investigate options.

Item 17: Rescind 100 sq. ft. building rule; request Code Enforcement Officer, Hopkins to attend meeting to discuss.

Item 18: Change in subdivision regulation IV, C, 2&5, member Carrara to clarify to board.

Item 1:  Process application to the Planning Board, no further action.

Item 2: File System, members Halper and Morris will continue

Item 8:  Maintaining data on subdivisions, combine with item 2

Item 9: Build-out of town, request member Steere to look into.

Item 11: Aquifer protection, no further action.

Item 12: Steep Slopes, table for future.

Item 14:  Power of Attorney of Application, Board agrees it should be added to the subdivision checklist.

Item 19:  All plats show the amount of upland and wetland. Board agrees it should be added to the division subdivision checklist.
Item 20: Review letter from OEP re: FEMA flood issues, member Carrara to review

Member Halper relayed comment from member Steer suggesting that roads within a proposed subdivision be paved.  After a brief discussion, the Board decided no change was needed.

Member O’Connell presented a list of proposed changes to the zoning regulations for discussion.
